Study in South Korea: 2026 Guide for Indian Students

If you plan to study in South Korea, you need an offer from a Korean university, a D-2 student visa and proof that you can pay for the year. Korea’s Ministry of Justice sorts universities into certification tiers, and that tier decides how closely your visa file is screened. Sixteen institutions face precision screening that, in principle, blocks student visa issuance for the second semester of 2026. That makes the certification tier the first check, before ranking or location.

Around 253,000 international students were in Korea as of April 2025, up from 153,000 in 2020. Korea has paired that growth with stricter university screening and Korean-language controls, including a 40% TOPIK Level 3 target for new international students at certified universities.

Why does your choice of Korean university decide your visa before anything else?

Korea’s Ministry of Justice and Ministry of Education assess and classify universities that take international students, and the classification changes immigration screening. The current certification was published on 12 February 2026 and runs for four years, from March 2026 to February 2030, with annual monitoring. A Standard Admission Letter is the official admission document issued by the university, and it is one part of the later visa file.

The labels below affect screening, but their counts do not form one additive total. The 39 Excellent institutions sit inside the 181 certified institutions, while scrutiny labels can overlap another institutional category.

Sixteen degree-granting universities and four language schools face precision screening for one year from the second semester of 2026. The official notice says visa issuance is prohibited in principle for these institutions. The named universities include Geumgang University, Suwon Catholic University, Joong-Ang Sangha University and Hyupsung University, plus Busan Kyungsang College, Busan Arts College and Hanyeong University, and nine graduate schools. An admission offer from one of them doesn’t provide a workable visa route during that restriction.

The tiers don’t follow rankings. Korea University, Sungkyunkwan, Hanyang, Kyung Hee, Ewha, Chung-Ang, POSTECH, UNIST, Inha and Sejong are all in the Excellent tier. Seoul National University, Yonsei and KAIST are Certified. Korea University and SNU can therefore require different visa evidence. You can check the certified lists at studyinkorea.go.kr and on the National Research Foundation site. Note that the non-certified and visa-scrutiny lists are not published, so absence from the certified list is your only signal.

Sanctions on universities that breach the rules were strengthened from one year to a maximum of three, described in the Ministry’s press release as a one-strike-out policy. A university facing that monitoring may ask applicants for stricter document evidence.

What does it take to study in South Korea as an Indian student?

For an Indian applicant, the study route starts with a degree and university that fit the required teaching language, budget and visa category. Admission comes first, followed by the D-2 student visa and alien registration, the resident-registration step completed after arrival.

The Korean academic year has two intakes, March (spring) and September (fall). The Study in Korea portal does not designate March as the larger intake. Some departments admit only in March and others only in September, so applicants need to check the department calendar. Undergraduate degrees are four years, except medicine, dentistry, pharmacy and veterinary medicine, which the government’s official Study in Korea portal confirms run six years.

MS, MBA and PhD study in South Korea works differently because a Korean STEM master’s may include a lab assistantship that covers tuition and living costs.

Many degrees are taught in Korean even when a university accepts an English test for admission. Your Korean level, measured by TOPIK, can also control how many credits you may take, whether you may work part time and whether you may enrol in your major.

Are you eligible, and what does the 12-year rule mean for an Indian applicant?

You are eligible if you have completed twelve years of regular schooling and neither you nor your parents hold Korean citizenship. Korea University states the rule with unusual clarity, so it is worth quoting rather than paraphrasing.

The applicant must have completed regular primary and secondary education, equivalent to Grades 1 to 12 in the Korean education system, either in Korea or overseas. Both the applicant and the applicant’s parent(s) must be non-Korean citizens.

A CBSE, ICSE or state-board student who completed regular schooling in India from Class 1 to Class 12 meets the twelve-year education condition.

Korea University states that GED, homeschooling, online courses and language school certificates are not regarded as equivalent to a regular academic school curriculum. Seoul National University also rules out Korea’s high-school equivalency exam, homeschooling and cyber-learning. An Indian student who finished school through NIOS on-demand exams or another open-schooling route should therefore confirm eligibility with the specific university before paying an application fee.

