Top & Public Universities in Italy for Indian Students (2026)

Most lists of universities in Italy rank them and stop there, which leaves out the one thing that decides what an Indian family actually pays. Italy’s best-known universities are mostly public, and a public Italian university does not charge one fixed fee. It charges according to your family’s income. The famous private names, Bocconi and Humanitas among them, do the opposite and charge a flat high fee to everyone.

So the usual trade-off, where a better university costs more, does not hold in Italy. The University of Bologna sits highest of any Italian university in the Times Higher Education World University Rankings 2026, and a low-income Indian family enrolling there can pay about 157 euros for the year. A private medical university in Milan will charge that same family more than 23,000 euros.

This page profiles the major Italian universities on both sides of that split, with what each really costs, whether it teaches in English, and where Italy is genuinely world-class rather than merely well ranked, which is design, engineering and medicine.

How many kinds of university does Italy have, and how are they split?

Italy runs three separate types of higher-education institution, and knowing which one you are applying to matters more than any ranking. Getting this wrong is how students end up with a qualification India will not recognise.

  • State universities. Publicly funded, income-scaled fees, and the group that contains almost every highly ranked Italian name. Bologna, Sapienza, Padua, Politecnico di Milano and Politecnico di Torino are all state universities.
  • Non-state universities. Legally recognised private universities that award full Italian degrees but set their own fixed fees. Bocconi, LUISS, Cattolica, Humanitas and Vita-Salute San Raffaele sit here.
  • AFAM institutions. The separate state system for art, music and design, short for Alta Formazione Artistica, Musicale e Coreutica. An AFAM academy awards an academic diploma that is legally equal to a university degree, and this is the sector most Italian fashion and design schools belong to.

Degree lengths are the same across the university sector. A Laurea is a three-year bachelor worth 180 credits, a Laurea Magistrale is a two-year master worth 120, and medicine is a single six-year degree worth 360. Italian credits are called CFU and one CFU equals one ECTS credit, with 60 credits making up a full year. Your Indian 10+2 satisfies Italy’s rule that a school qualification must follow at least twelve years of schooling.

English-taught degrees exist across all three types, but they are concentrated at master’s level and at the technical universities. At bachelor level the English-taught choice is narrower, and outside the big cities many courses still run only in Italian.

Why does the same public university cost one Indian family far less than another?

Because Italian public universities set the main part of their tuition from a measure of family wealth called the ISEE, not from a price list. Two Indian students on the same course, in the same year, can pay very different amounts, and the gap runs to thousands of euros.

The ISEE is Italy’s official measure of a household’s economic position, combining income and assets. A family whose income and property are in India cannot file a standard ISEE, so it files an ISEE parificato, an equivalent worked out from your Indian income and property documents through an authorised Italian tax-assistance centre, as Politecnico di Milano sets out for students with income abroad.

Below a threshold that each university sets, the income-based part of the fee falls away entirely and you pay only a small fixed amount. Two real examples show the range.

  • At the University of Bologna in 2026/27, an ISEE at or below 27,000 euros means full exemption from the variable part, so you pay 157.04 euros for the year. Between 27,000 and 60,000 euros you pay part of it.
  • At Politecnico di Milano in 2026/27, an ISEE at or below 22,000 euros also means 157.04 euros for the year, while the maximum any student pays is 3,943.04 euros.

The single most expensive mistake is not filing the ISEE parificato at all. A student who skips it is not treated as low income by default. The university has no figure for the family, so it charges the top band for the whole year. That turns a 157-euro year into a 3,943-euro year at Politecnico di Milano through paperwork alone.

Two universities go further and price non-EU students by country. Politecnico di Torino scales the yearly fee for non-EU students living abroad to the economic strength of the student’s own country, with a floor of 600 euros a year. Because that calculation uses national income per head, an Indian passport lands near the bottom of the scale, which works in your favour.

Note: file the ISEE parificato before the university’s own deadline, usually in the autumn term. It cannot be applied backwards once the year is billed.

Which are the top public universities in Italy for international students?

Bologna leads, followed by Sapienza in Rome, with the two technical universities in Milan and Turin leading their fields. Bologna carries a second claim worth knowing. It describes itself as the oldest university in the Western world, conventionally dated to 1088, which is a real reputational asset when you take the degree back to an Indian employer.

Treat the ranking column as a rough sorting tool rather than a verdict. A university outside the top 200 overall can still be among the best in the world in your actual subject, which is exactly what happens with the two Politecnicos in engineering and design.

