Universities in the UAE need to be compared at campus and course level, not by brand alone. Since 1 January 2026, the federal law has applied across the country, including campuses in free zones, designated business districts with their own local licensing authorities. The first action is to copy the legal campus name and full degree title from the offer into a two-column note. Course entry and the total first-year cash commitment are the next filters.
Location changes the available choice. Dubai concentrates international and Indian branch campuses, Abu Dhabi has selective research and specialist institutions, Sharjah has broad campus-based universities, and Al Ain offers a quieter setting. The wider choice between studying in Dubai and elsewhere in the UAE also includes residence, work transition and living costs.
How do you verify a UAE university and its exact programme?
The check has two results because the law regulates the provider and the degree separately. Institutional Licensure confirms that a named campus may operate as a higher-education institution. Program Accreditation confirms that the campus may offer the named degree. Federal Decree-Law No. 31 of 2025 has applied since 1 January 2026.
Dubai Knowledge Park and Dubai International Academic City are common free-zone university locations. Article 3 makes clear that federal higher-education rules extend to these campuses.
The provisions of this Decree-Law shall apply to all Higher Education Institutions and Technical and Vocational Education and Training Institutions in the State, including those in Free Zones of all types.
Enter the legal campus name in the Ministry of Higher Education and Scientific Research (MoHESR) institution register. The full degree title belongs in the Commission for Academic Accreditation (CAA) programme register, where the level, campus, specialisation and on-campus, online or blended delivery should match the offer.
Higher Education Institutions are prohibited from offering, promoting, or advertising any academic program, admitting students thereto, or commencing study therein prior to obtaining Program Accreditation.
The register pages may show their search results only after the browser finishes loading. A dated PDF or screenshot should include the words entered and the result. If the offer and register use different titles, the university’s written clarification needs to name the campus, degree and intake before any non-refundable payment.
| Step | Words entered in the register | Federal register | Result to save | If the result is missing |
|---|---|---|---|---|
| 1 | Legal institution name and UAE campus | MoHESR licensed-institution register | Current Institutional Licensure for the same campus | Ask MoHESR and the university to explain the absence in writing |
| 2 | Full programme title, degree level, campus and delivery mode | CAA accredited-programme register | Current Program Accreditation matching the offer | Do not pay a non-refundable amount until the title difference is resolved in writing |
How do university checks differ across Dubai, Abu Dhabi, Sharjah and other emirates?
The campus address determines the local authority. Dubai’s Knowledge and Human Development Authority (KHDA) publishes a higher-education directory. The Abu Dhabi Department of Education and Knowledge (ADEK) publishes its authorised-institution list, while Sharjah uses the Sharjah Council for Higher Education and Scientific Research (SCHESR).
In Abu Dhabi, ADEK’s licensing and accreditation process ends with a No Objection Letter sent to the provider before it approaches the CAA. Students don’t apply for this letter.
Dubai evidence should always carry a date. In February 2025, MoHESR named 16 Dubai institutions that had received federal licences, including BITS Pilani Dubai, Manipal Dubai and Middlesex Dubai. A page written before that announcement may describe an earlier regulatory position.
The matrix separates location fit from the extra evidence required. Green means the location directly supports the stated preference. Amber means the location can work after the named condition is resolved. For a regulated occupation, that evidence includes professional recognition, the relevant professional regulator’s acceptance of the specific degree.
| Campus location | Local authority and official record | Main university choice available | Best fit for a student who wants | Extra item to check before accepting |
|---|---|---|---|---|
| Dubai | KHDA higher-education directory | International branches, Indian campuses and local private universities | A broad choice of branch campuses and courses in one city | Daily commute, housing, transfer conditions and every payment before enrolment |
| Abu Dhabi | ADEK authorised-institution list | Public research, specialist and international institutions | Research depth, a selective specialist course or residential study | Admission route, funding decision and the campus named on the offer |
| Sharjah | SCHESR institution information | Comprehensive and American-model universities | A campus setting with engineering, architecture, business or health choices | Professional recognition, reservation refund and cross-emirate transport |
| Al Ain | ADEK’s Abu Dhabi emirate evidence | Federal comprehensive and specialist universities | A university setting away from the larger coastal cities | International admission, student housing, transport and course availability |
| Ras Al Khaimah or another emirate | The relevant local authority record | A smaller set of local and branch institutions | One named course offers a clear academic or financial advantage | Campus location, course delivery and the professional regulator, employer or future university admissions team that will assess the degree |
Which type of UAE university suits your study plan?
