How to Apply to Italian Universities: Universitaly, DoV & CIMEA

Applying to an Italian university from India runs in an order most families do not expect. You do not apply to the university, get an offer, and then chase a visa. You first pre-enrol on a government portal called Universitaly, your chosen university validates that pre-enrolment, and only then can you apply for the student visa. All of it has to be finished by a hard deadline, 30 November 2026 for the 2026/2027 year, the date the Italian missions set for the visa application.

The single thing Indian applicants get wrong sits inside that chain. Your Indian qualification has to be recognised before the visa can be issued, and there are two documents that can do it, a CIMEA Statement of Comparability or the older Dichiarazione di Valore, the Declaration of Value. Which one you need is decided by your university, not by you, and one of them takes about three months to produce. Start it late, or produce the wrong one, and you miss the intake even with a seat in hand.   1. Pick your university and course, and check the university’s own admission page for its course deadline, which is usually earlier than the visa deadline.
  2. Create a Universitaly account and submit the pre-enrolment application for that course.
  3. The university validates your pre-enrolment on Universitaly and tells you whether it needs a CIMEA statement or a Declaration of Value.
  4. Get that recognition document, and any translations, ready.
  5. Apply for the Type D student visa at the consulate through VFS, with your validated pre-enrolment and the recognition document, by 30 November 2026.
  6. Fly out, then complete your actual enrolment and the residence-permit steps after you land.

Two deadlines live in that list, and people confuse them. The course deadline is set by each university and published on its own site, and it comes first. The 30 November visa deadline is the outer limit for lodging the visa, confirmed in the missions’ 2026/2027 procedures. The pre-enrolment applications, the missions state, “are a prerequisite for the subsequent enrolment procedures” and “must be submitted through the Universitaly portal.” Miss the earlier course date and the later visa date does not help you.

What is Universitaly, and how do you pre-enrol step by step?

Universitaly is the Italian government portal where visa-bound international students register their intention to study and pre-enrol in a specific course. It is run for the Ministry of University and Research, and it is the same portal used to sign up for national admission tests. Pre-enrolment here is not your final enrolment. It is the step that lets the university confirm your place on the system so the consulate can see it.

The walkthrough is short, and it is free.

  1. Go to the Universitaly portal and create an account with your passport details.
  2. Open the pre-enrolment application, the domanda di pre-iscrizione, and select your country, the consulate you will apply through, your university and your exact course.
  3. Upload what the form asks for, usually your passport, your qualifications and a photo, and submit the application.
  4. Wait for your university to validate it. The chosen university validates the pre-enrolment through the Universitaly platform and confirms whether you must obtain a Declaration of Value.
  5. Download your Pre-Enrolment Summary once it is validated, and check it does not show the red NON IMMATRICOLATO status, which means not enrolled.

That downloaded summary matters at the visa counter. The Bengaluru consulate’s study-visa checklist asks for the “Pre-enrolment Summary downloaded from the official Universitaly portal, not showing the NON IMMATRICOLATO status in red.” If yours still shows red, your university has not validated you yet, and the visa desk will turn you back.

There is a quiet bonus in this step. A Type D student visa needs proof that you can follow the course language at B2 level, and the same consulate checklist says that requirement “can be proven by the Universitaly Pre-Enrolment Certificate.” So the certificate the portal issues can clear your language evidence at the same time, and you may not need a separate English or Italian test report at the visa stage. Confirm it against your own consulate’s list, because the accepted proofs vary.

CIMEA or Declaration of Value, which one does your university want?

Your university decides, and you must ask before you spend money on either. Both documents do the same core job, they tell the Italian system what your Indian degree or Class 12 qualification is worth, but they come from different bodies and take different amounts of time. The consulate checklist lists them as alternatives, asking for “one of the following documents (if required by the Italian Institution), a) Declaration of Value (DOV), b) copy of CIMEA Certificate.” The words “if required” and “one of” are the whole point. The institution tells you which, and sometimes neither is needed.

The Declaration of Value, the Dichiarazione di Valore, is the older route. It is a document issued by the Italian consulate in the country where you earned the qualification, describing its value in that country’s system. It does not by itself grant recognition or equivalence, it only describes. Because it is a consular service tied to your documents and their legalisation, timing depends on the mission handling it in India.

The CIMEA Statement of Comparability is the newer route most public universities now accept. CIMEA is Italy’s information centre on academic recognition, and its Statement of Comparability places your qualification against the Italian framework, stating the comparable Italian level. It is requested online rather than at a consulate, which many applicants find simpler, but for an Indian applicant it is a paid service and it is not instant.

The practical rule is simple. Confirm with your university’s international office, in writing, which document it wants for your specific qualification, and only then start that one. Universities increasingly prefer CIMEA, but some courses and some consular files still call for the Declaration of Value, so do not assume. A related document, the Diploma Supplement, is a European add-on that describes a degree’s content and level. Most Indian universities do not issue one, so it rarely applies to you, and it never replaces the CIMEA statement or the Declaration of Value.

How much does a CIMEA Statement of Comparability cost, and how long does it take?

Budget about three months for the ordinary CIMEA route, because it takes 60 working days and the clock only starts once you have paid and uploaded every document. For an Indian applicant the Statement of Comparability is a paid service, and the base fee depends on your qualification, so you see the exact amount inside CIMEA’s own tool before you pay. What is fixed is the timing and the way it is counted.

Sixty working days is roughly three calendar months once weekends and Italian public holidays are removed. The urgent option halves the wait for an extra 100 euros, but even 30 working days is about six weeks, so neither is a last-minute fix. The detail that decides your timeline is the start point. The count begins only “from the delivery of all required documentation and payment,” so an incomplete upload or an unpaid request means the clock has not started at all.

The clean move is to begin the CIMEA request the day your final marksheet or degree certificate is in your hands, not after you have a seat. If you wait for an admission result in the autumn and only then order a 60-working-day document, you cannot make the 30 November visa deadline. Order early, and the recognition is sitting ready when your validated pre-enrolment comes through.

Where does the TOLC fit, and do you need it?

The TOLC is a course-admission test for many non-medicine bachelor’s courses, and it is a completely separate thing from the Universitaly pre-enrolment and the recognition documents. The TOLC, the Test OnLine CISIA, is run by a university consortium called CISIA and is used to check whether you have the knowledge a degree needs. Pre-enrolment and CIMEA answer “can you enrol and get a visa.” The TOLC answers a different question, “does this course admit you.” Applicants often blur the two, then miss a test date because they thought Universitaly was the whole application.

Whether you need one depends entirely on your course. Engineering, economics, science and several other fields ask for a matching TOLC, while many programmes do not require it at all. The main types map to broad subject areas.

One thing it is never used for is medicine, dentistry and the other English-taught single-cycle health degrees, which are entered through the IMAT rather than a TOLC. What is the codice fiscale, and when do you get it?

The codice fiscale is your Italian tax identification number, a 16-character code that identifies you to public offices, and you usually receive it only after you arrive in Italy. The Agenzia delle Entrate, the Italian revenue agency, describes it as the identifier for foreign citizens in their dealings with Italian authorities. It is issued free of charge. Anyone asking you to pay an agent for a codice fiscale is charging you for something the state gives for nothing.

For a student, it is usually attributed as part of another step rather than requested on its own. When you apply for your residence permit, the police headquarters can assign the code, and it can also be issued at a single immigration desk or at any revenue-agency office on the Modello AA4/8 form.