SNU publishes two international-admission tracks. International Admissions I is for applicants where the student and both parents are foreign nationals. Track II is for those who completed the entire elementary, middle and high school curriculum abroad. Many Indian applicants may qualify under both, but the evidence required for each track differs.

Do you need TOPIK, or is IELTS enough to get in?

IELTS is usually enough for admission, but it doesn’t prove the degree is taught in English. TOPIK is the Test of Proficiency in Korean, the official Korean language exam, graded Level 1 to Level 6. Most Korean universities let you satisfy the language requirement with either Korean or English evidence.

Seoul National University’s requirement, identical for undergraduate and graduate applicants, is a good example of the standard shape.

  • Korean route: TOPIK or TOPIK IBT Level 3 or higher, or completion of Level 4 at a university language institute
  • English route: TOEFL iBT 80 or above, or IELTS Academic Band 6.0, or TEPS 269

An Indian student with IELTS 6.0 and no Korean can therefore meet SNU’s general language-evidence condition.

Yonsei prints the teaching-language warning directly under its table of majors open to international students, and it applies to almost every major.

The above departments/majors are undergraduate courses conducted in KOREAN, and some of the departments/majors may include courses taught in English.

So you can be admitted on English and then sit in Korean-taught lectures. Korea University ties your Korean level to what you are allowed to study, which gives applicants arriving without Korean a specific academic consequence to plan for.

Korea University is discontinuing its online Korean level test. From the Spring 2027 intake, applicants must submit official language test scores instead of relying on the university’s internal test.

From 2026, certified universities must have 40% of their new international students at TOPIK Level 3 or above, up from 30%. That quota is one reason universities are tightening Korean-language expectations. It also makes the fixed TOPIK exam dates in India part of application planning for students who may otherwise need a D-4 language year first.

When are the Korean intakes, and which one can you still apply for?

On 10 August 2026, Korea University’s Spring 2027 undergraduate window is open, SNU’s has closed, and Yonsei UIC’s opens on 26 August. Korea runs March and September intakes, but university deadlines don’t follow one national calendar. The verified dates below show why a general instruction to apply six months ahead isn’t enough.

SNU took applications in July 2026 for a March 2027 start, which is eight months ahead. Korea’s own portal states that graduate applications for a March intake run September to November of the previous year, but it publishes no undergraduate window, and the top universities can run earlier than that graduate pattern.

Finish the apostille before the university application. Your degree certificate is an admission document, so Indian state authentication and the MEA apostille both sit before an application window that can open eight months before the course starts. A March 2027 applicant therefore needed to begin document work by mid-2026.

Application fees are non-refundable. SNU charges 70,000 KRW for undergraduate and 90,000 KRW for graduate applications. Korea University charges 150,000 KRW for humanities or science and 200,000 KRW for art and design, with a separate fee for each admission round. Yonsei UIC charges 150,000 KRW and does not offer or accept a fee waiver.

How does the D-2 student visa actually work, step by step?

The D-2 sequence is admission, Standard Admission Letter, any university-arranged visa issuance confirmation, the mission application, entry to Korea and alien registration within 90 days. The university tells you whether it will arrange an issuance number. Without one, the application goes directly to the Korean mission in India.

  1. Get admitted, and receive your Standard Admission Letter from the university.
  2. Confirm whether the university will arrange a Certificate of Visa Issuance. This is an immigration approval obtained by the university before your mission application. The Ministry of Justice’s July 2026 manual makes this route available only for specified university and applicant combinations.
    • At an Excellent-tier university: the university files for the Certificate of Visa Issuance with the immigration office covering its own address, and you receive a visa issuance number by email or SMS to write on your form. The e-visa route also opens.
    • When the university does not provide an issuance number: you apply directly at the Korean mission in India with the Standard Admission Letter and the mission’s document set.
  3. You apply for the D-2 at the Korean mission in India. HiKorea lists a USD 60 base fee for a single entry over 90 days. The Mumbai consulate published a fee increase effective 3 August 2026, so confirm the current INR amount with the mission before lodging the application.
  4. You fly, and you register. Alien registration must be done within 90 days of entry, and it needs a certificate of enrollment issued after you arrive, not the one in your visa file.

The Certificate of Visa Issuance eligibility category and the Ministry’s designated-country list for added financial screening are separate classifications. Being eligible for the university-arranged route does not remove any financial evidence required by the university or Korean mission.