University type changes the questions worth asking. Indian campuses require a campus-specific admission check. International branches require clarity on the degree certificate and mobility. UAE research universities require close attention to selection and funding. Comprehensive universities are useful when a student wants several subjects within one residential setting.
Indian campuses in the UAE
BITS Pilani Dubai uses a separate Dubai admission route, according to the central BITS Admission Test FAQ. For its 2026 cycle, IIT Delhi Abu Dhabi sent Indian nationals through the Joint Entrance Examination Advanced (JEE Advanced). Eligible Indian expatriates could use its Combined Admission Entrance Test (CAET), with the brochure limiting that category to Indian passport holders who met its stated overseas residence and schooling conditions.
Indian students (holding Indian Passports), who have been living outside India for the last five years and have completed/will be completing their class VIII to XII standard of schooling from outside India.
This definition and route belong to the 2026 cycle. The 2027 route isn’t known until IIT Delhi Abu Dhabi publishes the replacement brochure.
International branch campuses
Mobility rules turn on completed academic credits, the workload units counted towards a degree. Heriot-Watt University describes Go Global as its inter-campus transfer programme, while the University of Wollongong in Dubai (UOWD) publishes a separate route to Australia. Available places, grades, credits, fees and visa requirements can all affect the outcome.
UAE research and specialist universities
Khalifa University offers technical and research-led study in Abu Dhabi. Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) publishes a specialist artificial-intelligence route with its own screening process, while United Arab Emirates University (UAEU) is a federal comprehensive university in Al Ain. The current admission page decides the intake, applicant category and funding route at each institution.
Comprehensive residential universities
American University of Sharjah (AUS) and the University of Sharjah offer broad subject choice within campus settings. New York University Abu Dhabi publishes need-based aid information for international applicants. These institutions merit comparison when programme depth, residential life and the actual aid result matter more than a branch-campus identity.
Which UAE universities fit different student priorities?
The student’s intended outcome is the starting point. The examples below link that outcome to published university evidence and one question that should be answered by the offer. This isn’t an overall ranking.
| What the student wants | University to examine first | Official evidence behind the match | Question the offer must answer |
|---|---|---|---|
| An Indian engineering campus in Dubai | BITS Pilani Dubai or Manipal Dubai | BITS Dubai admissions or Manipal Dubai admissions | Which campus-specific route, documents and deadlines apply to this intake? |
| India-specific school entry guidance | Heriot-Watt University Dubai | Board, subject and year-of-entry requirements for India | Does the marksheet satisfy every condition for the intended year of entry? |
| Specialist undergraduate study in artificial intelligence | MBZUAI | Undergraduate screening and admission process | What is the final scholarship decision after selection? |
| Selective engineering study in Abu Dhabi | Khalifa University | Programme subjects, tests and international route | Which academic and test conditions remain after the initial application review? |
| A global undergraduate route with need-based aid | NYU Abu Dhabi | Need-based institutional aid for international applicants | What is the family’s net price after the aid decision? |
| Architecture or computing with named professional evidence | AUS or UOWD | AUS accreditation or UOWD accreditation | Does the named recognition cover this exact degree and intended country of practice? |
| A broad Sharjah course choice | University of Sharjah | Admission documents and seat-reservation terms | How much becomes non-refundable when the seat is reserved? |
Professional evidence is degree-specific. The AUS accreditation page says its Bachelor of Architecture is recognised by India’s Council of Architecture, the Indian statutory body that regulates architectural education and registration. The UOWD accreditation page names Australian Computer Society accreditation for its Bachelor of Computer Science and listed majors. Students planning a regulated career should check the exact degree with the authority in the country where they intend to practise.
The UAE medicine and dentistry recognition route needs a deeper course-by-course check because clinical training, internship and India’s return requirements cannot be inferred from the university’s general status. The same principle applies to any regulated qualification.
How do Indian Class XII and degree qualifications match UAE entry rules?
Each university applies its own course rules to CBSE, CISCE and state-board results, including the overall mark and compulsory subjects.
For example, Heriot-Watt University Dubai’s current India guidance lists 65 per cent overall for Year 1 engineering entry, with 60 per cent in Mathematics and Physics or Chemistry. Direct Year 2 engineering entry lists 85 per cent overall and 80 per cent in the named subjects. These figures illustrate the difference between two entry points; they aren’t UAE-wide thresholds or 2027 promises.
The comparison should preserve the marksheet as issued: board, aggregate, required subjects, English evidence and any entrance test. Converting a percentage into an unofficial GPA can distort the record.
