An Indian applicant can face 3 separate UAE document procedures. Attestation authenticates a document, Grade 12 equivalency assesses a school qualification and Qualification Recognition assesses a university degree. Completing one doesn’t automatically complete the other two.

The current costs also belong to separate services. UAE Grade 12 equivalency displays AED 50, while MoHESR Qualification Recognition starts with authorised-partner degree verification currently displayed at AED 350. Attestation, partner, ministry and courier charges shouldn’t be merged into one advertised fee.

Which UAE document procedure do you need?

The purpose of the document decides the procedure. A university may ask for attested certificates to complete admission, a Grade 12 equivalency outcome for undergraduate registration or a Qualification Recognition report for an overseas degree. Some applicants need two of these. Others need only the item written in the offer conditions.

Document and purpose Procedure Authority Output
Indian certificate needs authenticated use in the UAE Document attestation India MEA, then UAE Embassy and UAE MoFA route Digitally attested document
Indian Class 12 must be treated as UAE Grade 12 General Education Equivalency from Abroad UAE Ministry of Education Equivalency or rejection outcome
Indian bachelor’s, master’s or PhD needs formal UAE recognition Qualification Recognition UAE Ministry of Higher Education and Scientific Research Qualification Recognition report
University checks marks, subjects and entry fit Admission assessment The university Admission decision or offer condition
Professional practice needs licensing Profession-specific assessment The relevant UAE regulator Regulatory eligibility or licence decision

The last two rows prevent a common overclaim. A Recognition report doesn’t guarantee admission to a particular course, and it doesn’t replace a professional regulator’s licensing process. It establishes the ministry’s recognition outcome for the qualification submitted.

The procedures coexist because they answer different questions. Attestation asks whether a public authority can rely on the document’s authentication chain. School equivalency asks whether education completed abroad reaches the UAE Grade 12 outcome. Recognition asks whether an overseas higher education qualification meets the ministry’s legal conditions. The university still decides whether the subjects, marks and prior study fit its course.

Document request decoderThe wording in the university or authority request points to the correct process.
Request wording Likely process What the output proves
Attested certificate or transcript Document attestation The authentication chain on the submitted document
Grade 12 equivalency Ministry of Education school equivalency The foreign school certificate’s UAE Grade 12 outcome
Qualification Recognition report MoHESR degree verification and recognition The overseas higher education qualification’s recognition
Equivalency certificate with no authority named Ambiguous legacy wording A written clarification is needed because school and degree services differ

This separation is especially useful when comparing universities in the UAE. An institution’s internal admissions check and the government document process can happen at different stages and reach different conclusions.

How does India to UAE certificate attestation work?

The UAE Embassy in New Delhi Digital Attestation service gives the current default route for India-issued documents. The document first needs India Ministry of External Affairs attestation. The UAE MoFA application then covers the UAE mission and UAE MoFA stages through a digital workflow.

One service, two attestations: One application covers both the UAE Embassy in New Delhi and the UAE MoFA in the UAE.UAE Embassy in New Delhi

The application uses UAE Pass and the UAE MoFA Attestation Service. Republic of India is selected as the country of issue. After the online form and payment, a MoFA-approved service provider arranges pickup of the original. The applicant receives the digitally attested document by email, and the original returns by courier.

This combined UAE stage shortens the chain an applicant might see on an older agency page. It doesn’t remove the India MEA requirement, and it doesn’t turn apostille, embassy attestation and degree verification into synonyms. The embassy describes most compliant digital requests as taking two to three business days, while collection and return take additional courier time. India-side preparation sits before that estimate.

Stage Authority or channel What happens
1 Indian issuing and authentication route The document is prepared for India MEA attestation under the applicable document process
2 India Ministry of External Affairs The India-issued document receives the required national foreign-office authentication
3 UAE MoFA online service The applicant logs in with UAE Pass, chooses India and submits the attestation request
4 Approved courier provider The original document is collected
5 UAE Embassy in New Delhi and UAE MoFA Both UAE attestations are completed within the combined service
6 Email and courier The digital attestation arrives by email and the original document is returned

The embassy says the original physical document is required. Official personal documents such as birth, marriage and death certificates must be submitted in original form. Other documents can be originals or true copies if the relevant national foreign office has attested them.

