An Indian student normally needs Hong Kong study permission before starting an eligible programme. Admission doesn’t create immigration status by itself. The usual university route begins with the offer, passes through the institution acting as local sponsor, and ends with a HK$330 government issuance fee after approval. The Immigration Department publishes the entry-for-study rules.

The official processing benchmark is six weeks only after every required document and item of information has arrived. Sponsor review can add time before that clock starts. This guide separates the applicant, university and Immigration Department stages, then explains the e-Visa, No Objection Letter and extension steps that matter after approval.

Do Indian students need a Hong Kong student visa?

Yes, unless the student already has the right of abode or right to land in Hong Kong. Visitor permission is not permission to study. A person in Hong Kong as a visitor must not begin the course while waiting for study approval. The HKSAR Government confirmed this distinction again in May 2026. Acceptance is only one condition. The applicant must also show an ability to meet tuition, living, maintenance and accommodation costs without relying on work or public funds. There is no published universal minimum bank balance for every student. Every study application needs a local sponsor. For a university student, the admitting institution is normally the sponsor and provides its own upload route or document pack. The law also describes an eligible individual sponsor, but that is not the usual route for an admitted international student. Following the offer-holder portal prevents a duplicate or incomplete filing.

The government checklist accepts forms of financial proof such as bank statements, savings passbooks, tax receipts and salary slips when the institution is sponsor. ID 995A asks for annual tuition, estimated monthly accommodation, transport, meals, other expenses and available funds. It does not announce a fixed minimum bank balance in any currency. A university can request extra sponsor-office evidence, such as academic records, its own declaration or a particular parent-support format. That extra pack is institution-specific. The core government list remains separate, which is why two students at different universities may upload different-looking files without either application being wrong.

Universities work to different sponsor timelines. HKUST tells applicants to allow at least six to eight weeks, while HKBU’s taught-postgraduate route says around ten to twelve weeks. Those are operational planning periods, not replacement government promises. The safe family plan is to begin when the university opens the visa task, rather than count backwards only from the official six weeks.

What is the fee and processing time?

The Immigration Department fee table lists HK$330 for an ordinary visa in the other category. A non-Mainland applicant pays after approval through the result link, then downloads the e-Visa. A university may charge a separate administration or courier amount. That invoice is not the government fee and is not uniform. The official fee table publishes the current charge.

Six weeks is not measured from offer acceptance, university upload or fee payment. Missing evidence and sponsor review sit outside a clean complete-file benchmark. Approval is discretionary, and payment instructions arrive only after a favourable decision. An application-status enquiry is available through GovHK, though the university may control when it shares the case reference.

What happens after approval?

Hong Kong uses an electronic notification slip, not a visa sticker. The student can keep the e-Visa on a mobile device or print it on A4 white paper. At immigration clearance, the passport and e-Visa are presented and the encrypted QR code is scanned. The e-Visa service explains downloading and verification.

Persons aged 11 or above who are permitted to stay for more than 180 days must register for an identity card.

That registration is due within 30 days of arrival for a qualifying new resident. The actual e-Visa and landing record govern the student’s permitted stay. A full-time post-secondary student may receive the normal programme duration, subject to the published six-year entry maximum and passport validity, but the individual grant remains decisive.

Can a student work or complete an internship?

There isn’t a single universal 20-hour answer. The programme’s accreditation, local or non-local status, level, length and exchange status all matter. The student’s No Objection Letter, or NOL, states the permission that applies to that person. The Immigration Policy on Study FAQ explains the categories.

The current temporary exemption took effect on 1 November 2024 and is still described as temporary. An eligible internship must be study or curriculum related and arranged or endorsed by the institution. It cannot begin before official registration and attendance in Hong Kong or continue after graduation requirements are complete.

A student must not take employment, whether paid or unpaid, unless the work is covered by the permission granted.

Can a student bring dependants?

Only a student admitted to a full-time undergraduate or postgraduate local programme in a local degree-awarding institution can use the published dependant route. Eligible family members are a spouse or recognised partner and unmarried dependent children under 18, subject to relationship, support and accommodation evidence. The dependant policy gives the exact relationships and conditions.

A dependant of a person admitted for study may study but cannot work without prior Immigration Department permission. The university sponsoring the student may not sponsor the family application. The initial dependant grant is normally 12 months, with continued eligibility and the principal student’s status assessed at extension.

How do extension and programme changes work?

A student continuing the same programme can normally apply within four weeks before the current stay expires. The standard online route requires the student to be physically present in Hong Kong and a current institution letter stating the programme and duration. Normal extension processing is two to three weeks after all required documents arrive, with possible summer delay. GovHK lists the online conditions and documents.

A change of institution or programme is different. The study-policy FAQ explains that permission is tied to the approved institution and course, so prior approval is needed even for a change inside the same university. The ordinary online extension route excludes changed circumstances. A previous NOL also stops being valid after a programme change, so work permission must be assessed again.

If studies end early, the institution must notify Immigration within seven working days. The current study guidebook says the student must leave within four weeks after termination.
