WES Evaluation for Indian Students: 2026 Step-by-Step Guide

A WES evaluation is the report a US university uses to read your Indian degree in terms it understands. For many Indian applicants it carries one decision that outweighs the rest, whether your three-year bachelor’s counts as a full US bachelor’s at all. Miss that and a strong application can be closed before anyone reads your grades. This guide walks the whole process for an Indian applicant to the USA in 2026, in order, with the current fees and rules verified at the source.

All fees and timelines below were checked on wes.org on 14 July 2026. They change, so confirm the live figure before you pay. Everything here assumes you are applying to study in the USA from India.

What is a WES evaluation and why do US universities ask Indian students for one?

A WES evaluation is a report from World Education Services that converts your Indian qualification into its US equivalent, so an American admissions office can judge it against its own standards. WES is a non-profit and a charter member of the National Association of Credential Evaluation Services (NACES), the US body that certifies independent evaluators.

The reason you need it at all is that the US Department of Education runs no federal office that ranks foreign degrees. Each university decides for itself, and most hand that job to a NACES member. When a program says “submit a credential evaluation from a NACES-approved agency,” it is asking a neutral expert to translate your marksheet so its committee can trust it.

Indian degrees trigger this more than most. Grading runs on percentages, ten-point CGPA, and Division classes at the same time. The college you attended is often not the body that granted the degree. And the three-year bachelor’s does not line up with the four-year US one. WES has evaluated Indian records for decades and holds institution-level data, so it is better placed than a single admissions officer to make sense of all this.

Which WES report and package do you actually need for a US master’s?

For almost every US master’s or PhD application you need a Course-by-Course report, and WES recommends the ICAP package with it. WES sells two report types and two package levels, which combine into four products, and picking the wrong one can get your file treated as incomplete.

The report type decides how much detail you get. A Document-by-Document report only states the US equivalent of each qualification. A Course-by-Course report adds every course, its US credit value, and a grade point average on the 4.0 scale, which is what a graduate committee needs. WES states the Course-by-Course report “is suitable for transfer and graduate admissions” on its graduate admissions page.

The package decides what WES keeps and re-sends. Basic sends the report once. ICAP, the International Credential Advantage Package, means WES also stores your verified transcripts and sends them alongside the report to every university you name, now and later. WES writes, “We recommend the Course-by-Course International Credential Advantage Package (ICAP).” If you apply to six programs, ICAP delivers verified transcripts to all six without you asking your Indian university again.

Note that a Document-by-Document report carries no GPA, so it is the wrong choice for grad school even though it is cheaper. If you are applying for undergraduate study straight after 12th, a Document-by-Document report is often enough, since first-year admission does not turn on a converted GPA.

Does your 3-year Indian bachelor’s count as a US bachelor’s degree?

Only if two conditions are both met. WES recognises a three-year Indian bachelor’s as equal to a US bachelor’s when the degree was earned in Division I and the awarding institution is NAAC-accredited with a grade of “A” or better. Miss either one and WES records it as “three years of undergraduate study,” which many US graduate programs reject at the credential stage because they require a four-year bachelor’s equivalent.

This is the part that catches BCA, B.Sc, B.A. and B.Com holders off guard. A US bachelor’s is four years, counted as sixteen years of schooling. A standard three-year Indian degree is fifteen. That one-year gap, not your marks, is what closes many applications. WES publishes this on its policy page for three-year Indian degrees.

WES also names universities that are “more likely to consider” applicants with a three-year degree. It is not a guarantee, and you should confirm with each one, but the current list is a useful starting point when you build your shortlist of US universities.

The NAAC condition has a timing problem most applicants miss. The grade has to be “A” or better at the time your degree was awarded, and NAAC grades run on roughly five-year cycles. A university that was NAAC-A when you enrolled can lapse or be re-graded, and then WES treats your degree as three years even though you always believed it was covered. Check your institution’s current standing at naac.gov.in before you assume anything. If your grade has lapsed or your marks fall below Division I, lean toward the flexible universities above and address your credential situation directly in your statement of purpose.

How does WES turn your Indian percentage or CGPA into a US GPA?

WES builds your GPA course by course rather than converting your overall percentage in one step. Each course on your transcript is given a US grade and a US credit-hour value, and the final GPA is a weighted average across all of them. That is why two students with the same aggregate can land on different WES GPAs, the spread of your individual marks matters.

The calculation itself is standard once each course has a grade and a credit weight.

US GPA = total of (grade points × credit hours for each course) ÷ total credit hours

Say you have three courses. A four-credit course graded A (4.0), a three-credit course graded B (3.0), and a three-credit course graded C (2.0). The quality points are 16, 9 and 6, which total 31, over 10 credit hours. Your GPA is 3.1. Do this across every course and you have the figure a US committee sees.

As a rough guide, WES maps Indian marks to US grades along these bands. Treat it as a framework, not a promise, because WES adjusts for the grading pattern at your specific institution and the official result can differ.

You do not have to do any of this by hand, and you should not attach your own percentage conversion to your documents. India has no single CGPA-to-percentage formula, VTU, JNTU, Mumbai and CBSE each use a different one, and WES applies the correct institution rule itself. Which documents do you send to WES, and who has to send them?

