Most Indian families plan the Japan student visa the way they would plan a UK or Canada one, and get the order wrong. You do not apply first. Your Japanese school applies first, on your behalf, inside Japan, for a document called the Certificate of Eligibility. Only when that document reaches you do you go to VFS in India with your passport, and by then the visa itself is a four item file that clears in about a week.
That reversal is the whole story of this page. It walks the sequence end to end for an Indian applicant, from the day a Japanese school accepts you to the day you are registered at a ward office with a residence card in your wallet and permission to work part time. It covers the real financial proof, the honest processing time, the fee in rupees, and what you can do once you graduate.
What is the Certificate of Eligibility for Japan, and who applies for it?
The Certificate of Eligibility, or COE, is a document issued by a regional immigration bureau in Japan which certifies in advance that you meet the conditions for landing. It is granted under Article 7-2 of Japan’s Immigration Control and Refugee Recognition Act, and it exists so that the embassy abroad and the officer at the airport do not have to re-examine your case from scratch.
The part Indian applicants do not expect is who files it. The Immigration Services Agency allows the application to be lodged by the applicant, or by a staff member of the organisation that will receive the foreign national, which for a student means the school. Japan’s government approved study portal puts it flatly, saying that in most cases the school accepting the international student will serve as the student’s proxy. So the immigration file that decides your entry is opened by a university admissions or international office in Japan, not by you in India.
Three facts about the COE are worth memorising because they set your whole calendar.
- It is free. The Immigration Services Agency charges no fee for a COE application.
- Its standard processing period is one to three months, published by the agency itself.
- Once issued it is valid for three months from the date it is created, and the agency has said it will not extend that any further.
Since 17 March 2023 the COE can also be issued by email as an e-COE, and you may present that email or a printout of it both at the visa counter and at the airport. A paper COE still works, and your school will tell you which form yours takes.
What is the full order of steps from a Japanese offer to a residence card?
There are seven steps, and only two of them happen in India. The reason to see them laid out once is that six of the seven are somebody else’s move or someone else’s counter, so the only thing you actually control is how early you start.
- A Japanese school accepts you. Nothing immigration related can start before this, because the COE application has to name a receiving institution.
- The school files your COE with the regional immigration bureau. It goes to the bureau covering the school’s location, and it cannot be sent by post. You supply the paperwork the school asks for, including the sponsor documents in the next section.
- The COE is issued and reaches you, on paper or by email. Budget one to three months for this stage alone.
- You lodge the visa application at VFS Global in India, with the COE, your passport, the form and a photograph. Every Japan visa application in India goes through VFS, and no prior appointment is needed.
- Your passport comes back with the Student visa, usually in about five working days. You then have three months from the date of issue to actually enter Japan.
- You land, and you are issued a zairyu residence card at the airport. At the same counter you can also apply for permission to work part time, which is covered further down.
- You register your address at the ward or city office within 14 days, and join National Health Insurance in the same visit.
One rule sits underneath all of this and catches people who try to run steps in parallel. The Ministry of Foreign Affairs lists a pending Certificate of Eligibility application among the grounds on which a visa application will simply not be accepted. Turning up at VFS to get a head start while your school is still filing wastes the trip.
How much money do you need to show for a Japan student visa?
There is no fixed rupee or yen threshold, and hunting for one is the mistake. Japan asks for a named sponsor rather than a number. The COE pack includes a Statement of Financial Support, a form your sponsor signs, which asks for their relationship to you, the tuition they will pay stated in yen, the monthly living cost they will cover stated in yen, and how the money will be remitted. It also commits the sponsor to produce remittance receipts or bank passbook copies when you first extend your stay.
Alongside that form, the government portal says you may be asked for the financial sponsor’s savings balance certificate, an income certificate covering the past year, and documentation identifying the sources of the funds. Immigration is testing whether the money is real, recurring and explainable, not whether it crosses a line.
So the sensible way to size it is from what a year in Japan actually costs. JASSO’s 2023 survey of privately funded international students, republished on the government portal, puts average monthly living costs at 105,000 yen nationally, excluding study and research costs, with housing averaging 41,000 yen nationally and 57,000 yen in Tokyo. Build your sponsor evidence to cover a full year of that plus your tuition, and you are showing the shape immigration is looking for.
The other thing worth knowing early is that the COE document list itself is not the same for every school. The Immigration Services Agency publishes one set of required documents for institutions it has notified as properly managed, in Class I or Class II, and a longer set for institutions without that notification. Ask your school which list applies to it before you assemble anything.
What documents, fee and processing time does the Japan student visa need in India?
The core list from the Ministry of Foreign Affairs is only four items, and the Certificate of Eligibility is the one that matters.
- Your passport.
- One completed and signed visa application form.
- One photograph taken within the last six months, on a plain white background.
- The Certificate of Eligibility, original or a copy, or an e-COE presented or printed from the email.