The 90-day registration deadline applies after entry. Once registered, any change to your registered details must be reported within 15 days, with fines under Article 35 of the Immigration Act.

The D-2 comes in sub-categories matched to your degree level, and you do not choose between them, your programme does.

  • D-2-1 associate degree, D-2-2 bachelor’s, D-2-3 master’s, D-2-4 doctorate
  • D-2-5 research, D-2-6 exchange student, D-2-7 work-learning
  • D-2-8 visiting student, for study of one year or less while enrolled at a university outside Korea. Korea’s Los Angeles consulate notes that summer and winter programmes need a D-2-8 even when they run under 90 days.

The D-2 is granted for up to two years at a time and is extendable. If you are doing a Korean language year first, that is a D-4-1, and the switch from D-4 to D-2 can be done inside Korea electronically through HiKorea, so you do not fly home to change status.

Which documents do you need, and what needs an apostille?

You need the visa form, passport, photograph, university documents, tuberculosis (TB) certificate, final academic credential and financial proof. The mission and university may add route-specific evidence, but the national D-2 list begins with the items below.

  • Visa application form, passport copy, one photograph
  • Your institution’s business registration certificate
  • Your Standard Admission Letter, issued by the university president or dean
  • A TB diagnosis certificate. India is on the manual’s 35-country high-risk list, so this one is live for you
  • Your final academic credential
  • Proof of financial capability
  • Family relation documents, but only if you are using a parent’s bank certificate

Note what is not on that list. Transcripts and marksheets are not a Korean visa requirement, though your university will want them for admission, which is a different thing. Neither a birth certificate nor a police clearance certificate is required for a D-2, the PCC belongs to the E-2 teaching visa.

On apostille, only one document needs it. Korea joined the Apostille Convention on 14 July 2007 and its manual states that an apostille from a member state carries “the same effect as consular confirmation”, with India named in its membership table. Of the academic documents, the manual lists only your degree or graduation certificate. For a master’s you apostille your bachelor’s certificate, and for a PhD your master’s.

In India, a document cannot go straight to the MEA. It must first be authenticated at a state Regional Authentication Centre, then deposited with one of the authorised agencies and collected after processing. The MEA charges Rs 50 per apostille sticker and does not publish a turnaround time, saying only to apply well in advance.

How much money do you have to show for a Korean student visa?

There is no single national bank-balance figure for every Korean student visa. The amount is set by the Korean mission you apply through, and sometimes by your university.

Rupee conversions use an indicative cross-rate of 1 KRW to ₹0.0672 on 10 August 2026, calculated from the Reserve Bank of India’s USD-INR reference and Woori Bank’s USD-KRW transaction standard. Exchange rates move daily, so the won figure is the one to budget against.

You will see “USD 15,000 for the capital region, USD 13,000 for local universities, held for one month” quoted everywhere. That figure traces to a Korean embassy page that no longer resolves. It could not be verified at any live primary source and is not published here as fact.

What is verified is that different missions say different things.

The USD 20,000 figure in the comparison belongs to the Cebu mission. It isn’t an India threshold.

Korea University’s Fall 2026 guide tells admitted students that a proof of bank balance of 20,000,000 KRW or more will be required for the visa application, which is roughly ₹13.43 lakh at the 10 August 2026 cross-rate used on this page. This is a planning figure for one Excellent-tier university, not a national India threshold.

For the India file, the university and Korean mission determine the account holder, statement period and acceptable scholarship evidence.

  • Use the amount stated by your university or mission rather than a figure copied from another Korean mission
  • If the account belongs to a parent, confirm whether family-relation evidence is required for that D-2 route
  • Ask how recently the balance certificate and statements must have been issued
  • If you hold the Global Korea Scholarship or another award, submit its certificate and ask how the funded amount changes the remaining proof

For an India application, use the Mumbai consulate’s Korean Visa checklist effective 6 July 2026. Its landing page also requires every applicant to complete, print and sign the electronic visa application form. The consulate’s current checklist and quoted INR fee take priority over older national or third-party pages.

What does a year in Korea cost, including health insurance?

