CROUS Accommodation in France: When Internationals Can Apply

For a September 2027 start, CROUS accommodation, a room in France’s publicly supported student-residence network, should be one housing route, not the only one. The current 2026/27 process gives international students access only from the complementary phase, and a confirmed room can require action within five days. A workable plan runs CROUS, institution-linked housing and a private fallback together. The next France housing decision is whether your documents, proof accepted by the owner and move-in cash can be ready when a real offer arrives.

The 2027/28 CROUS calendar wasn’t published when checked on 10 August 2026, so this page labels the latest available dates rather than carrying them forward. It also uses EUR 0 as the normal housing-aid assumption from CAF, the French family-benefits agency, for a new Indian student whose only French status is student. Euro figures convert using EUR 1 = INR 109.83, rounded from the European Central Bank reference rate of INR 109.8275 on 7 August 2026, the latest working-day rate available when checked on 10 August.

Which student accommodation route in France should you use?

A sound search keeps at least two routes active until one property is confirmed in writing. A private student residence is a purpose-built building run by a company, while a direct rental is a lease with an owner or estate agent. The useful comparison is not advertised rent alone. It is whether the property, guarantee and payment schedule fit your arrival.

Your future institution can state whether it nominates students to a CROUS residence, has partner housing or provides a verified rental portal. The current Etudiant.gouv housing process itself tells international students to ask the institution about specific solutions. A nomination route can reduce uncertainty, but it doesn’t reserve a room until the provider confirms one.

The decisive point is offer-day readiness. A cheap listing isn’t usable if the accepted guarantor certificate, signing cash or right document is still missing. The wider France application plan keeps admission, visa validity and arrival dates aligned with the same move-in plan.

How does CROUS accommodation work for an international student?

An international student could apply in the 2026 complementary phase, not the main phase. The main phase ran from 5 May to 29 June 2026 and prioritised students using French social criteria. The complementary phase opened to all students, including international students, on 7 July. Those dates describe 2026/27 only and must be replaced when France publishes the 2027/28 calendar.

The current process is a live search rather than a queue. Rooms left after the main phase, and rooms returned after cancellations or departures, appear on the official platform. The system applies social priority to applications for available stock. It doesn’t hold a fixed place for every applicant who checked earlier.

In English, there is no waiting list and the student must check the site regularly. Repeated checks can find returned rooms, but they shouldn’t delay a private decision beyond the last date on which you can cancel safely or still secure another home.

A CROUS allocation result may still lead to local residence steps for a guarantor, tenant insurance, arrival appointment and room rules. The residence’s own offer and cancellation terms control any payment. Your France admission and intake calendar should leave enough time for this housing process and a backup before travel.

How much does student accommodation in France cost?

Current official guidance puts average CROUS rent near EUR 450 a month in Paris and EUR 350 elsewhere, while a private studio starts around EUR 800 in Paris and EUR 400 elsewhere. Paris and its surrounding region are called Ile-de-France. These are planning figures, not guaranteed 2027 prices. The named property’s base rent, meaning rent before service charges, must be considered with utilities, contract length and commute cost before choosing.

Official housing guidance available on 10 August 2026, converted at the dated ECB rate

The current Campus France housing page gives the newer CROUS averages and private-studio starting points. Its January 2025 student-expense sheet provides the wider residence bands. The two sources answer different questions, so a starting point shouldn’t be treated as a likely total or ceiling.

A room that is EUR 100 cheaper can still cost more overall if electricity, internet and a long commute sit outside rent. The full first-year cost of studying in France should carry twelve months of housing spending, while the separate move-in reserve carries refundable and early cash.

Can an Indian student use Visale as a rental guarantee?

Yes, a qualifying Indian student aged 18 to 30 can use Visale, but the order matters. Visale is Action Logement’s free guarantee to the owner against eligible unpaid rent and charges. It is not money paid to you, housing aid or a promise that an owner will choose your application.

The student requests a Visale certificate online. The certificate states the maximum rent including charges and its validity period. The owner then uses that certificate to activate the guarantee before or on lease signing. Visale’s tenant instructions say the request must come before lease signature and entry into the home.

A non-EU student’s immigration document can create a timing problem. The official Visale eligibility FAQ says a student visa whose validity date hasn’t begun is not accepted. A provider may want the certificate before holding a room, while the visa start date prevents the request. The provider’s written terms should state whether Visale is accepted, when the certificate is due and which alternative guarantee works if the dates don’t align. The France student visa sequence helps place the visa-validity date against move-in.

No fixed Visale processing time is published in the current official guidance checked for this page. A same-day certificate therefore cannot be assumed when a property sets its signing date.

