Scholarships to Study in Italy: DSU, ISEE & Government Funding

The word scholarship sends most Indian families hunting for a named award to win. In Italy the biggest money is not an award you compete for. It is the way a public university sets tuition by your family’s income, plus a regional grant that can cover fees, meals, housing and a cash stipend. Together they are what makes the phrase study in Italy for free a real, specific thing rather than a slogan.

The one document behind all of it is the ISEE parificato, the income certificate an Indian family files so an Italian public university can place you in the correct, lower tuition band. File it, and a modest family income can drop your tuition to about 157 euros for the year, roughly 14,000 rupees. Skip it, and the same university bills you its maximum, often close to 4,000 euros, no matter how low your real income is. How does studying in Italy for free actually work?

Three separate systems fund an Indian student in Italy, and the two that matter most are income-based. The order matters, because the named scholarships most people picture are only the third and smallest of them.

1. Income-scaled tuition. Public universities charge by your family’s economic band, measured through the ISEE, not a fixed price. A low band can mean you pay only the small regional tax and stamp duty, around 157 euros a year.
2. The DSU regional right-to-study grant. Each Italian region runs a diritto allo studio agency, EDISU Piemonte in Turin, DiSCo (the old LAZIODISU) in Rome, ER-GO in Emilia-Romagna. A grant here can add a fee waiver, a regional-tax refund, free or cheap canteen meals, a hostel bed and a cash stipend worth several thousand euros.
3. Named competitive scholarships. The MAECI Italian Government Scholarship and Invest Your Talent in Italy each pay a fixed grant to a small, selected group of master’s students.

Layers one and two are entitlements a family qualifies for by income, and many Indian families clear the thresholds without realising it. Layer three is competitive and narrow. No Italian public university is literally free for everyone, so free universities in italy is a loose phrase. What is true and provable is that a low ISEE band stacked with a DSU grant gets a real student close to zero net cost, which is where the rest of this page goes.

What is the ISEE, and why must an Indian family file an ISEE parificato?

The ISEE is Italy’s official measure of a family’s economic situation, and a public university uses it to decide which tuition band you fall into. It stands for the Indicator of the Equivalent Economic Situation, and it is normally issued by INPS for people with income and assets in Italy. Your family has neither, so you cannot get the ordinary ISEE.

Instead you file an ISEE parificato, sometimes written ISEEU parificato, the version built from foreign income. Politecnico di Milano describes it plainly as a document requested through a CAF, a tax-assistance centre, which then sends it to the university. You hand the CAF your family’s income and asset papers, and it produces the certificate. The catch is that every foreign document has to be issued by the competent authority in India, legalised by the Italian mission or apostilled, and translated into Italian. That takes weeks, and a plain self-declaration is never accepted.

Here is why the certificate decides your fees. Italy sets a no-tax area, an ISEE ceiling below which the variable part of tuition is zero. The national floor is 22,000 euros, and some universities lift it higher, Bologna to 27,000 euros, at or below which you pay only 157.04 euros for the year. At Politecnico di Milano the same 157.04 euros applies for an ISEE up to 22,000 euros, rising to a maximum of 3,943.04 euros once your ISEE goes above 30,000.

There is a costly default here. If you never file the ISEE, the university does not assume you are poor. It assumes you are rich and bills you the top band. Bologna states it without softening, “If you do not submit it or you are not entitled to an exemption, you pay the full amount.” The foreign-income deadline is real too, generally in the autumn, at Bologna 30 October 2026, with a short late window and a 100-euro penalty. Miss it and you pay the maximum for the whole year, whatever your family actually earns.

How does an Indian family’s income map to an Italian tuition bracket?

Your ISEE is close to your family’s yearly income plus a slice of its savings and property, adjusted down for household size, and that single number drops you into a fee band. You do not calculate the official figure yourself, the CAF does that, but you can estimate which end of the scale you land on before you spend a rupee. Use this rough shape.

Estimated ISEE = (family’s yearly income + about a fifth of family savings and property) ÷ a household-size factor

Take a realistic case, converting at roughly one euro to 90 rupees in mid-2026.

1. Two working parents, combined gross income about 12,00,000 rupees a year, which is close to 13,300 euros.
2. Family savings and a flat worth, say, 40,00,000 rupees, about 44,000 euros. A fifth of that adds roughly 8,800 euros.
3. Before the household-size adjustment that already totals about 22,100 euros, and dividing by the factor for a family of four pulls it well under 22,000.

That family lands in the no-tax area. At Politecnico di Milano they pay the 157.04-euro fixed charge for the year, near 14,000 rupees, rather than the 3,943.04-euro maximum, near 3.5 lakh. Note: the numbers here are illustrative, and the CAF issues the binding ISEE from your real documents. The direction is what matters. A middle-income Indian family often sits below the ceiling, so the high tuition you expected may not apply, as long as you file the certificate.