Document handling can decide whether the application proceeds. The New Delhi service doesn’t accept laminated documents or documents apostilled as one bundle. Each document must be handled individually. A non-Indian document normally belongs with the UAE mission in its country of issue, rather than the New Delhi route.

The India Ministry of External Affairs attestation and apostille page is the national starting source. State or document-specific preparation can differ, so a consultant’s single state chain shouldn’t be presented as a nationwide rule.

How does UAE Grade 12 equivalency work for Indian boards?

The UAE Ministry of Education service is formally called Request for Equivalency Certificate, General Education from Abroad, Grade 12. It belongs to the Ministry of Education, not MoHESR. The outcome states equivalency or rejection after authenticity and school-status checks against the ministry’s standards.

The current service has a specific Indian and Pakistani Curriculum section. The higher-secondary track asks for Grade 10 and Grade 12 board certificates with transcripts attested by the educational board or council. The three-year diploma track asks for the diploma certificate and three-year transcript, plus the Grade 10 certificate and transcript.

Indian route Current education evidence Common supporting item
Higher secondary certificate Grade 10 and Grade 12 board certificates and transcripts Passport copy and purpose document
Three-year diploma after Grade 10 Diploma certificate, three-year transcript, Grade 10 certificate and transcript Passport copy and purpose document
Study purpose The relevant attested school records University admission letter
Document outside English or Arabic Original academic record Attested legal translation

The service conditions say the Grade 12 transcript and certificate must be attested by UAE MoFA. The upload fields accept PDF files and can require multiple documents for one field to be merged. Missing or unsuitable documents pause the stated processing calculation.

The ministry displays different processing bands because some cases need correspondence or committee review. A complete case with no correspondence has a shorter stated path, while the helpful-information panel gives an overall planning figure of up to 30 days. The university’s deadline can therefore arrive before the ministry’s longest published window if the equivalency application begins late.

One condition needs particular care for Indian applicants. The service says certificates issued through distance learning, Open School or level-determination systems aren’t considered equivalent under its current rules. Affected applicants need a written answer from the university or ministry before relying on admission, because an institution’s academic offer doesn’t override the ministry service condition.

Grade 12 equivalency and admission remain separate assessments. A university can decide that CBSE marks satisfy its course threshold while the ministry separately decides whether the full school qualification meets the UAE equivalency service. The undergraduate routes in medicine in the UAE make this distinction especially important.

How does Qualification Recognition work for an Indian degree?

The current university-degree service uses the term Qualification Recognition. “Degree equivalency” remains common search language and still appears on some university pages, but it isn’t the name of MoHESR’s present overseas-degree service.

The process has two stages. Degree verification comes first through a ministry-authorised partner. After the partner confirms the verification, the applicant can enter the ministry step for the Qualification Recognition report.

Step Current route Output
1 DataFlow, Quadrabay or VFS Global as listed by MoHESR Degree verification confirmation or applicable letter validation
2 MoHESR Qualification Recognition application Recognition report if the conditions are met
Later check MoHESR recognition-verification service Confirmation that a Recognition report is authentic
Unfavourable outcome MoHESR reconsideration or exception service Review under the applicable ministry process

MoHESR makes a subtle distinction in its service description. An authorised partner may verify the degree or validate a letter from the embassy of the country of study, but this letter validation is not embassy attestation. The partner-verification step and document attestation shouldn’t be treated as interchangeable.

Ministerial Decree No. 34 of 2025 sets two core conditions. The qualification must be valid and its information accurate. The awarding institution must have been legally established, licensed and accredited by the relevant authority in the country of qualification when the degree was issued, with authority to provide the programme and award the qualification.

The ministry can revoke recognition if it later finds that a condition wasn’t met. This is why a university name alone doesn’t settle the decision. The legal and accreditation status at the time of issuance matters.