You upload one document yourself, and your university sends the rest directly. WES accepts both a consolidated transcript and year-wise or semester-wise marksheets, “provided they are issued by degree-granting institutions and sent to us in a sealed envelope,” per its Indian credential guidance. Start by creating a WES account, paying, and noting your WES reference number, which must appear on every document and envelope.

  1. Upload a clear copy of your degree certificate or provisional certificate to your WES account. This is the only file you send.
  2. Have your transcripts issued by the university that granted your degree, not by an affiliated college. If you studied at a college affiliated to a university, the marksheets have to come from the university’s examination office, since a non-autonomous college is not the degree-granting body.
  3. Get those transcripts to WES by one of the routes below.

There are two main routes, and the digital one is now the easier choice for Indian applicants.

Digital through NSDC. In December 2024 WES partnered with India’s National Skill Development Corporation. You upload your records to an NSDC digital wallet, NSDC verifies them with your institution and sends them to WES over an encrypted channel using private blockchain, which WES says gives “shorter turnaround times.” It also sidesteps the whole physical-envelope problem.

Physical mail from the university. Your registrar or examination office seals your transcripts in an official envelope, signs or stamps across the back flap, and mails them straight to WES. An envelope that arrives open, or without a signature across the seal, is rejected even if the papers inside are fine. Do not take possession of the sealed envelope and courier it yourself unless your university confirms that route still works, since WES has tightened its direct-from-institution rule.

One more document rule catches master’s applicants. If you are evaluating an Indian master’s degree, WES also needs your bachelor’s documents, unless your master’s is one of Master of Education, Master of Engineering, Master of Philosophy, Master of Technology, Master of Nursing or Master of Pharmacy. Every other Indian master’s must come with the bachelor’s records in the same file.

What does a WES evaluation cost and how long does it take from India in 2026?

A Course-by-Course ICAP report, the one most grad applicants need, costs $239, and the realistic wait is a few weeks at WES plus however long your university takes to release transcripts. WES raised all evaluation prices by 3 percent on 1 January 2026, and there is no paid rush option, so the fees below are the current ones on the WES fees page as of 14 July 2026.

The timeline splits into stages WES controls and one it does not. WES states document review takes “typically 2 weeks (up to 4 weeks)” once your papers arrive, and a Course-by-Course evaluation then takes “up to 4 weeks,” per its current processing page, which warns these times “are approximate and may change.” The stage nobody can promise is your own university releasing transcripts, which is the biggest variable and depends entirely on its backlog.

Start at least three to four months before your first deadline, use the NSDC route, and upload your degree certificate the moment you have your reference number. One piece of good news, a WES report for US academic use does not expire, so once you have it you can order duplicates for future applications for years.

Is WES the only option, or can you use ECE or SpanTran?

WES is one of eighteen NACES members, so unless a university names it specifically, you can use another accredited evaluator. NACES itself does not evaluate anything, it certifies the agencies that do. The names Indian applicants meet most often are WES, ECE, SpanTran and Josef Silny, and they are not required to reach the same conclusion, so the same transcript can earn slightly different GPAs from different members.

The rule that matters is simple, read the program’s own requirement page before you order. Some universities accept “any NACES member,” which gives you full choice. Others name a short list. The University of Toledo’s graduate college, for example, accepts only ECE, SpanTran or WES, and offers a 10 percent ECE discount and a 20 percent SpanTran discount to its applicants. Send a WES report to a program that requires ECE only and your application is treated as incomplete. This matters most for an MS in the USA, where the evaluation is a hard requirement rather than a nice-to-have.

Why do Indian WES evaluations get delayed or rejected?

Most holds come from paperwork rather than from your degree itself, and nearly all are avoidable. WES lists the usual causes on its delayed-evaluation page, and the pattern for Indian applicants is consistent.

  • Envelope not sealed or stamped across the flap. An envelope that arrives open cannot be accepted, unless customs opened it and left a note.
  • An affiliated college sent the documents. Only the university that granted the degree can issue accepted transcripts, not a non-autonomous college.
  • Incomplete records. WES needs marks for every year or semester, so a single consolidated sheet when semester marksheets exist puts the file on hold.
  • Illegible scans or a missing reference number. Poor photocopies stall the review, and documents without your WES reference number cannot be matched to your account.
  • Institution not evaluated by WES. WES does not evaluate certain institutions and programs, so run yours through the WES Degree Equivalency tool before you pay.

Two failures are worth singling out because they surprise careful applicants. The first is the recipient office. When you add a university in the WES portal you have to choose the exact right office, and WES warns that applicants often pick “the international or admissions office instead of graduate admissions.” If your program uses a centralised application service, WES adds that “if your degree is not entered as an international credential in your CAS application, your evaluation won’t link to it and will appear as ‘Not Received’ or ‘Unmatched’.” The report shows as delivered on your side while the program never sees it. Email the graduate admissions office first and ask exactly which recipient to select.

The second is the clock. WES states that “180 days after the payment date, the file will become inactive, and a reactivation fee will be charged to reopen it.” If your university is slow to release transcripts, that window can close on you before your report is even ready.
