The cost of study in Norway for Indian students is no longer zero at public universities. An ordinary Indian degree student normally needs the exact course tuition plus NOK 170,368 in living funds for 2026/27, with semester, permit and travel costs added separately.

At the lower end of the current examples, year one comes to about NOK 235,768, or INR 23.80 lakh, before flights, insurance and a housing deposit. That example uses Nord University’s NOK 60,000 fee category. Another course can move the answer by several lakh, so find the fee beside the course you actually plan to apply for.

What does year one cost?

Year one usually requires more cash than the tuition figure displayed beside a course. The Norwegian Directorate of Immigration, called UDI, treats tuition and living funds as separate requirements. Living funds are money available for food, rent and other daily costs. They remain the student’s money, but they must be documented before the permit can be approved.

The university invoice is only one bill. You also have to show UDI living money, pay the semester fee set by the student welfare organisation and pay the study-permit fee. Travel, insurance, books, a housing deposit, initial supplies and transfer charges are additional. Tuition and fees are paid away, while the UDI amount remains your money for daily life after arrival.

Nord’s lower category shows the calculation. NOK 60,000 tuition plus NOK 170,368 living funds and the NOK 5,400 adult permit fee gives NOK 235,768, or about INR 23.80 lakh. Nord includes semester fees in this invoice. Flights, insurance, a housing deposit and other arrival purchases still need money of their own.

UDI also publishes one-semester amounts. Autumn requires NOK 77,440 and spring requires NOK 92,928 for 2026/27. These shorter figures apply when the course and permit application cover only that semester. A normal full academic year uses NOK 170,368.

Is Norway tuition free?

No, not for an ordinary Indian degree student. Study in Norway says students from outside the European Union, European Economic Area and Switzerland normally pay tuition. India is outside that group. A public-university label does not change the rule.

The confusion comes from two different changes. Norway introduced tuition for many non-EU degree students in 2023. A later amendment took effect on 1 August 2026. Norway’s Ministry of Education explains that institutions can now set lower fees because the full-cost minimum was removed. The amendment did not restore universal free education.

This is why current fees can look much lower than 2025/26 figures. UiT’s new prices from August 2026 begin at NOK 100,500 rather than the older amount still found in search results. Nord currently lists categories of NOK 60,000 and NOK 85,000. These are reduced charges, not zero tuition.

Free education in Norway for Indian students exists only when a written exception applies. A fee-free label from an old article, an agent or a search snippet has no value in the permit file. Only the institution’s current invoice or written exemption settles what you must pay.

Who pays tuition?

Most Indian citizens entering an ordinary bachelor’s or master’s degree pay. The national rule also names groups that are normally exempt at public institutions, including exchange students, doctoral candidates and participants in certain funded programmes. The category must describe the applicant’s actual admission, not merely a future funding application.

Some institutions require a separate exemption application after admission. NTNU gives admitted students three weeks to apply and says processing can take up to three weeks. NMBU ties the exemption deadline to the offer-acceptance deadline for its international admission route. A pending request doesn’t turn the invoice into zero.

The national scholarship position is equally narrow. Study in Norway says there is no Norwegian government scholarship for individual degree students that is open to everyone. A named joint programme can have funding, but there is no general free-education application that replaces the university’s admission and fee process.

What do universities charge?

Current 2026/27 tuition ranges from NOK 50,000 for selected USN arts year courses to NOK 528,650 for NTNU’s medicine, dentistry and veterinary category. The subject and programme determine the invoice. ECTS means the European Credit Transfer and Accumulation System, the credit unit used by Norwegian universities. A normal full-time year is often 60 ECTS.

Institutions publish these fees in different ways. NMBU and UiB attach amounts to named programmes, while Nord and NTNU group courses into fee categories. The table keeps that distinction visible so a category price is not mistaken for a Norway-wide university fee.

The range is substantial. Nord’s NOK 60,000 category and NTNU’s NOK 528,650 category differ by NOK 468,650 for one academic year. When a course does not appear beside an amount, the institution needs to confirm the fee before the family commits funds.

Lower prices also appear in special lists. OsloMet currently publishes NOK 67,000 for International Development and NOK 95,000 for several master’s programmes. USN lists selected 2026/27 courses at NOK 50,000, NOK 60,000 and NOK 90,000. How is the total built?

Add tuition, UDI living funds, semester fees where separate and the adult permit fee of NOK 5,400. The result is the first-year amount supported by current official numbers. Flights, insurance, books, a housing deposit, bank charges and any Visa Application Centre service or courier fee are still outside it.

INR conversions use INR 10.10 for NOK 1. The rate is derived from the European Central Bank’s 14 August 2026 reference rates of NOK 10.9325 and INR 110.3818 for EUR 1. It is a planning rate, not a bank quote. The invoice remains payable in NOK, and the student’s transfer rate and charges will differ.