The recognition rules focus on the awarding institution and qualification, not only the physical certificate. A perfectly attested degree can still face a recognition issue if the institution lacked the necessary legal or accreditation status when it awarded the programme. The reverse distinction also matters. A positive Recognition report doesn’t certify that an applicant studied the prerequisites for one master’s or has the research preparation for one PhD.

Master’s and doctoral applicants can connect this process to the exact offer condition in the UAE master’s guide or UAE PhD guide. The course still makes its own judgement about subject relevance, grades and research fit.

How much do UAE equivalency and recognition cost?

The amounts below come from different government services. They shouldn’t be totalled unless the applicant actually needs every stage.

Service Current official fee Published timing
Grade 12 equivalency from abroad AED 50 Up to 30 days, depending on correspondence and committee review
Degree verification before Recognition AED 350 displayed by MoHESR Up to 18 days displayed for the partner stage
Bachelor’s or equivalent and lower Recognition AED 100 Ministry says two working days after verification if all requirements are met
Master’s Recognition AED 150 Ministry says two working days after verification if all requirements are met
Doctorate or PhD Recognition AED 200 Ministry says two working days after verification if all requirements are met
India to UAE digital attestation Calculated in the live application per document Embassy says most compliant requests take two to three business days, excluding preparation and courier

The MoHESR degree fees come from Cabinet Resolution No. 81 of 2025. Partner verification, attestation, legal translation and courier costs are separate. A bachelor’s Recognition case shown here therefore has an advertised AED 350 verification layer plus an AED 100 ministry application, before any other document expense.

Document-process budget = attestation and courier costs plus any translation, partner verification and the ministry fee for the procedure actually required

The published times also cover different segments. Two working days for the ministry report doesn’t mean the whole degree process finishes in two days. The partner can take up to 18 days, and an issuing institution’s slow verification response can extend the real timeline.

A realistic schedule starts from the university’s final registration date and keeps a buffer for correspondence. The Grade 12 route can take up to 30 days, the degree partner stage can take up to 18 days and the recognition report follows only after partner confirmation. These aren’t additive promises, but they show why a two-day ministry report shouldn’t be used as the total planning time.

What is the document path after Indian Class 12?

The university offer controls when each document is due. One institution can ask for attested records during application, while another allows a conditional offer and requires the official Grade 12 equivalency outcome before final registration.

  1. The course page establishes the accepted Indian board, subject and marks requirements.
  2. The offer or admissions office states whether Grade 12 equivalency is required and by which registration stage.
  3. Grade 10 and Grade 12 certificates and transcripts are prepared under the relevant Indian and UAE attestation process.
  4. The UAE Ministry of Education application uses the attested records and the university admission letter for study purpose.
  5. The equivalency outcome and the university admission decision remain separate files.

A missing equivalency result can affect final enrolment even when the university likes the applicant’s marks. Conversely, an equivalency outcome doesn’t prove that the applicant meets the competitive marks or subjects for one course. Both conditions need to be visible in an overall UAE study plan.

Conditional admission can therefore be academically positive without being administratively final. The applicant may have the required marks and still need attested records or the ministry outcome before registration. The offer letter should show which condition blocks enrolment, which can follow after enrolment and which document version the university accepts.

What is the path for an Indian bachelor’s or master’s degree?

A postgraduate applicant begins with the exact offer wording. “Attested degree”, “Qualification Recognition report” and “equivalency certificate” can point to different tasks. The current MoHESR recognition catalogue helps interpret older university wording, but only the issuing university can state what completes its own condition.

  1. The university evaluates the Indian degree’s subject, grades and institution.
  2. India-issued degree and transcript attestation follows where the university requests authenticated documents.
  3. MoHESR-authorised partner verification begins where Qualification Recognition is required.
  4. The MoHESR Recognition application follows after partner confirmation.
  5. The applicant retains the attested documents, partner confirmation and Recognition report as separate records.

A PhD applicant may need recognition for both bachelor’s and master’s qualifications if the university or authority specifies both. The fee and verification treatment should be checked for each submitted qualification rather than assumed from one completed report.

