If you’re applying from India, the Hong Kong PhD Fellowship Scheme has 2 linked forms. You submit a short RGC form first, then a full PhD form to each university you choose. A sensible starting point is to shortlist one or two research programmes, check their admission rules and get your documents ready. The Research Grants Council scheme page explains who can apply.
The Research Grants Council, or RGC, had not published the 2027/28 call by 10 August 2026. The 2026/27 dates, 400 fellowships and funding figures on this page describe the closed round, not next year’s terms. The RGC overview and Electronic System still show that round. Who can apply for the Hong Kong PhD Fellowship Scheme?
Yes, Indian citizens could apply in 2026/27 if they were seeking admission as new full-time PhD students at one of the participating universities. Nationality, ethnic background and work experience did not rule anyone out. You still had to meet the PhD admission rules of the university you chose. The RGC call circular makes that distinction.

You could apply through City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Chinese University of Hong Kong, The Education University of Hong Kong, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology or The University of Hong Kong. RGC lists all eight universities, and the University Grants Committee confirms their funded status.
There isn’t one academic cut-off shared by all eight universities. Each one checks your degree, grades, English proof, research fit and subject requirements under its own admission rules. Build your Hong Kong university shortlist around the research group that fits your work, not around a general ranking alone.
The right department is one that can genuinely supervise your topic. Before RGC considers you for the fellowship, the university must be willing to admit and nominate you. A focused proposal that fits a department’s work will serve you better than a famous name with no suitable research home. The RGC guidance note shows that university nomination comes first.
Also check what happens after year three. If the PhD normally takes longer, read the university’s later-year funding terms before you put a choice first. This tells your family whether a fourth-year gap may need to be covered.
Does every applicant need a supervisor before applying?
No RGC-wide rule in the official material makes prior supervisor consent compulsory. University advice differs. HKU calls supervisor contact optional, HKBU says it is welcome but not compulsory, while PolyU asks applicants to identify and contact suitable supervisors.
A positive reply from a professor can show that your topic fits, but it isn’t an admission offer, a university nomination or an HKPFS award. Follow the department’s instructions and submit the formal forms on time.
How do the RGC and university applications work together?
You have to complete both parts. First, submit one short form in the RGC Electronic System. RGC then gives you an HKPFS reference number. Copy that number into the full PhD form for every university choice you made. The official application page gives this order.

The 2026/27 RGC form didn’t ask for academic referee details. Your full university form carried the proposal, transcripts, references and most of the material used to judge your academic fit. The RGC form shows the fields it collected, while PolyU’s document guidance shows what a university may ask you to upload.
An initial application that is not followed up with a full application to university will be considered void
Only one RGC form was allowed. In the closed round, sending more than one could disqualify all of them. If you skipped the full university form, that HKPFS choice became void. If you left out the reference number, the university could treat your form as an ordinary PhD submission instead. The RGC FAQ explains these consequences.
How many programmes can you choose?
You could choose up to two PhD options in total in 2026/27. That meant two at one university, or one at each of two universities. The names and priority order had to match across the RGC and university forms. The RGC FAQ states the limit.

The priority order matters. If two universities nominated you, RGC considered only the nomination from the university you ranked first. If both choices were at one university, that university decided which choice to nominate. The guidance note gives this rule.
What should you check before submitting both HKPFS forms?
Before you submit, compare both forms line by line. The checklist below tells you what must match, what comes from someone else and what date you need to note. Copy it into your own notes and fill the last column as you prepare.

Once RGC gives you the reference number, put it on every matching university form. Then compare the option names, priority order and research wording. In 2026/27, you could change your choices in the RGC system only before its deadline, and RGC compared them with the university forms. The RGC guidance note records this check.
Each referee needs a separate deadline in your notes. Their reports weren’t part of the first RGC form, so getting your reference number didn’t mean their work was finished. You could still lose the chance if a referee missed the university deadline.
Which HKPFS dates can you use for planning?
The closed round opened on 1 September 2025 at 12 noon Hong Kong time. Its RGC deadline was 1 December 2025 at 12 noon, while the FAQ listed 11.59 pm that day for the eight university forms. RGC published the opening and noon deadline, and its FAQ listed the university deadlines.

