The best universities in Hong Kong sit within a system of 22 degree-awarding institutions. Eight institutions receive funding through the University Grants Committee, or UGC. Neither fact identifies the right programme for an Indian applicant.
The same university may offer programmes with different operators, funding arrangements and official status. Copy the full programme title and the operator’s name from the university page, then match those words in the official listings explained below. If you are still comparing the destination itself, studying in Hong Kong also depends on the visa process and the family’s living budget.
What do university rankings show and miss?
Rankings are useful for finding universities to investigate, but they can’t select your programme. An overall table compares institutions across a publisher’s chosen measures. A subject table narrows the comparison to a field. Neither tells you whether your Indian qualification meets a programme requirement, who operates the programme or whether its current registration covers your start date.
Write down the publisher, edition and whether the result is overall or subject-specific. A university can occupy different positions in different tables because the subjects and methods differ. An overall rank is not a verdict on a particular programme. An acceptance-rate number is meaningful only when the university names the applicant group, cycle and denominator.

A subject result can still be a sensible starting point for engineering, business or another defined field. The next move is to open the programme catalogue and compare what you would actually study. A high institutional position cannot supply a missing subject prerequisite or change the name of the qualification on your offer.
How do UGC-funded and self-financing programmes differ?
UGC-funded and self-financing describe funding arrangements, not a simple good-or-bad split. The UGC list confirms which institutions receive UGC funding. It doesn’t say that every programme at those institutions is UGC-funded. The eight universities also set their own admission requirements, so the institution’s funding status doesn’t create one Class XII requirement for Indian applicants. The UGC explains this autonomy.
A UGC-funded university can offer a self-financing programme. A self-financing local programme may be run by a university, a university arm or another provider. The Education Bureau’s post-secondary overview separates publicly funded, self-financing local and non-local provision. For the programme itself, look for a clear funding statement on its official page or in iPASS. If neither source states the funding category, ask the institution to confirm it in writing before payment.

The Information Portal for Accredited Self-financing Post-secondary Programmes, or iPASS, lists accredited self-financing programmes. If your programme appears there, you can confirm that it belongs to this sector and compare the provider, study mode, duration and published fee. You still need the Qualifications Register for the qualification itself.
How do you build the identity of a Hong Kong programme?
Before comparing universities, write down the identity of each programme. The operator is the organisation that runs and teaches it. The Qualifications Register glossary uses that same meaning.
The university’s live programme page is the starting source before you have an offer. The useful fields are the full programme title, stated qualification, teaching organisation, granting body, study mode, campus and application link. A shortened name can hide whether a college, school or continuing education arm is the operator rather than the better-known parent university.
The official January 2026 list shows how the names can differ. One entry names the Graduate School of The Chinese University of Hong Kong as operator, Master of Science as the qualification, and Master of Science in Advanced Materials Science as the learning programme. The same row gives Level 6, registration number 26/000068/L6 and a validity start of 1 August 2026.

When an offer arrives, compare it again before paying a non-refundable amount. A small wording difference can mean a different operator or award. If the operator, funding category, registration number or validity period is missing, ask the institution to identify the official listing or explain the omission in writing.
Suppose the programme page uses a university’s short name but the offer names a separate college or school. Search the QR again with the name shown on the offer. The institution can then explain which body teaches the programme, which body grants the award and why the names differ.
All qualifications registered in the QR are recognised under the QF and are quality assured.
What do QR, iPASS and the other official sources each prove?
Each source answers one part of the programme question. The Hong Kong Qualifications Framework, or QF, arranges recognised qualifications across seven levels. The Qualifications Register, or QR, is the online database that shows qualifications recognised under that framework. The QR overview explains both terms.
iPASS is a separate portal for accredited self-financing programmes. Use the Education Bureau’s registered or exempted course list when a programme taught in Hong Kong leads to an award from an institution overseas. A listing confirms that the course may be offered in Hong Kong. It does not tell you its academic standing or whether the award is equivalent to a local one. The Education Bureau states this limit.

A blank QR search doesn’t automatically mean that a programme is invalid. The next attempt should use the full title, operator and granting body exactly as the programme page gives them. If nothing appears, ask the institution to identify the official listing or explain in writing why no QR entry applies before you pay.
The QR validity date needs special attention. The official FAQ states that a learner who begins after the registration validity period will not obtain a qualification recognised under the QF. A learner who began while the registration was current remains covered after the entry moves to the archive. The official QR validity explanation gives both outcomes.
If learners start the qualification after its registration validity period, the qualification obtained will not be recognised under the QF.
Which Hong Kong universities should you investigate?
Begin with universities whose official catalogues contain the subject and learning format you need. The list below is not an overall ranking. All eight institutions appear on the UGC-funded university list, but that does not establish the funding category of every programme they offer.

How do Indian board, IB and A-level students apply?
Indian applicants using Class XII, the International Baccalaureate or A levels apply directly to each institution through its international, non-local or other-qualifications channel. They do not send these qualifications through one common Hong Kong application form.
The Joint University Programmes Admissions System is known as JUPAS. It is used mainly by applicants presenting the Hong Kong Diploma of Secondary Education, or HKDSE, which is Hong Kong’s school-leaving qualification. JUPAS also applies local and non-local applicant-status rules, so an HKDSE or mixed record needs a separate status check. The official status page explains the categories.
Non-local applicants should submit their applications directly to the institutions concerned.

The channel name differs between universities. HKU publishes a specific India admission page. PolyU lists Indian national and state board Class XII on its international qualification page. HKBU names CBSE, CISCE, NIOS and state boards in its international table. These are separate university rules, not one Hong Kong percentage.
A published academic minimum only says that an application can enter consideration. The chosen programme may add required subjects, English proof, an interview, a portfolio or another selection stage. Use the current university page for the programme and intake. A general minimum can’t predict an offer.
How much is published undergraduate tuition for 2026/27?
Published non-local undergraduate tuition for 2026/27 differs by university and, at HKU, by subject category. The figures below are annual tuition in Hong Kong dollars, written as HK$. They exclude accommodation, food, deposits, travel, visa costs and other charges, so they are not first-year budgets.

These figures apply to 2026/27 and are not promises for 2027/28. Lower tuition also may not mean a lower total because accommodation and compulsory payments differ. A complete Hong Kong student budget includes housing, everyday spending and a dated conversion into Indian rupees.
Can programme status affect later IANG eligibility?
Yes. The Immigration Arrangements for Non-local Graduates, or IANG, is Hong Kong’s post-study route for eligible non-local graduates. For a student who studied in Hong Kong, the Immigration Department requires an undergraduate or higher qualification from a full-time locally accredited programme, awarded by an authorised post-secondary institution. The IANG rules for Indian graduates may therefore affect programme choice before enrolment.

- Start with the named programme. A university brand alone does not identify the operator, programme funding, award or registration status.