Italy’s private universities charge a flat annual fee that does not move with your family income, and most of them concentrate on either business or medicine. You are paying for a specialised school, smaller cohorts and strong placement rather than for a broad research university.

Humanitas is worth pausing on, because it makes the public and private logic visible in one fee table. EU students there are charged on an income scale running from 10,206 to 23,206 euros. Non-EU students, including every Indian applicant, pay the top figure of 23,206 euros flat with no income assessment at all. The income scaling that saves you money at a public university is the very thing a private university withholds from you.

Bocconi is the name most Indian students recognise, and it is genuinely strong, though not in the way overall league tables measure. Bocconi does not appear in the overall world rankings at all because it is a specialised social-sciences institution, yet it places 10th in the world for business and management in the QS subject tables for 2026. LUISS is ranked 23rd in the world for politics and international studies, first among Italian universities in that field.

Which fashion and design universities in Italy award a qualification India will recognise?

Check whether the specific course is state-accredited before you pay anything, because Italy’s best-known fashion schools run recognised and unrecognised courses side by side under the same brand name. This is the costliest thing to get wrong in Italian design education, and almost no list of fashion design universities in Italy mentions it.

A qualification counts as a real degree back in India only if it comes from a university or from an AFAM-accredited academy. A private diploma issued by a school outside that system is a certificate from a company, whatever the brand is worth in the industry. Several schools award both.

The cleanest option is also the cheapest. Politecnico di Milano is a public university, so its design school is priced on the same ISEE scale as its engineering courses. You can study at a school ranked seventh in the world for design and pay a public fee, while a private academy nearby charges a fixed five-figure sum for a diploma that may not be state recognised.

When you write to a school, ask one precise question. Ask whether your specific course awards a diploma accademico recognised by the Ministry of University and Research, and ask for that in writing. A prospectus that only says “accredited” or “internationally recognised” has not answered it.

Which engineering universities in Italy teach in English?

The two Politecnicos dominate, and both teach engineering master’s programmes almost entirely in English. Politecnico di Milano entered the global top 100 for the first time at 98th in the QS World University Rankings, and stands 20th in the world in the engineering and technology subject area.

Politecnico di Torino sits 53rd in the world for engineering and technology in the QS subject rankings for 2026, and 30th for mechanical, aeronautical and manufacturing engineering. It is also the one that scales non-EU fees to your home country’s economy, so an Indian applicant often finds Turin cheaper than Milan for a comparable degree.

Bologna, Padua, Pisa and Naples Federico II all run English-taught engineering master’s programmes too, at public fees, and are worth a look when you want a large research university rather than a technical one. Course lists change every year, so check the current English-taught catalogue on each university’s own site rather than trusting a ranking table.

Which medical universities in Italy teach in English?

Around sixteen public universities teach the six-year Medicine and Surgery degree entirely in English, from Pavia and Milan in the north to Bari and Messina in the south. There is no MBBS in Italy. The degree Indian students mean by that is a single six-year qualification worth 360 credits, and it leads directly to a licence to practise.

Entry to every one of those public courses runs through a single national test, the IMAT, which is set for 30 September 2026 for the next intake. The private medical schools in the table above, Humanitas, San Raffaele, Campus Bio-Medico, UniCamillus and Cattolica’s Gemelli school, each run their own separate entrance test instead, so an IMAT score does not admit you to them.

How should you actually build your Italy university shortlist?

Work in the order that eliminates options fastest, which means starting with language and legal status rather than with rankings. A ranking tells you nothing if the course is taught in Italian or awards a diploma India will not recognise.

  1. Confirm the course is taught in English on the university’s own course page, not on a listing site. English availability varies by course, not by university.
  2. Check the institution type. A state university or an AFAM-accredited academy awards a recognised degree. A private diploma does not.
  3. Work out your real fee. At a public university, find the ISEE threshold below which the variable fee disappears, then plan to file the ISEE parificato early.
  4. Add the regional grant. Each region runs a right-to-study grant open to international students that can waive tuition and pay a living stipend on top.
  5. Check the admission test. Medicine needs the IMAT. Many engineering, economics and science bachelor courses need a TOLC, which you can sit from India.
  6. Work backwards from the deadlines, since pre-enrolment and the visa run to fixed dates and the recognition paperwork takes months.

Money is where most families stop too early. A low ISEE at a public university and a regional grant stack together, so the tuition falls to roughly 157 euros while the grant pays out thousands, covering housing and meals.