Those few extra hours didn’t make the university form a last-minute job. You still needed time for payment, uploads and referee reports. Finish the RGC form early, copy the reference number across, and aim to have the university submissions ready before the final day.
What do HKPFS selection panels assess?
RGC listed academic excellence as the main consideration. It also looked at research ability and potential, communication and interpersonal skills, and leadership. Shortlisted nominations went to either the Sciences, Medicine, Engineering and Technology panel or the Humanities, Social Sciences and Business Studies panel. RGC doesn’t publish a weight for each factor, so don’t try to calculate your own score. Use the checklist above to make sure the university receives your transcripts, proposal, references and supporting documents. The 2026/27 leaflet supports the factor list.
Which documents should an Indian HKPFS applicant prepare?
The document list on the department page is the one to follow. Most applicants will need identity proof, complete academic records, English proof, a research proposal and academic references, but the list can change by university and subject. The official pages from HKU, CUHK and PolyU show those differences.
- Use the name and identity details shown in your passport.
- Collect every degree certificate and transcript, including grading information.
- Add a certified English or Chinese translation where an original document uses another language.
- Prepare the English-language proof accepted by the selected university and programme.
- Write the proposal or research statement in the format and length the programme requests.
- Ask the required number of academic referees and record their submission deadline.
- Keep proof for prizes, publications, research experience, employment and training that you claim.
- Add any programme-specific test, portfolio or writing sample.
Referees need early notice because the numbers differ. HKU asked for two academic referees, CUHK asked research doctoral applicants for three reports, and PolyU’s HKPFS guidance asked for two online academic reports before its deadline. An Indian English-medium degree doesn’t create an automatic waiver everywhere in Hong Kong. The RGC FAQ said applicants from a non-English-speaking university normally needed TOEFL or IELTS unless they could prove that every course was taught in English. The chosen PhD and university rules still applied. The RGC FAQ gives that condition.
How much did HKPFS cover, and what did universities add?
The 2026/27 fellowship included an annual stipend and a yearly conference and research travel allowance for up to three years. Two official RGC pages give different amounts. The table shows both published versions.

RGC also said the university might support the remaining period when a PhD lasted longer than three years. This doesn’t promise the same fourth-year support to everyone. The university’s offer shows what it will cover. The scheme overview describes possible university support.
Some universities make their own offers on top of HKPFS. HKU’s 2026/27 page listed fourth-year matching support and additions under its Presidential PhD Scholarship. HKBU’s 2026/27 leaflet listed a tuition waiver, a four-year stipend arrangement and other conditional support. These are different university offers. Read HKU’s offer and HKBU’s offer separately.
RGC charged no fee for its first form in 2026/27, but a university could charge for each full PhD form. Your family should also allow for tuition, housing, visa costs and any fourth-year shortfall. Use the Hong Kong student cost guide to work through the rest of the budget.
What should you do after the HKPFS result arrives?
You may receive a fellowship result and a different university decision. For 2026/27, RGC said successful applicants would be told by email and letter, its decision was final and it would not give individual feedback. Missing HKPFS didn’t automatically end your PhD chance. The university could still offer regular admission and another studentship or award. The RGC FAQ explains this route.
There is no reliable acceptance rate because RGC published the 400-fellowship count but no matching total of completed applicants. The RGC main page gives the fellowship count.
If you win the fellowship, it is tied to the university named in RGC’s offer. Leaving that university during the fellowship could stop or end the award. The RGC FAQ states this consequence.
Admission and funding still don’t give you immigration permission. After you accept the university offer, start the Hong Kong study visa or entry permit process. The applicant uses form ID 995A, the sponsor uses form ID 995B, and the admitting university may sponsor you. The Immigration Department guidebook says complete cases normally take 6 weeks, though approval remains discretionary.
