A Hungary student visa for an Indian applicant starts as an application for a residence permit for studies, not as a separate D visa application. A favourable decision includes the single-entry D visa needed for the first journey to Hungary. The first practical check is the Hungarian mission responsible for your address.

The National Directorate-General for Aliens Policing, or OIF, is Hungary’s immigration authority. A residence permit for studies is the permission that supports both study and residence in Hungary. Approval is only the middle of the route, with card collection, address reporting, extension, permitted work and graduate residence still governed by separate rules.

Is a Hungary student visa separate from the study residence permit?

No. A visa-required Indian student applies for the residence permit, and a favourable decision also approves the single-entry D visa used to enter Hungary and receive the permit. The D visa isn’t a second application or a permission that must later be converted.

OIF states that the D visa is valid for three months, allows one entry and permits a stay of no more than 30 days. If the student doesn’t enter Hungary and begin the authorised stay within three months of approval, the approved residence permit becomes invalid.

Submitting an application for a visa separately is not required.
OIF study residence factsheet

The decision, visa sticker and later card should be read as one connected process. The sticker’s short validity doesn’t shorten the approved residence period, but it does create a limited window for the first journey. The residence card then becomes the document used to show the continuing permission after arrival.

Where does an Indian student submit a Hungary study residence application?

The responsible Hungarian mission decides the route. Consular jurisdiction means the mission responsible for an applicant based on nationality or habitual residence, which is the country where the person normally lives. Within India, the current mission instructions also depend on district residence.

New Delhi currently asks applicants to request an Embassy appointment by email, lodge the file and biometrics at VFS Global, and attend an Embassy interview on the next working day. VFS Global is the application contractor and doesn’t decide the case. Mumbai currently directs study applicants to request an appointment and apply directly at the Consulate General with proof of residence in its district.

Which India submission route applies?Green marks a published route that matches the applicant’s jurisdiction. Amber means the jurisdiction still needs to be established. Red marks an unsafe assumption.
Your current jurisdiction evidence Published submission route First action
New Delhi jurisdiction VFS New Delhi lodging followed by the Embassy interview on the next working day Request the Embassy appointment by email
Mumbai consular district Direct application at the Consulate General with district-residence proof Request a study appointment from the Consulate
Current jurisdiction is uncertain or recently changed The mission responsible for the applicant’s current residence must be identified Establish jurisdiction before booking
The applicant assumes every Indian student uses VFS New Delhi The assumption conflicts with the published Mumbai route Do not book until the responsible mission is known

Current India submission routes checked on 13 August 2026

The national rule for applications outside Hungary normally points to the mission in the country of nationality or habitual residence. The mission’s live instructions then decide the operational route.

A permanent address in one district and temporary study or work residence in another can make the route less obvious. The useful evidence is the residence proof accepted by the responsible mission, not the VFS centre that happens to be closest. This is why an appointment should follow the jurisdiction check rather than precede it.

What is the complete India-to-Hungary residence sequence?

The sequence begins with admission and the correct India submission route, then continues through financial evidence, the residence decision, D visa entry, university card collection, address duties, extension, student work and a separate graduate application before the study permit expires.

Actions before departure happen in India, while card collection, address reporting, extension, work duties and graduate residence arise in Hungary. The order is not an approval or timing guarantee, and the current mission checklist still controls the individual file.

Step Authority and place What the student does What happens next Primary evidence
1 Hungarian university Secure eligible admission and keep tuition-payment evidence The study-purpose file can be built OIF study requirements
2 Applicant in India Build the identity, study and supporting records required by the current mission The mission file is ready for its financial proof Delhi study checklist

4B Mumbai Submit through the identified Mumbai mission route OIF can examine the filed application Mumbai mission route
5 OIF regional directorate Answer any deficiency request and await the merits decision Approval or refusal follows the assessment OIF decision periods
6 Hungarian mission Receive the single-entry D visa after approval The authorised first journey can begin OIF entry-visa rule
7 Hungary Enter within the D visa’s validity The student waits for the residence card D visa validity
8 University in Hungary Follow the university’s residence-card collection notice The continuing residence document is collected OIF card delivery

10 Enter Hungary and OIF File an extension within the published window and complete the personal step within 15 days OIF assesses continued study residence OIF extension process
11 Student, employer and NAV Keep work within the limits, ensure employer notification and obtain a tax code before pay Study-period employment remains documented Employer duty and tax timing
12 Graduate in Hungary Apply for the job-seeking or business-starting route at least 15 days before the study permit expires A separate post-study residence decision follows OIF graduate route

Which documents support a Hungary study residence application from India?

