EMGS Malaysia: Student Pass Steps for Indian Students

For an Indian student, the EMGS Malaysia process is manageable only when its 5 main documents are treated as separate approvals. A university offer starts the application, but you still need an electronic Visa Approval Letter, an Indian Single Entry Visa, an arrival medical and the final Student Pass endorsement. Before paying for travel, check that your passport, photo, academic records and English evidence are complete, then wait for both the eVAL and SEV.

The most avoidable delay happens before Malaysian Immigration makes its decision. EMGS gives a 14 working day charter for a complete application, but it isn’t for a file waiting on corrected documents or for the whole journey from admission to iKad. The Malaysia Student Pass owner timeline shows who holds the file, what approval exists at each stage and what has to happen next.

What are EMGS, eVAL, SEV, Student Pass and iKad?

They are five different parts of the study permission process, and none can be used as a substitute for another. Education Malaysia Global Services, or EMGS, checks academic and application documents and coordinates parts of the process with the institution and Immigration. Malaysian Immigration makes the immigration decision.

The Education Malaysia FAQ states that the eVAL is valid for six months from issue. That validity period is not a reason to delay the Indian SEV or travel plan. Your eVAL, SEV and passport details must describe the same person and course.

A student may only enter Malaysia after receiving the eVAL.

What is the complete Malaysia Student Pass sequence for an Indian?

The complete route has 11 stages from an accepted offer to the iKad, with the student, institution, EMGS and Immigration acting at different points. A new higher-education applicant must be outside Malaysia when the application is submitted. The table lets you locate the current owner of the file and the document you should wait for before acting.

The Malaysian Immigration Student Pass page places the outside-Malaysia requirement at submission. Visitor entry arrangements cannot be used to turn an in-country stay into the normal new Student Pass application route.

The exact Malaysian university and campus still matter because the institution prepares and supports several stages. A branch campus or a Sarawak institution may use different documents, medical arrangements and fee lines from a Peninsular Malaysia university.

The wider study in Malaysia decision connects this immigration file to programme recognition and the full family budget. Those choices need to be settled before a non-refundable deposit because the offer, EMGS record and eVAL all identify the approved institution and course.

The institution isn’t merely forwarding a form. It matches your admission record with the immigration file, answers EMGS requests made through the institutional account and later submits the physical passport for endorsement. That is why a student can see no new public status while the institution still has a correction to make. The exact request text and the date of the institution’s response show where a stopped file sits.

A simple evidence log is useful from the accepted offer onwards. It can record the application number, payment receipt, passport used, date of every upload, status wording, correction response, eVAL issue date and SEV approval. The record separates an official processing period from days lost before a complete file was available. It also prevents an old passport scan or superseded offer from being sent again during a correction.

Which documents prevent delays in a Malaysia Student Pass application?

A clean passport file, compliant photo, matching offer, health declaration, complete academics and accepted English evidence prevent the most common correction loops. The official pages disagree on one photo dimension and differ on which passport pages they ask for. The safe response is to keep a complete passport scan, use the live photo checker and follow the institution’s current upload instruction.

The EMGS required-documents page asks for at least 18 months of passport validity for a new application. It also recommends validity extending 12 months beyond the course where a one-off pass is sought. Eighteen months can therefore meet the minimum and still be a poor choice for a long programme.

Passport page instructions need the same care. EMGS doesn’t place India on its current list of nationalities that must upload every page, but the Immigration higher-education checklist separately asks for all pages including the cover. A full, clear scan is therefore useful even if the first upload asks for fewer pages. The saved scan should remain in page order and include the observation page, visa pages and any page carrying an endorsement.

EMGS’s required-document page gives a 35 mm by 45 mm photo, while its dedicated passport-photo page gives 35 mm by 50 mm and adds a white background, no glasses, no editing and no selfie. Neither dimension should be selected from an article as if the conflict were settled. The live EMGS photo tool and the upload specification used for your file should control the submitted image.