Postgraduate applications also create a timing tradeoff. Beginning every procedure before an offer can waste money if the selected course doesn’t require it. Waiting until the last registration week can make an otherwise valid offer unusable. The written offer condition resolves that choice by identifying the exact degree, report and deadline attached to the place.

Which mistakes cause attestation or recognition problems?

Most preventable failures come from sending the right certificate through the wrong process or from assuming that one output covers another. The document folder should preserve both the original chain and the purpose of each application. The New Delhi Digital Attestation rules explain the format failures specific to the India route.

Problem Why it matters Safer record
Name or date differs from passport The verification chain can stop on an identity mismatch Written correction or accepted supporting evidence before submission
Laminated original New Delhi digital attestation says laminated documents aren’t accepted Eligible unlaminated original or authority-issued replacement
Several documents under one apostille The embassy doesn’t accept bundled apostilles Each document individually handled
Wrong country mission The issuing country normally determines the UAE mission Mission responsible for the country of issue
Attestation uploaded as degree verification MoHESR says partner validation isn’t embassy attestation Separate partner confirmation
Grade 12 equivalency treated as admission The service doesn’t assess one course’s competitive entry standard Both university offer and ministry outcome
Recognition treated as professional licence Profession-specific regulators can have additional rules Recognition plus regulator decision where required

The live New Delhi service also says that a rejected attestation request receives an automatic attestation-fee refund, while service and delivery charges aren’t refundable. Correct document form therefore has a direct cost consequence.

Key takeaways

  • Attestation, Grade 12 equivalency and Qualification Recognition are three separate procedures.
  • The New Delhi digital route combines UAE Embassy and UAE MoFA attestation after India MEA authentication.
  • Indian Grade 12 equivalency currently uses Grade 10 and Grade 12 board certificates and transcripts for the higher-secondary track.
  • MoHESR Qualification Recognition begins with degree verification by an authorised partner.
  • The current overseas-degree term is recognition, although some university pages still use legacy equivalency wording.
  • Government fees, partner verification, attestation, courier and translation are separate cost layers.
  • Neither equivalency nor recognition guarantees admission or professional licensing.

Frequently asked questions

Is UAE certificate attestation the same as equivalency?

No. Attestation authenticates an official document and its seal or signature chain. Grade 12 equivalency is a UAE Ministry of Education assessment of a school qualification. Qualification Recognition is the MoHESR process for an overseas university degree. The same certificate can appear in more than one procedure without merging their outputs.

Who attests an Indian degree for use in the UAE?

The UAE Embassy in New Delhi says an India-issued document must first be attested by India’s Ministry of External Affairs. Its current digital service then combines the UAE Embassy and UAE MoFA attestations. The applicable Indian preparation before MEA can depend on the document and issuing authority.

Do CBSE students need UAE Grade 12 equivalency?

They need it when the university or UAE authority makes it an enrolment condition. The current Indian curriculum route asks for Grade 10 and Grade 12 board certificates and transcripts. A university admission letter supports a study-purpose application. The university’s own marks assessment remains a separate decision.

How much does UAE Grade 12 equivalency cost?

The UAE Ministry of Education currently displays AED 50 for General Education Equivalency from Abroad. Attestation, courier and legal translation costs are separate. The service shows up to 30 days depending on correspondence or committee review, and missing documents aren’t counted inside the stated completion period.

What is the new UAE degree equivalency process?

The current MoHESR service is called Qualification Recognition. Degree verification through an authorised partner comes first. The ministry application opens after verification confirmation. DataFlow, Quadrabay and VFS Global are currently listed partners. Older university pages can still use the phrase Certificate of Equivalency for this condition.

How long does UAE Qualification Recognition take?

MoHESR currently displays up to 18 days for the partner verification stage and says its Recognition report is issued within two working days after verification when all requirements are met. This isn’t a guaranteed end-to-end time because the awarding institution may need to answer verification correspondence.

Does an attested Indian degree guarantee UAE recognition?

No. Attestation authenticates the document chain. Recognition also considers the validity of the qualification and whether the awarding institution was legally established, licensed and accredited to provide the programme and award the degree at the time of issuance. Admission and professional licensing remain separate assessments.