Missing the direct Year 1 threshold can change the route rather than end the application: the university may offer a foundation programme, preparatory study before the undergraduate course. Paperwork has a different effect. A request for attestation means the school certificate must be authenticated, while Grade 12 equivalency assesses it against the UAE school standard. MoHESR’s Qualification Recognition process applies instead to a higher-education degree earned outside the UAE. The UAE certificate attestation and recognition map shows which authority handles each document task.
| Item on the Indian record | Copy exactly | Published rule to compare it with | What a mismatch changes |
|---|---|---|---|
| School board | CBSE, CISCE or the exact state board | The university’s board-specific route | The percentage or subject rule may be different |
| Overall Class XII result | Official aggregate and its calculation basis | The minimum for the course and year of entry | The applicant may need foundation or Year 1 entry instead |
| Required subjects | Each named subject and mark | Mathematics, science, English or portfolio condition | A strong aggregate may still leave a compulsory subject unmet |
| English evidence | Class XII English mark and accepted language test | The course’s language requirement and exemption rule | An English test may remain as an offer condition |
| Selection evidence | Entrance test, interview or portfolio result | The published selection stages after academic screening | Meeting the marks threshold may not produce an offer |
| School-certificate documents | Attestation, Grade 12 equivalency and stated deadlines | The university’s enrolment checklist | Registration may be delayed until the document is supplied |
For postgraduate study, degree length, marks and subject content can all change the result. A 3-year Indian degree can be considered by some universities and rejected by another programme that requires four years. The current master’s eligibility comparisons for Dubai and the UAE map those differences at programme level, while the MBA in Dubai comparison separates academic entry from experience and school-level accreditation.
What should you include in a UAE university first-year cost comparison?
Count cash by date and purpose: tuition for the actual credit load, application and reservation payments, compulsory university charges, insurance, housing, transport, student residence processing and arrival expenses.
| Institution and intake or fee period | Published amount | What the amount covers | Cost still missing |
|---|---|---|---|
| University of Sharjah, Fall 2026/27 | AED 360 application fee and AED 12,000 seat reservation | Application and seat holding; AED 3,000 of the reservation is non-refundable on withdrawal or non-enrolment | Tuition, housing, transport and other compulsory charges |
| AUS, Fall 2026 | AED 55,438 per semester | Tuition for 12 to 16 undergraduate credits | Activity, skills, health, housing and other separate charges |
| Manipal Dubai, September 2026 | AED 44,100 to AED 57,750 per year | Annual tuition range across selected undergraduate programmes | Registration, visa, insurance, housing and transport |
| NYU Abu Dhabi, 2026/27 | USD 90,442 estimated cost of attendance, including USD 68,574 tuition | Published annual estimate before institutional aid | The family’s net amount after its aid decision |
Four dated official price examples for constructing the first-year sheet
The table uses University of Sharjah admission information, the AUS Fall 2026 fee guide, Manipal Dubai’s September 2026 fee schedule and NYU Abu Dhabi’s 2026/27 cost of attendance. Each amount needs replacement when the student’s intake publishes its own schedule.
The University of Sharjah example also shows how much cash may be committed before tuition and living costs are added.
Cash committed at application and reservation = AED 360 + AED 12,000 = AED 12,360
AED 3,000 of that reservation was published as non-refundable on withdrawal or non-enrolment. A family comparing several offers should place the refund deadline beside the amount at risk.
NYU Abu Dhabi says international applicants may be assessed for need-based institutional aid through the College Board’s CSS Profile financial-aid application. Net price is the published cost minus confirmed aid, not the amount the student hopes to receive.
The detailed student cost of living in Dubai, Abu Dhabi and Sharjah supplies current housing and monthly budget models. The family’s sheet should enter only a confirmed scholarship or aid amount, then subtract it from the cost it explicitly reduces, such as tuition, housing or both. An automatic tuition discount, need-based aid and a funded graduate offer reduce different costs, which is why the UAE scholarship-fit matrix keeps those funding types separate.
Does a branch-campus name guarantee recognition or an overseas transfer?
No. The branch name doesn’t create an automatic overseas transfer right or prove that the degree certificate will use the same wording as the home campus. Here, award means the degree conferred by the university, and award wording is the institution, degree title, specialisation and campus text printed on the certificate and transcript. Heriot-Watt’s Go Global programme and UOWD’s route to Australia remain subject to their published eligibility, credit, place, fee and visa conditions.
Before treating mobility as part of the course value, obtain written answers to five questions.
- Which destination campuses and named programmes participate for this intake?
- What grades, completed credits, conduct rules and place limits apply?
- Which completed UAE credits will count towards the destination degree?
- Which tuition, scholarship and housing terms apply after the move?