Your VFS centre will ask for more on top of that, and the additions genuinely differ from city to city, so open the checklist for the centre that covers your state rather than trusting a national list. Delhi asks for a bio data page photocopy, old passports, and for language school applicants a language certificate plus the sponsor’s latest income tax return or six month bank statement. Bengaluru publishes a dedicated student list which wants a covering letter, the admission confirmation letter from the Japanese university and your highest qualification certificate. Mumbai makes three months of personal bank statements and a personal income tax return mandatory. Even the photo size varies, so check that too.

Two cautions on timing. A single entry visa is valid for three months from issue, so you must actually enter Japan inside that window or apply again. And if a visa is refused, you cannot re-apply for the same purpose for six months, and the mission will not tell you why it was refused.
One worry you can drop. Japan started a pre-entry tuberculosis screening in the 2025 financial year, requiring a tuberculosis non-onset certificate at the COE or visa stage, but it applies only to nationals of the Philippines, Vietnam, Indonesia, Nepal, Myanmar and China. India is not on that list.
What happens at the airport and in your first two weeks in Japan?
You are issued your residence card at immigration, before you have even collected your bags. The zairyu card is the identity document for anyone staying in Japan more than three months, it carries your status and period of stay, and from age 16 you must carry it at all times. The Immigration Services Agency issues it on the spot at ten ports, namely New Chitose, Sendai, Narita, Haneda, Chubu, Kansai, Kobe, Hiroshima, Fukuoka and Naha. Land anywhere else and your passport is stamped to say the card will be issued later, and it is posted to you after you register your address.
There is a second thing you can do at that same counter, and almost nobody tells Indian students about it. If you have been granted the Student status with a period of stay longer than three months, you may lodge the application for part time work permission at the airport, at the moment landing permission is granted. Filing it later at a regional immigration office instead carries a published processing period of two weeks to two months, so this one counter visit is the difference between working in your first month and working in your third.
After that, two municipal steps inside 14 days.
- Register your address at the ward or city office covering where you live, within 14 days of settling on it. It is free, it is required under Article 19-7 of the Immigration Control Act, and it can be done in the same visit as the standard moving in notification.
- Join National Health Insurance at the same office. It is compulsory for anyone staying three months or more, it covers 70 percent of your medical costs, and premiums are worked out from your previous year’s income.
On that last point, declare your income even when it was zero. The low income reduction on the insurance premium only applies if the income has actually been declared, and a new arrival with nothing to report often skips the step and pays more than they need to. One more obligation follows you through the degree, which is that a change to your institution, including its name, address or you leaving or transferring, has to be notified to immigration within 14 days.
How does the 28 hour part time work rule actually work?
You can work up to 28 hours a week once you hold permission to engage in an activity other than that permitted under your status of residence, which is the long official name for the part time work permit. During your institution’s long vacation periods that rises to eight hours a day. The blanket version of this permission needs only the application form, with no supporting documents, and it costs nothing.
The conditions attached to it are short and they are enforced.
- The work must not interfere with your studies, and you must still be enrolled.
- The income is meant to supplement your study and living costs, and is not for saving or for sending money home.
- Adult entertainment and nightlife venues are excluded by law, including work that only involves cleaning or the kitchen there.
- Going over 28 hours needs a separate individual permission, mainly for final year students doing a job hunting internship or for placements tied closely to the subject studied.
Now the number that decides whether the plan works. Japan’s own government portal reports average part time earnings of about 81,000 yen a month at an average hourly wage of about 1,300 yen, and it goes further, naming claims of 3,000 yen an hour or 200,000 to 300,000 yen a month as misinformation spread by study abroad brokers. Set that 81,000 against average living costs of 105,000 yen a month and the arithmetic is plain. Part time work closes part of your monthly gap and none of your tuition, which is why the sponsor evidence in your COE file has to be real.
The other cost of overworking is your visa itself. The portal notes that every year students lose their extension because attendance dropped while they chased shifts.
Can you stay in Japan to work after you graduate?
Yes, for a year, and for a second year in some cases. When your Student period of stay runs out and you still want to job hunt, you change to the Designated Activities status for job hunting. It is granted for six months and renewed once, which gives you a full year after graduation to look for work.
Two conditions decide it. Your residence record has to be clean, and the institution you graduated from has to recommend you, so keep your relationship with your university’s career office alive through your final year rather than starting it after convocation. The route is open to university graduates, to graduates of a specialised training college advanced course, and to holders of the Specialist title from a specialised training college.
A second year is possible, but only through a specific arrangement. If a local government runs an employment support programme for graduated international students and takes you on, it issues a certificate of participation, and that supports another six months plus one renewal. You also keep the 28 hour part time permission while job hunting, and the over 28 hour permission is available for internships done as part of the search. Once you have an offer you change status again, to a working status such as Engineer or Specialist in Humanities or International Services, which is the ordinary graduate route into a Japanese company. Whether you get that far usually has more to do with your Japanese than your paperwork, so the JLPT level you reach before graduating is worth planning from year one.