The file combines the OIF application and Appendix 9.13 with passport history, admission, language, tuition, financial, accommodation, healthcare and Police Clearance Certificate evidence required by the current India checklist. Appendix 9.13 is the OIF study-purpose supplement. A Police Clearance Certificate, or PCC, records the applicant’s police-clearance status for the submission.

The national forms and the mission checklist perform different jobs. The forms collect the residence application, while the mission checklist tells an applicant what supporting records to lodge on that route. The checklist should be reopened for the actual submission date and jurisdiction.

Evidence group Current document or record What it proves Exact primary source
Application identity OIF form, Appendix 9.13, current passport and requested old passports Identity, travel history and the requested study category OIF application form and Appendix 9.13
Study purpose Admission certificate or student-status record An eligible Hungarian university admission route OIF admission evidence
Language Language certificate, foreign-language diploma or other credible evidence Ability to follow the programme language OIF language routes
Tuition Proof of tuition payment The required university payment has been made OIF tuition evidence
Finance Applicant bank record, family support, income or another credible route Resources for the named living categories OIF means evidence
Accommodation University proof, lease or paid reservation for the Delhi route A real place to stay in Hungary Delhi checklist
Healthcare Comprehensive cover or evidence of capacity to pay healthcare costs The healthcare condition can be met OIF application form
Police record PCC The India checklist’s police-clearance requirement Delhi checklist

Consistency means using the university’s exact legal name, programme title and start date across the admission letter, forms and payment records. A medicine applicant should preserve the issued General Medicine admission evidence rather than substitute an informal course label. Where the current Delhi checklist requests old passports, the relevant travel history belongs with the identity records. Tuition receipts should sit with the payment they prove, while an updated document should replace the same evidence category without changing the account given elsewhere in the file.

How do funds, accommodation and health evidence work for Hungary study residence?

Hungary’s national study factsheet asks the applicant to prove resources for everyday living costs, accommodation, return or onward travel and healthcare, but it doesn’t publish one universal student bank-balance minimum. Everyday living costs mean ordinary expenses such as food, local travel and personal needs.

Requirement Primary evidence route India-file detail What the source does not establish
Everyday living costs Bank record, family support, regular income or another credible means The evidence should show usable funds for the stay One fixed amount for every student
Family support Notarised declaration plus evidence of the supporter’s capacity Six months of sponsor statements and relationship proof Automatic acceptance of a weak or unexplained deposit
Accommodation A real Hungarian address under the national study rule The Delhi list accepts university proof, a lease or a paid reservation That the national no-attachment wording overrides the local checklist
Healthcare Comprehensive insurance access or capacity to cover costs Travel insurance and comprehensive healthcare evidence appear separately That travel insurance alone always passes the test
Scholarship A scholarship certificate can be credible evidence Stipendium Hungaricum evidence should match the current award That every financial-evidence duty disappears

For a New Delhi application, the current mission checklist controls the accommodation record attached to the file. A Hungary living-cost budget can help explain the amount held, while other Hungary scholarship routes need their own current award evidence.

The evidence has to make the support usable, not merely large on one date. A family declaration gains meaning from the sponsor’s relationship, income or capacity and the account history requested by the mission. A recent unexplained credit may raise a different question from regular available funds. The official records don’t create one automatic rule for education loans or one fixed period of money beyond the checklist entries.

The amount therefore needs an explanation that fits the student’s real tuition, housing and travel arrangements. A scholarship certificate can support part of that explanation, while remaining costs still need credible coverage. If the accommodation is prepaid, the receipt supports that category but doesn’t prove that food, return travel and healthcare are funded. Each record should answer the cost category it is offered for.

What does a Hungary study residence application currently cost?

The official sources don’t currently display one matching checkout figure. OIF lists EUR 110 for issuing a residence permit and the entry visa used to receive it, while VFS India displays INR 11,740 as EUR 123 plus an INR 1,920 biometric service fee.