The warning does not mean every Indian student needs the same English test. It means the accepted certificate or exemption evidence should be settled for the exact programme before the visa file is submitted. The master’s admission requirements in Malaysia show why English routes remain programme-specific.

The Health Declaration Form is completed before the in-country examination and should agree with the medical history you later provide at the clinic. A missing condition does not become harmless because the document check accepted the form. Use the current form, answer it accurately and carry records relevant to any declared condition or ongoing medicine. The panel clinic, not an article, decides what supporting medical evidence is needed.

The personal bond is also easy to misread. The institution signs it and normally asks the student to lodge the country amount, which is RM750 for India in the current EMGS table. The money is refundable after completion or withdrawal only when immigration rules have not been breached. Treat it as cash that remains unavailable during study rather than as a consumed visa charge.

Sarawak applications need a separate checklist. EMGS lists additional institution letters and, where applicable, a pre-VAL medical report. The current fee schedule also separates Sarawak and does not list an iKad there. A student going to a Sarawak campus should not use a Kuala Lumpur application invoice as the expected amount or assume the same medical sequence applies unchanged.

No, 14 working days is EMGS’s client charter for a complete application, not a promise for the whole Student Pass route. University handling, correction requests, the Immigration decision, Indian SEV processing, travel, the arrival medical, passport endorsement and iKad delivery all add separate time.

The controllable part begins before submission. A passport renewal, consistent name, accepted English record and checked photo can remove a correction cycle. They cannot guarantee approval, but they can stop the 14 working day statement from becoming irrelevant to an incomplete file.

The application calendar works best when built backwards from the institution’s last workable arrival date, not only from the first class. It needs time for the university to prepare the file, for a correction round, for the Indian SEV and for travel after both approvals. The eVAL’s six-month validity gives a legal outer period, but using most of it can leave no sensible room for the intake, accommodation booking or the seven-working-day medical after arrival.

A tracker pause also does not identify a standard number of lost days. A correction answered on the same day and a passport renewal taking weeks both sit outside the clean 14 working day message. The evidence log should show the last actor and last submission date. That is more useful than converting a tracker percentage into a predicted arrival date.

How much does the EMGS and Student Pass process cost?

A representative new Peninsular Malaysia application costs RM2,898 in consumed charges, then RM750 for the refundable India personal bond, using the official fee schedule opened on 12 August 2026. The resulting RM3,648 is an illustration for a course over six and up to 12 months. It is not the complete university invoice or the full cost of travelling from India.

The latest opened EMGS schedule is version 1.8, updated 23 June 2026. Its displayed figures exclude service tax, and the schedule applies 8% service tax to EMGS processing and eVAL processing. The illustration uses the lowest listed 12-month insurance premium, not the plan with the lowest likely medical spending.

For example, a family receiving an invoice of RM4,000 should not assume the university has overcharged merely because the derived official figure is RM3,648. The extra RM352 may be an institution administration charge or another named service, but each additional line should be identified. EMGS explains that universities can impose their own internal charges, which are not EMGS fees, in its fee transparency notice.

Insurance should be compared by cover and deductible as well as premium. The current annual list for ages 16 to 70 ranges from RM498 to RM644 across 6 plans. Etiqa Plan 2 costs RM498 and carries RM50 outpatient and RM200 inpatient deductibles, while Great Eastern Regular costs RM547 with the deductible waived. Paying RM49 more may reduce what you pay when using covered treatment, even though the maximum per disability remains RM30,000 in both examples.

The statutory RM50 India visa rate isn’t the same as the total payable on the Indian eVISA platform. The Malaysian mission in New Delhi published a July 2026 revision notice, but the amount was held in an image that could not be read reliably during research. This page therefore leaves the live portal and payment charge outside the arithmetic instead of repeating an older amount.

The consumed subtotal also excludes tuition and every university-specific charge. Before payment, split the invoice into EMGS processing, third-party items collected by EMGS, Immigration charges, refundable bond and institution charges. The categories explain why the official schedule and the university invoice can both be correct while showing different totals.