Nord’s lower category and UiB’s fine-art example use the same NOK 170,368 living amount, yet their first-year totals differ by NOK 343,704. Tuition causes that gap. Neither total includes flights, insurance, books, a housing deposit or bank charges, and those expenses do not reduce the UDI amount.

UDI’s NOK 170,368 is a permit requirement, not a promise that every city budget will fit. Rent, food and transport may consume a different amount. The cost of living in Norway guide tests that money against actual housing choices without changing the permit figure.

A semester fee is small beside tuition but still needs correct treatment. Study in Norway estimates about NOK 1,000 per semester. OsloMet, for example, lists a NOK 690 SiO welfare fee and a NOK 220 copy fee for a full-time student each semester. Nord and UiT include semester fees for tuition-paying students, so adding another NOK 2,000 to those rows would count the charge twice.

When is money due?

Tuition and living funds can be due within days of each other. The applicant may therefore need most of the first-year core amount before the study-permit application, not gradually after arrival. University deadlines also refer to received or registered money, which matters for an international bank transfer.

These payments are not always spaced across the summer in the way an Indian education loan may be disbursed. NMBU’s living funds and tuition can be due five days apart, while Nord can require its full invoice within 14 days. Loan approval and disbursement therefore need to work backwards from the earliest university date.

For NMBU’s NOK 80,000 bachelor’s example, NOK 170,368 in living funds is due on 15 May and tuition follows on 20 May. At least NOK 250,368 must reach the university across those dates before semester and permit charges. A loan scheduled for July would arrive too late.

International transfers need lead time. Nord and UiT both warn that registration can take up to three weeks. A bank debit message isn’t necessarily the university’s receipt date. Refund terms matter too. UiB allows a tuition refund application after withdrawal by 1 September, while UiT’s post-deadline terms can retain an administrative amount. Currency movement and bank charges can also reduce a returned INR amount.

Which account holds funds?

Tuition, UDI living funds and a housing deposit can require three different destinations. Tuition goes to the university’s tuition account. Living funds can sit in the student’s Norwegian bank account or an institution deposit account accepted for the permit. A landlord or student-housing organisation receives the housing deposit under its own arrangement.

UDI accepts a student loan, grant, the student’s own funds in a Norwegian account, an institution deposit account or a combination. Money held only in an ordinary Indian savings account is not one of the own-funds locations named on UDI’s current India page. For the Norway student visa, the money has to be in an accepted location. The institution sends deposit instructions after admission when it offers that route.

USN makes the separation unusually clear. Its residence-permit account page says the living-funds deposit cannot pay tuition or a housing deposit. The money is released after arrival into a Norwegian bank account. Identity registration and bank setup can take weeks, so USN provides an optional cash-card route of up to NOK 25,000 while a student waits.

A student who transfers exactly NOK 170,368 to the USN institutional account cannot assume the same money will pay a room deposit before arrival. Until the money is released, the deposit and the first days in Norway need another accessible source.

Can the cost fall?

Yes, but only through a lower current programme fee, a confirmed exemption, a named scholarship or a shorter documented study period. Future part-time wages and an unconfirmed scholarship don’t reduce the pre-arrival requirement.

The 2026 fee lists now leave more room to reduce tuition through programme choice. Nord’s lower category is NOK 60,000, NMBU’s named English-taught bachelor’s is NOK 80,000, and selected USN programmes begin at NOK 50,000. A UiB fine-art example, by contrast, is NOK 401,704.

A student seeking engineering cannot cut the bill by choosing an unrelated low-cost management course. The Norway admissions guide helps remove courses that do not accept the student’s qualifications before the family compares their fees.

A study permit normally allows up to 20 hours of work per week during study and full-time work during holidays. It does not guarantee a job, a wage or early income. UDI can consider income from an existing part-time job offer, but a plan to search after arrival is not the same evidence. This page therefore assumes no future salary.

What about specialist routes?

Medicine, dentistry and veterinary categories can be among the most expensive. UiT lists NOK 351,000 for its medicine, dentistry and aviation category from August 2026. NTNU lists NOK 528,650 per 60 ECTS for its medicine, dentistry and veterinary category. NMBU lists NOK 275,000 for veterinary routes. The fee category is not an admission list. Before putting one of these amounts into the family budget, locate the actual course and check its teaching language, international intake and qualification rules. The same caution applies to nursing and other regulated professions.

A PhD follows the employment route described in the PhD in Norway guide and is structurally different. Study in Norway lists doctoral candidates among the groups normally exempt from tuition at public institutions, while many vacancies are paid jobs.