These amounts were checked on 13 August 2026. They are source-specific displays, not figures that can safely be added into one universal bill. The applicable route’s live payment instruction controls what is actually due.

Source and route Published amount What the amount is labelled for Required treatment
OIF application abroad EUR 110 Issuing the residence permit and its entry visa Treat as the national authority display
VFS India study display INR 11,740, displayed as EUR 123 Study visa fee Do not silently substitute it for the OIF figure
VFS India service display INR 1,920 Biometric service fee Do not assume it applies to Mumbai’s direct route
Delhi route payment Current amount confirmed at filing Card payment at VFS Use the live route instruction
OIF scholarship exemption Authority fee exemption where applicable Hungarian State Scholarship students, including Stipendium Hungaricum Do not promise that every contractor charge is waived

Current source-specific fee displays checked on 13 August 2026

The safest record is the current payment instruction issued for the route, followed by the receipt showing what was actually paid and why. This preserves the difference between an immigration authority charge and a contractor service charge. It also prevents the Delhi display from being repeated as though it were a published Mumbai amount.

A payment confirmation should name the application category, amount, currency, date and collecting body wherever the receipt provides those details. If the amount requested at filing differs from the saved official display, the student needs the route authority’s current explanation before paying rather than an improvised conversion. Keeping the instruction beside the receipt also makes a later query easier to answer without presenting a contractor charge as an immigration fee.

How long can a Hungary study residence decision take?

OIF publishes 15 days for procedural administration and a merits decision within 60 days, but time used to remedy deficiencies and other named procedural periods is excluded. Neither figure guarantees an end-to-end travel date.

Procedural administration is the authority’s published period for administrative handling. The merits decision is the substantive approval or refusal. A deficiency request is an official request for missing or additional evidence, and the time used to answer it can extend the elapsed wait.

Published period What it applies to What can sit outside it Safe conclusion
15 days Procedural administration Named excluded periods It isn’t an approval promise
Within 60 days Merits decision Named excluded periods It isn’t a guaranteed departure date
Time used to remedy a deficiency Providing missing or additional evidence Excluded from procedural administration A complete response should be returned promptly

The period for remedying deficiencies is not comprised in the time period for procedural administration.
OIF study residence factsheet

A student therefore shouldn’t fix non-refundable travel around the headline 15-day or 60-day period. The practical date depends on the complete file, any additional evidence request, the final decision and passport or visa handover.

A request for more evidence doesn’t by itself reveal the eventual result. It changes the student’s immediate task and can change elapsed time. The useful response is a complete, consistent answer submitted through the instructed channel. Travel becomes dependable only when approval and the entry document are actually available.

Students with a fixed university reporting date may need to keep the university informed if a decision is still pending. That communication can’t accelerate OIF or replace immigration approval, but it can clarify whether late registration, deferral or a revised arrival date is academically possible. The residence decision and the university’s enrolment response remain separate outcomes.

What happens to the D visa and residence card after approval?

The D visa permits the first entry after approval, while the residence card normally goes to the educational institution for collection. A visa-required student shouldn’t plan a trip out of Hungary before receiving the card if re-entry would be needed.

Document or notice What it allows Where it comes from Student action
Favourable residence decision Approves the entry visa Hungarian authority through the mission Follow the mission’s collection instruction
Single-entry D visa One entry and a stay of up to 30 days within three months Hungarian mission Use it for the authorised first arrival
Residence card Evidence of continuing residence Normally delivered to the educational institution Wait for the university’s collection notice
University collection email Confirms the handover time and place The student’s university Collect only after the stated notification

The re-entry risk is easy to miss because the D visa gets the student into Hungary once. ELTE’s official visa guidance warns that a visa-required student without the residence card won’t be able to re-enter Hungary. Collection instructions should come from the university or the issued decision.

A student arriving close to a holiday or planning an early trip should allow for this handover. A collection email can name a faculty office or another university point, and one university’s practice shouldn’t be assumed for every institution. Until the card is received, the single-entry label remains the important travel constraint.

When must a Hungary student report a new accommodation address?

A student must report a changed Hungarian accommodation through Enter Hungary within three days, then retain the electronic accommodation certificate. Enter Hungary is the official online platform used for specified residence applications and notifications. If the address declared in the embassy application hasn’t changed, the student-specific OIF page says it need not be reported again.