- Who arranges and pays for the new visa, insurance and travel?
The university can provide the final award wording before enrolment. A professional regulator, employer, future university admissions team or UAE qualification-recognition body can then assess the exact text for the student’s intended next step.
How should you build a defensible UAE university shortlist for 2027?
Complete all seven rows below for every university on the shortlist. A blank evidence cell means that candidate isn’t ready for a final decision.
The order matters. Course fit comes first, followed by status and admission evidence before the family compares final costs. Later-use evidence moves earlier when the student plans a regulated career or campus transfer. Repeating the same seven checks for every candidate makes an assumed scholarship, missing document or unclear degree outcome visible beside an otherwise attractive choice.
| No. | Decision check | Student action | Evidence saved | Decision before moving on |
|---|---|---|---|---|
| 1 | Course fit | Record the official degree title, campus, mode, intake and duration | Course page and module list | The content and level match the study plan |
| 2 | Institution status | Search the legal campus name in the federal institution register | Dated result or PDF | The campus has current Institutional Licensure |
| 3 | Programme status | Search the full degree title, level, campus and mode | Dated programme result or PDF | The record matches the offer |
| 4 | Local record | Open the authority record for the campus emirate | Dated KHDA, ADEK, SCHESR or other official result | The provider appears in the relevant local system |
| 5 | Admission | Map the Indian qualification to every course condition | Requirement page and marksheet comparison | No compulsory subject, test or document is missing |
| 6 | First-year cash | Add tuition, compulsory charges, housing, transport and amount at risk | Fee schedule, refund policy and offer | The family can fund the dated total |
| 7 | Later use | Check award wording, professional recognition and mobility where relevant | University letter and reply from the professional regulator, future university admissions team or UAE qualification-recognition body | The exact degree supports the intended next step |
- Save the current campus licence and named degree accreditation as two dated federal results.
- Use the campus address to identify KHDA, ADEK, SCHESR or another local authority.
- Replace 2026 Indian admission examples with the 2027 route when it is published.
- Compare first-year cash by payment date, including every non-refundable amount.
- Obtain written award, professional-recognition and transfer evidence when those outcomes matter.
Frequently asked questions
Which are the best universities in the UAE for Indian students?
For Indian engineering-campus familiarity, examine BITS Pilani Dubai or Manipal Dubai; for selective research, examine Khalifa University; for artificial intelligence, examine MBZUAI. The final choice depends on the named course, your Indian qualification, confirmed funding and intended career. No university is best across all four factors.
Is KHDA approval enough for a university in Dubai?
No. KHDA is Dubai’s local education authority, so its directory provides local evidence only. The legal campus should also appear in the MoHESR institution register, and the named degree should appear in the CAA programme register. A regulated career may require one more answer from its professional authority.
Are BITS Pilani Dubai and Manipal Dubai federally licensed?
Yes, as of MoHESR’s February 2025 announcement, both were among 16 named Dubai institutions that had received federal licences. That announcement is dated evidence about the institutions, not every degree offered in a later intake. The current official records and the student’s offer should agree on the named course.
Can an Indian state-board student enter a university in Dubai?
Yes, provided the university accepts that state board and the student meets every condition for the named course. The percentage and subject requirements may differ from CBSE or CISCE routes. The admissions team should assess the original marksheet against the applicable board rule rather than a copied CBSE threshold.
Are universities in Abu Dhabi better than universities in Dubai?
No. Abu Dhabi is not generally better than Dubai, and Dubai is not generally better than Abu Dhabi. Abu Dhabi can suit selective research or specialist study, while Dubai offers a wider branch-campus choice. Subject depth, confirmed funding, housing and commute should decide the city for a particular student.
Does a Dubai branch-campus degree match the home-campus degree?
Not necessarily. A Dubai branch degree may share an awarding body or curriculum with the home campus while using different award wording, fees or mobility conditions. The university should provide the certificate and transcript wording. When transfer matters, the destination-campus eligibility, credit, fee, scholarship and visa terms need to be in writing.
Do Indian students need UAE Grade 12 equivalency for university?
Only when the university lists Grade 12 equivalency as an enrolment condition for the student’s foreign school certificate. The timing can vary by institution and offer. Equivalency assesses the school certificate against the UAE standard; attestation authenticates the document. Both should be started according to the university’s current enrolment checklist.
How many UAE universities should be on a final shortlist?
Three is a practical final shortlist: one strong academic fit, one lower-risk financial option and one credible alternative. Each choice should have dated institution, degree, local-authority, admission and first-year cost evidence. A fourth option is useful only when it covers a distinct course, city or funding outcome.