The complete cost of studying and living in Malaysia needs tuition, deposits, accommodation, travel and day-to-day spending in addition to this immigration stack. Sarawak needs its own calculation because the schedule uses separate tables and does not list an iKad for Sarawak applications.

What must you complete after arriving in Malaysia?

You must report as instructed, complete the approved medical within seven working days and hand over your passport for endorsement after medical clearance. The medical deadline affects the immigration sequence because EMGS says it cannot begin endorsement support without the screening.

  1. Submit the Malaysia Digital Arrival Card within the current official arrival window through the Malaysian Immigration MDAC portal.
  2. Carry the original passport, downloaded eVAL, approved Indian SEV, offer and the university’s arrival instructions.
  3. Report to the institution or arrival representative as instructed.
  4. Use the live EMGS panel-clinic directory, unless an eligible public university directs you to its in-house clinic.
  5. Complete the examination within seven working days of arrival.
  6. If the result fails, appeal at the same panel clinic within three working days of notification under the current health-examination form.
  7. After a passed result, surrender the passport when the institution requests it for endorsement and avoid overseas travel until it is returned.
  8. Collect the passport and iKad, then check the name, passport number, institution, programme and pass expiry.

EMGS will not be able to initiate the process of student pass endorsement if the student does not undergo the in-country medical screening.

The medical date is therefore part of pre-arrival planning. A student who lands immediately before a long public holiday still has the same seven-working-day requirement and needs an available approved clinic. The iKad comes after endorsement in Peninsular Malaysia and remains an identity card, not a replacement for the passport.

There will normally be a period without your passport after medical clearance. The university submits the physical passport and supporting file for endorsement, so an overseas journey cannot be treated as available during that holding period. Universiti Malaya’s international-student instructions expressly warn students not to plan travel during passport endorsement. A later travel commitment is safe only after the passport is returned and the endorsed pass details are checked.

A failed medical result has its own short timetable. The current health-examination form allows only three working days from notification for the official appeal. Waiting for a university office to reopen after that period can remove the available response. The clinic receipt and contact details should be retained, and the institution should know the result immediately.

What should you do when the EMGS tracker status changes?

Act on the exact status text and identify whether the student, institution, EMGS or Immigration holds the next action. EMGS does not publish a complete dependable percentage-by-percentage glossary, so a percentage should not be treated as a guaranteed time scale or approval probability.

Screenshots of the status wording and each correction submission date create a useful record. A vague message that the file is still processing cannot show whether EMGS is assessing it or waiting for the institution. The public EMGS application tracker is useful for monitoring, while the institution remains responsible for actions tied to its account.

A closed or inactive status is not solved by sending money without identifying the official route. EMGS publishes conditions for reopening some inactive files, and top-up fees may apply. In other cases a fresh application is needed. The institution should first match the exact status and reason to the current reopening notice, then tell you which old documents remain usable and which need replacement.

What decides whether a Malaysia Student Pass is renewed?

Renewal depends on timely institution support, a valid passport and pass, recognised insurance, academic progress and attendance. It isn’t an automatic yearly payment. EMGS publishes a CGPA floor of 2.0 and an overall attendance floor of 80%, with an explanation letter required when either measure is missed.

A student cannot repair a full semester’s attendance three months before expiry. Maintain the records during study, then start the formal file early. If CGPA or attendance is below the stated floor, the institution’s explanation is supporting evidence, not a guarantee that Immigration will renew the pass.

A standard Peninsular renewal up to 12 months comes to an illustrative RM888 using RM250 processing, 8% tax on that processing fee, RM498 insurance, RM60 Student Pass charge, RM50 India visa rate and RM10 courier. Medical and eVAL charges do not apply to a standard renewal in the current schedule. Another insurance choice, institution charge, iKad replacement or special pass can change the invoice.

Course variation and progression can change the medical requirement. Standard renewal does not require another in-country screening, but EMGS says a variation or progression application needs one when the last screening was more than 90 days earlier. A student changing course or moving to the next study level should therefore ask which application type the institution is filing rather than assuming that every continuation is a normal renewal.