  1. Open the student accommodation-change service in Enter Hungary.
  2. Submit the current address change within three days.
  3. Download the new electronic certificate from storage.
  4. Retain the accommodation certificate with the residence records.

An accommodation certificate is the electronic record showing the reported Hungarian address. The general OIF notification rule supplies the three-day limit, while the student address process supplies the online route, electronic certificate and unchanged-address exception.

The certificate is more than a submission acknowledgement. It is the student’s retained record of the address reported to immigration. The unchanged-address exception applies only when the address already declared through the embassy process remains the same. A later move starts the three-day reporting duty.

When should a Hungary study residence permit be extended?

A standard study-permit extension is filed in Hungary through Enter Hungary no more than 90 days and no later than 30 days before expiry. OIF’s practical guide recommends starting 45 to 50 days before expiry, but that recommendation doesn’t replace the legal closing date.

Earliest standard filing date = permit expiry date minus 90 calendar days

Latest standard filing date = permit expiry date minus 30 calendar days

If a permit expires on 30 June 2028, the calculated standard window runs from 1 April 2028 to 31 May 2028. OIF’s practical 45-to-50-day range falls from 11 May to 16 May 2028. These are calendar calculations from the published rules, not dates issued for an individual permit.

Extension item Published rule Worked date What the student needs
Earliest standard filing 90 days before expiry 1 April 2028 A valid current permit and a current file
OIF practical range 45 to 50 days before expiry 11 to 16 May 2028 A complete file ready for submission
Latest standard filing 30 days before expiry 31 May 2028 The practical range doesn’t replace this closing rule
Personal completion Within 15 days after online submission Depends on the submission date Photograph, fingerprints and signature as required
Academic continuation Institutional statement on advancement Current at filing University evidence of progress
Institution change Extension application with new admission evidence Before the existing permit expires The new admission certificate

Uploading a document to storage doesn’t submit it. The University of Debrecen’s official guidance warns that stored documents aren’t available to the authority until the application is submitted. The personal photograph, fingerprints and signature must then be recorded within 15 days for the online application to be treated as received.

Continued study also matters. OIF may require the university’s statement on academic advancement, and a change of institution uses the extension route with new admission evidence. The same factsheet permits refusal or revocation where the qualification isn’t obtained within one and a half times the programme duration. ELTE’s passive-status guidance also warns that the residence basis ceases when student status becomes passive.

The expiry calculation and academic evidence solve different problems. Filing on time preserves access to the extension procedure, while current university records support the reason for continued residence. A transfer therefore needs both the calendar discipline of an extension and the new institution’s admission evidence. A same-university academic change should still be checked against the live OIF form before submission.

A reminder set before the 90-day opening date gives time to obtain the university statement and resolve missing records, but it doesn’t permit early filing. The actual submission still belongs inside the published window. Waiting for the 30-day closing point leaves little room for a portal problem or an incomplete university document, even though that date remains the legal outer limit.

How much can a Hungary study residence holder work?

A study-permit holder may work for at most 30 hours weekly during the study period and full-time for no more than 90 days in a year outside it. The employer, not the student, files the immigration start notice within five days.

The student’s hours limit, the employer’s immigration duty and tax registration are separate responsibilities. Hungary’s National Tax and Customs Administration, or NAV, issues the tax identification code, which is the Hungarian tax number required before employment income can be paid.

Work item Current rule Responsible person Required action
Work during the study period Maximum 30 hours weekly Student and employer Keep scheduled work within the limit
Full-time work outside the study period Maximum 90 days in a year Student and employer Track the full-time days used
Start notification Within five days of work beginning Employer Notify immigration
Residence record Copy kept throughout employment Employer Retain a copy of the valid permit
Tax identification Before the student receives income Student Request a tax code through the current T34 process

maximum thirty hours weekly during the study period
OIF study residence factsheet

The permit makes limited student employment possible, but it doesn’t guarantee a job or income. A pre-arrival budget should work without depending on wages that haven’t been offered.

Hours and days should be tracked against the academic calendar used by the university and employer. The 90-day rule concerns full-time work outside the study period, not an extra weekly allowance during teaching. Payroll also depends on the tax identification code, so the employment start and first payment may involve different administrative dates.