Budget about 16 million to 33 million KRW for one year, roughly ₹10.8 lakh to ₹22.2 lakh at the dated rate, before flights and application costs. This compiled range combines published SNU or Yonsei tuition, the Study in Korea component estimate of 850,000 to 1,300,000 KRW a month, and about 950,000 KRW for annual health insurance.

Tuition at a national university like SNU is genuinely low by international standards, and the per-semester figures below are from SNU’s own 2027 Spring admissions guide, stated on a 2026 academic year basis. These are per entering semester, not per year.

SNU states that these are on a 2026 basis and are subject to change. Its graduate rates are higher, with engineering at 3,828,000 KRW plus a one-time admission fee of 169,000 KRW.

Private universities cost roughly double. Yonsei’s 2026 fee schedule for international students puts engineering at 6,004,000 KRW per semester and its Underwood International College at 8,202,000 KRW.

Health insurance is compulsory from your date of entry, not after six months. The National Health Insurance Service enrols D-2 students automatically, with a 50% reduction, bringing the 2026 student premium to 79,320 KRW per month, about ₹5,330 at the current cross-rate. Budget roughly 950,000 KRW, or ₹64,000, a year for it.

On accommodation, Korea University publishes its 2026 spring dormitory fee at 1,684,800 KRW per semester. Yonsei and SKKU do not publish theirs publicly, invoicing per student instead.

On living costs generally, the government’s Study in Korea portal contradicts itself. Its component breakdown adds to 850,000 to 1,300,000 KRW a month while its stated total says 750,000 to 1,000,000 KRW, and the page dates from June 2024. The compiled annual range above uses the higher component band.

Can you work part time on a D-2 visa?

Yes, but part-time work is prohibited until you receive permission in advance. The D-2-S permit is free and takes about three days.

Your ordinary weekday limit depends on degree stage and Korean proficiency. The required standard is TOPIK 3 for an associate degree or the first two bachelor’s years, and TOPIK 4 for the final two bachelor’s years and graduate study.

You also need a GPA of C (2.0) or better to keep the permission, you may hold at most two workplaces, and changing employer requires a new permit before you start. Several sectors are closed outright, including construction, manufacturing (unless you have TOPIK 4 or KIIP 4), private tutoring, conversation instruction, delivery and dispatch work. Research students on D-2-5 cannot work part time at all.

Working without permission carries up to three years’ imprisonment or a 30 million KRW fine, plus deportation. A first minor offence bars you from part-time work for a year. A second offence means deportation without exception, and working on a construction site without permission brings a departure order on first detection.

What happens after you graduate, and which rule names India?

After graduation you can move to D-10 job-seeking status, and a two-year pilot gives eligible young Indian science, technology, engineering and mathematics (STEM) graduates 20 bonus points plus an exemption from one E-7 skilled-work experience requirement. A Ministry of Justice reform effective 29 October 2025 also changed the D-10 from six months per grant with a two-year cap to one year per grant with a three-year cap.

The Ministry’s English-language Visa Navigator is version 2023.05 and retains the superseded D-10 figures. The October 2025 Ministry notice provides the current extension period and maximum stay.

The same October 2025 reform names India explicitly in a track for young STEM graduates from nine Asian countries, including Vietnam, China, Thailand, Japan, India, Indonesia, Malaysia, Singapore and the Philippines. You qualify for the track if you meet all three conditions below.

  • aged 29 or under, and
  • hold a STEM bachelor’s degree or higher from a university in the QS top 1000, and
  • have TOPIK Level 2

then you receive 20 bonus points toward the D-10 and an exemption from the E-7 career requirement. The points affect the job-seeking application. The exemption affects the later skilled-work transition. It is a two-year pilot, so recheck it before relying on the route.

Moving from D-10 to a working E-7 visa means meeting a published salary floor. The Ministry’s notice for 2026, in force from 1 February to 31 December 2026, sets E-7-1 at 31,120,000 KRW a year, E-7-2 and E-7-3 at 25,890,000 KRW, and E-7-4 at 26,000,000 KRW. These are flat won figures and supersede the earlier GNI-based formula.

A registered foreign resident can re-enter Korea within one year without a re-entry permit, so a visit to India during a university break does not by itself end the resident status.