The ceilings are not average rents and don’t make housing affordable. Action Logement’s January 2026 Visale leaflet also states that the guarantee covers the first three years of occupation under the current scheme. The property, lease, student and certificate must all meet the live conditions when you apply.

What should an Indian student prepare before a housing offer?

A property-ready file is more useful than one generic folder that assumes every provider asks for the same proof. The file normally brings together identity, admission or enrolment evidence, current immigration evidence, resources and the accepted guarantee. Each item should be ready in the format and language requested through the provider’s official route.

Three housing requirements are often confused. A security deposit is your cash held against obligations or justified damage. A guarantor undertakes payment if you default. Tenant insurance covers at least the rental risks required by law. Paying a larger deposit doesn’t replace an accepted guarantor or insurance certificate.

The Service-Public deposit rules set the one-month and two-month ceilings for ordinary main-residence leases. A mobility lease is a short furnished lease available to specified mobile tenants, including higher-education students. It cannot carry a security deposit. The same official page says the owner or agent may receive rent, the lawful deposit and relevant agency charges at signing, but cannot demand other sums merely to obtain the signature.

In English, the owner or agent may receive the rent and lawful deposit when the lease is signed. The deposit remains move-in cash even though it may be returned later. An entry condition report is the joint written record of the home’s state when keys are handed over. The matching exit report, photographs, keys and written evidence support any later dispute about deductions.

The Service-Public tenant-insurance rule requires cover for rental risks, including fire, explosion and water damage. Evidence is due when keys are handed over and can be requested once each year. This is compulsory cover for the rented home, not automatically full cover for your belongings or damage to neighbours.

Can a new Indian student budget for CAF housing aid?

No, a typical newly arriving Indian student whose only French status is student should budget EUR 0 from CAF. CAF is the French family-benefits agency that administers personal housing aid. From 1 July 2026, a non-EU student holding a study visa or study residence permit needs a qualifying French social-criteria higher-education scholarship unless another listed exception applies.

In English, the affected students can receive personal housing aid only if they receive the specified social-criteria scholarship. CAF lists separate exceptions for qualifying paid work, apprenticeship, another recognised work-study contract, refugee or stateless status and certain spouse cases. A Charpak, Eiffel, Erasmus or university merit award doesn’t by itself prove that scholarship condition.

The controlling July 2026 decree narrows the scholarship category rather than preserving every international award. Assumed aid stays at zero until CAF accepts the actual status and award. The France scholarship comparison can identify an award’s own benefits, but its stipend should not be silently converted into CAF eligibility.

An eligible student still faces a cash delay. The official CAF student guidance says entitlement begins in the month after move-in and the first payment generally arrives around two months after the request, subject to a complete file. First rent and deposit therefore need another source even in an eligible case.

How much cash do you need before moving into student housing?

The worked outside-Paris furnished-studio example needs EUR 1,300, about INR 1.43 lakh, before any agency charge or temporary stay. The move-in cash calculation belongs beside, not inside, the annual budget. Annual housing spending counts rent, charges, utilities and insurance consumed over the year, while move-in cash also includes a refundable deposit and early payments that may already sit inside the annual total.

The example below uses a furnished private studio outside Paris with EUR 400 monthly base rent, the current Campus France starting figure. It assumes no agency charge and no temporary stay only to show the minimum arithmetic. The deposit uses the legal maximum of two months of base rent, and insurance uses the top of the dated EUR 80 to EUR 100 annual planning band.

The EUR 800 deposit can be refundable, subject to the lease, condition reports and justified deductions. It belongs in cash needed before arrival but not automatically in the year’s consumed cost. The EUR 400 first rent already belongs in the annual rent total, so don’t add it a second time when combining the two calculations. Real agency charges, utilities and a temporary stay must replace the zero assumptions.

This is an Nbyula planning check, not an official approval formula. Give each factor 1 only when it is ready for the named property. A student who has verified the home, completed the file and saved the cash, but plans to obtain Visale after signing, scores 1 x 1 x 0 x 1 = 0. The missing guarantee must be resolved before relying on that lease.

The exact home and the person collecting money need independent confirmation before signing or transferring funds. Campus France tells students not to send money remotely until they have signed a rental agreement and had direct exchanges with the owner or agent. An urgent message, an owner who cannot be identified or a payment request without a valid agreement is a reason to stop.

Base rent and charges belong on separate lines. A furnished label changes the deposit ceiling, and a mobility lease changes it again. Included furniture and visible damage belong in the entry report. Service-Public says the deposit-return maximum is generally one month after key return when the exit condition matches the entry report and up to two months when it differs, subject to the detailed rules and justified deductions.

A CROUS room returned by another student goes back into official stock. It cannot be privately transferred for a fee. For other properties, the Campus France fraud guidance and a verified institution route are safer starting points than a message forwarded through an unknown account.