Can a graduate stay in Hungary to seek work or start a business?

Yes. An eligible graduate may apply in Hungary for a residence permit to seek a job or start a business, but the application must be filed through Enter Hungary at least 15 days before the study permit expires. The permit can last no more than nine months and can’t be extended.

Successful completion is required. The planned job or business must match the level of completed studies, and the file needs the purpose evidence described by OIF. The graduate permit supplies a limited search or preparation period. It isn’t itself an automatic employment permit.

Condition or limit Current requirement What it means for the graduate Exact primary source
Current status A valid study residence permit The application begins before the current basis ends OIF graduate factsheet
Completion Successfully completed studies Completed classes without successful completion aren’t proven sufficient OIF completion condition
Planned activity A job or business matching the completed study level Keep suitable purpose evidence OIF activity condition
Filing place Hungary through Enter Hungary The cited rule doesn’t provide an overseas filing route OIF filing channel
Deadline At least 15 days before study-permit expiry The final day is already too late OIF filing deadline
Purpose evidence Employment-service or qualifying business evidence described by OIF The planned route needs documentary support OIF purpose evidence
Validity Maximum nine months The search period is time-limited OIF validity rule
Extension Not permitted A later lawful basis must be secured separately OIF no-extension rule
Later route Separate conditions for a Hungarian Card, EU Blue Card or guest self-employment permit No Hungarian degree guarantees conversion OIF employment information dated July 2026

The 15-day filing rule is a closing requirement, not a recommended preparation period. Completion evidence, purpose evidence and a valid study permit need to exist together, which can make an earlier start sensible. Later employment routes can carry changing qualification and nationality conditions, and the nine-month permit can’t simply be renewed when one is unavailable. The broader study in Hungary decision should separate these residence periods.

Frequently asked questions

Is a Hungary student visa the same as a residence permit?

The familiar visa label refers to the study-residence process, but the two documents aren’t identical. An Indian applicant files for a residence permit for studies. A favourable decision also approves the single-entry D visa for the first journey, so no separate D visa application is required.

Can an Indian student apply after entering Hungary on a C visa?

No. A visa-required student staying in Hungary on a short-stay C visa can’t rely on leniency to submit the study-residence application inside Hungary. The OIF higher-education guidance tells institutions that this in-country route isn’t available, so the proper overseas application should be completed before travel.

Must the same Hungary address be reported again after arrival?

No. If the Hungarian address declared in the embassy application remains unchanged, the student-specific OIF process says it doesn’t need to be reported again. Any later accommodation change must still be submitted through Enter Hungary within three days, and the resulting electronic certificate should be retained.

How much bank balance is required for a Hungary student visa?

No reviewed official page states one universal bank-balance minimum for every student. OIF asks for credible evidence covering everyday living costs, accommodation, return or onward travel and healthcare. Bank records, family support, regular income or scholarship evidence may support the file, depending on the applicant’s circumstances.

Is IELTS compulsory for Hungary study residence?

No single immigration IELTS band appears in the reviewed OIF rule. The study factsheet allows a language certificate, a diploma completed in the relevant foreign language or other credible evidence of language ability. The university’s separate admission rules can still require a specific test or assessment.

Can a student leave Hungary before collecting the residence card?

A visa-required student shouldn’t assume re-entry is possible before collecting the card. OIF describes the D visa as single-entry, and ELTE warns that a student without the residence card won’t be able to re-enter Hungary. Travel should follow the issued documents and current university instruction.

What if biometrics are completed after the study permit expires?

Safety can’t be assumed. OIF says the personal photograph, fingerprints and signature are completed within 15 days after online submission, while its extension guidance warns that extension isn’t possible after expiry. Uploading files before expiry doesn’t make a late personal step automatically valid.

Can a student work full time in Hungary?

Only within the published outside-study allowance. OIF permits up to 30 hours weekly during study and full-time work for no more than 90 days yearly outside it. The employer must report the work start to immigration within five calendar days.

Is Hungary’s graduate job-seeking permit a work permit?

No. It is a non-extendable residence permit lasting no more than nine months for eligible graduates to seek suitable work or start a business. The graduate route has its own completion and filing conditions, while any later employment residence title has separate eligibility rules.