What is the DSU regional grant, and how does it make a degree near-free?

The DSU grant is a regional cash-and-benefits package for students from lower-income families, and winning one is what turns cheap tuition into genuinely free study. DSU stands for diritto allo studio universitario, the right to university study, and it is run by a separate agency in each region rather than by the university. A single grant bundles a regional-tax refund, a tuition exemption, free or subsidised canteen meals, a chance at a hostel bed, and a cash stipend that scales with how far from home you live.

Three regions show the range for Indian students at their big university cities. The grant is largest for a fuori sede student, one who has moved away from the family home to study, which every student flying in from India is.

Two things in that table are worth pausing on. First, the ISEE ceiling is not one national number, whatever the aggregator sites say. DiSCo Lazio sets it at 28,339.88 euros, EDISU Piemonte at 26,306.25, ER-GO at 25,000, each fixed in its own bando. Where you study can decide whether the same family income qualifies. Second, the grant is an income entitlement rather than a competition, so a family that clears the ceiling and the modest credit rule, usually about 20 exam credits in the first year, has a right to it. Both EDISU Piemonte and DiSCo Lazio also refund the roughly 140-euro regional tax on top.

Foreign income is documented the same way as for tuition, through the ISEE parificato, using legalised and translated Indian income and asset papers, with self-declarations refused. One quiet advantage for non-EU applicants, EDISU Piemonte reserves 15 per cent of its grants and beds for first-year students from outside the EU, so you are not competing against the whole intake.

Who is the MAECI Italian Government Scholarship for, and what does it pay?

The MAECI scholarship is Italy’s national government grant for foreign students, and for 2026-27 it pays a total of 10,800 euros for a nine-month course, not the older 900-euro monthly figure some pages still quote. The Italian Foreign Ministry, the Farnesina, confirms the recipient receives 10,800 euros in three instalments, paid into an Italian account. A shorter three-month Italian-language track pays 3,600 euros.

India is an eligible country, confirmed by the Italian Cultural Institute in New Delhi publishing the call, and selection is by citizenship. It funds a master’s degree, an AFAM arts or music course, a PhD or a supervised research project, with age caps at the deadline of 28 for a master’s, 30 for a PhD and 40 for research. You need Italian or English at B2 level, and applicants from countries where English is official, India included, may self-declare their English.

Two limits matter for your budget. The grant includes collective health insurance for illness and accident, but the tuition exemption is not guaranteed, it is left to each university, and the regional tax is due in any case. The 2026-27 applications closed on 26 March 2026 through the Study in Italy portal, so a student reading this now is aiming at the next call, which usually opens around February. Treat the terms above as the shape of what returns each year.

What is Invest Your Talent in Italy, and is India eligible?

Invest Your Talent in Italy is a government scholarship that pairs an English-taught master’s with Italian-language study and a company internship, and yes, India is squarely eligible, with a track built for it. Run by the Foreign Ministry with the Italian Trade Agency and Uni-Italia, its 2026-27 edition offers Indian students a dedicated Design and Architecture scholarship track alongside the general one.

The money is stronger than the MAECI grant on tuition. A winner gets 1,200 euros a month for nine months, 10,800 euros in all, plus a full tuition waiver beyond the small regional tax and stamp. The fields are Engineering and advanced technologies, Architecture and design, and Economics and management, taught in English across 24 named universities including Politecnico di Milano, Padova and Bologna. The one condition to plan for is a mandatory internship of about three months at an Italian company, and it is unpaid, so it is professional experience rather than extra income.

To apply you must be born on or after 1 January 2000, hold a bachelor’s degree suitable for a master’s, and have English at B2. The 2026-27 window closed on 11 May 2026, so, as with MAECI, note the terms and watch for the next edition rather than the passed date.

How do the funding routes compare, and how does each affect your visa proof of funds?

The four routes differ in what they pay, who they suit and, crucially, whether you can use them at the visa counter. This is the honest side-by-side, all figures for the 2026-27 cycle.

The visa column deserves a closer look. An Italian student visa needs proof you can support yourself, at the Bengaluru consulate no less than 6,079.45 euros for a year, and the accepted proofs vary by consulate. The two named scholarships help here because their award letters are issued months before you fly, so the confirmed grant is documentary income you can show. The DSU grant is the largest money on the table, yet its rankings are published after you enrol in the autumn, so you usually do not hold the result when you lodge the visa and cannot lean on it. Plan your visa funds as if the DSU grant is not there, then treat it as relief once you arrive.