The pass expiry belongs in the student’s own calendar even when the university manages the submission. Start the conversation up to three months early and check the passport, academic result, attendance report, insurance end date and any unpaid institutional requirement together. A late reminder cannot undo overstay or special-pass consequences after expiry.

Can you bring dependants or work on a Malaysia Student Pass?

Only eligible master’s and PhD Student Pass holders at public or private higher-education institutions may be considered for dependants under the current Immigration rule, while student work is limited and needs prior approval. No local work or business activity is permitted for a dependant.

Eligible dependant categories include a spouse, a child under 18, a medically certified disabled child without an age limit, biological parents and parents-in-law. Each dependant needs a separate passport and immigration file, recognised insurance, relationship evidence, bond and charges. A family member is a second immigration budget, not a free addition to the student’s pass.

The current schedule lists RM250 processing and an RM90 dependant-pass sticker for a new dependant before the nationality-rate visa, insurance, bond and document costs. Relationship records may also need certification and translation under Immigration’s current instructions. A couple should budget for this application cash and a full second person’s living costs before deciding whether the postgraduate dependant route is affordable.

For student work, the stricter current official wording allows no more than 20 hours a week during semester breaks or holidays longer than seven days, at approved premises and only after Immigration approval. Applications go through the institution and need a job offer plus supporting academic, attendance and holiday records. Front-desk, cashier and student-recruitment roles face stated restrictions.

The lawful work option can help with some spending after approval, but it should not sit inside the minimum family funding plan. Families comparing this rule with scholarships in Malaysia should separate confirmed funding from uncertain future income.

Is the Malaysia Graduate Pass available to Indian students?

Yes, but the current India extension is explicitly valid only until 31 December 2026 and every application remains subject to approval. The Graduate Pass is a 12-month Social Visit Pass for graduates of a Malaysian bachelor’s degree or higher. It permits travel and part-time work in permitted sectors, not unrestricted full-time employment, and it cannot be extended.

The current EMGS Graduate Pass page requires an Indian applicant to apply while the Student Pass is valid and to provide an institution completion letter, at least 18 months of passport validity, locally purchased 12-month medical insurance, a stamped personal bond and a Malaysian citizen sponsor earning at least RM1,500 a month. Indian applicants also need a good-conduct letter from the institution or Indian embassy.

The extension of this service to Chinese and Indian nationals is valid until 31st December 2026.

A check-out memo or a move to a social visit pass while the Graduate Pass application is being processed makes the applicant ineligible under the current EMGS rule. The current fee schedule also shows why the RM600 pass sticker is not the whole application cost. With RM900 processing, service tax, RM498 insurance, RM50 India visa rate, RM20 special pass and RM10 courier, the derived consumed subtotal is RM2,150 before bond, institution and document charges.

The sponsor condition is a legal application requirement, not employer sponsorship. A Malaysian citizen sponsor must meet the published income and document rules, while any later part-time job remains subject to the permitted-sector wording. These are separate relationships. Finding a sponsor does not create a right to unrestricted work, and finding an employer does not replace the sponsor file.

The 31 December 2026 date applies to the Indian and Chinese Graduate Pass extension. It does not end the ordinary Student Pass route for Indian students. Anyone graduating after that date needs a new official extension before treating the Graduate Pass as available.

No. The eVAL is Immigration’s approval before entry. An Indian student then needs the study-route Single Entry Visa, enters Malaysia, completes the medical and submits the passport for Student Pass endorsement. Calling all of them a student visa hides the document you must wait for at each stage.

Can an Indian student enter Malaysia before eVAL approval?

Is Malaysia’s Graduate Pass an open work permit?

No. It is issued as a Social Visit Pass for one year, permits only limited employment in specified sectors and cannot be extended. The present Indian extension ends on 31 December 2026. A graduate must apply while the Student Pass remains valid and meet the sponsor, insurance, passport, bond and conduct-letter requirements.
