The right funding route depends on who must create or submit the application, not on the headline amount. A programme consortium is a group of universities that runs one joint course. A student can apply directly for some awards, a consortium controls Erasmus Mundus, a coordinator selects Paris-Saclay candidates, and a French institution alone can submit an Eiffel file. The earliest internal action is therefore often more important than the public result date.

The French Ministry for Europe and Foreign Affairs says most French-government scholarships are awarded through the cultural and cooperation departments of French embassies and consulates. CROUS is France’s regional student-services network. CAF is the French family-benefits agency that administers housing aid. Charpak and Eiffel have very different application routes. An Indian student starts the Charpak Scholarship application after applying to an eligible French programme. For the Eiffel Scholarship, the French institution selects the candidate and sends the file to Campus France. Neither award uses a general France scholarship form.

Erasmus Mundus is also not a France-only award. It funds a joint Master’s delivered by a consortium, with study in several countries. The European Commission says students apply directly to the institution running the chosen programme, and the named programme publishes its entry rules and scholarship steps. A French study location matters only if it appears in that consortium’s actual mobility plan.

A useful shortlist has four fields before the amount. It records the eligible programme, who accepts the application, the first date set by that person or institution, and the admission proof needed by then. A late application cannot be repaired with stronger documents.

What do scholarships in France actually pay for?

French scholarships may pay tuition, living expenses, travel, visa costs, insurance or only one part of that list. The word scholarship does not prove that an award is fully funded. A tuition exemption cannot pay a rental deposit, while a monthly stipend that starts after registration cannot settle a pre-arrival invoice.

Paris-Saclay shows why timing belongs beside amount. Its current programme pays EUR 10,000 from September to June and up to EUR 900 for travel and visa costs. It also states that payment starts only after the student reaches France and registers, with no advance.

CVEC is the campus-services contribution paid or cleared before enrolment. A Paris-Saclay recipient may still need tuition, CVEC clearance, travel, a housing deposit and first rent before the first scholarship payment. The Paris-Saclay scholarship page also says tuition is not included and accommodation is not guaranteed. The annual value is real, but it doesn’t describe the student’s cash position on arrival day.

Erasmus Mundus uses a broader combined contribution. The 2026 Programme Guide calculates up to EUR 1,400 a month for the programme duration, and the student page says scholarships cover participation costs and contribute to travel, visa and living expenses. The consortium’s student agreement and payment calendar still decide when the student receives the money.

Insurance and housing help also need literal reading. An award may arrange health cover without paying every medical cost, or help find accommodation without paying the rent. The 2026 Charpak Master terms list student visa and Campus France procedure-fee exemptions, student social security, additional insurance and help finding housing with CROUS priority subject to availability. Paris-Saclay says accommodation isn’t guaranteed.

Which institution scholarships could help in 2027?

Institution scholarships could reduce 2027 costs, but their value and selection method differ by school. M1 and M2 are the first and second years of a French Master’s, while MiM means Master in Management. The UGA row illustrates a common misunderstanding. A EUR 9,000 award is not automatically a EUR 9,000 tuition waiver. UGA says tuition depends on the institution and that holding the scholarship does not itself remove the fee. The written invoice must show any separate exemption.

The EDHEC India award is another useful distinction. It is a school and embassy co-financed tuition reduction for two admitted MiM students, not the same scheme as Charpak. Similar names such as embassy scholarship, France Excellence and institution merit funding do not make the application routes interchangeable.

At schools with automatic merit review, an admission offer may arrive before the scholarship result. The admission offer, scholarship decision and fee invoice remain three separate documents even when one portal delivers all of them. Each document answers a different question about your seat, funding and final tuition.

Programme recognition still matters before scholarship value. A discount on a poorly matched or unclear qualification can be more expensive than a smaller award on the right degree. How much should you budget before a scholarship is confirmed?

A safe budget counts the scholarship as EUR 0 until a written award states the amount, payment date, tuition effect and conditions. This method is deliberately conservative. A shortlist entry, nomination request or automatic review does not create money the student can use for a fee invoice or visa file.

Take a public Master’s example using official 2026/27 figures as reference information because the 2027/28 fee schedule was not published on 10 August 2026. The current public-fee schedule gives EUR 3,950 as the higher fee that can apply to some new non-EU Master’s students. Worked funding example at EUR 1 = INR 109.83 on 7 August 2026

The annual subtraction is not permission to show only EUR 4,585 for the visa. France-Visas decides which award letter and funds evidence it accepts for the actual file. The EUR 10,530 above is already the twelve-month living plan in this example, so adding the same visa floor again would double count it.

A seat deposit can create the largest timing problem. It may be due before the scholarship jury meets, and a refund may depend on the school contract. A monthly award cannot pay a deposit that falls due two months earlier. The France accommodation sequence similarly keeps temporary housing, deposit and first rent visible before any later housing support.

Stacking means holding two scholarship benefits during the same funded period. Compatibility depends on the funded months and the organisation paying each award, not just the award names. Two benefits in different academic years may be allowed even when they cannot be held in the same month. An award described as external is not automatically compatible.

Sciences Po, for example, permits some outside awards but restricts combinations with other Sciences Po and partner funding. If two awards cover the same period, ask both providers to confirm how the combination changes the tuition reduction and stipend.

Can a new Indian student get a CROUS scholarship or CAF housing aid?

A typical newly arriving Indian student should budget on neither a CROUS social-criteria scholarship nor CAF housing aid. Under the 2026/27 ministry circular, the ordinary non-EU route requires a qualifying residence document and at least two years of domicile in France.

The same route requires two years of attachment to a French tax household. In practice, the student’s father, mother, legal guardian or person with delegated parental authority must have a French tax household, and the student must appear as attached to it in the relevant French tax records. The two-year condition is assessed on 1 September of the academic year for which the scholarship is requested. Refugees, stateless people, people with subsidiary or temporary protection, and other listed cases follow separate rules.

In plain English, the quoted rule says these students can receive personal housing aid only if they receive a social-criteria higher-education scholarship. The implementing decree excludes other state, local-authority and international-cooperation aid from that definition. Charpak, Eiffel, Erasmus Mundus or a university merit award therefore doesn’t qualify by itself.

Paid work, apprenticeship or a professionalisation contract can create other legal routes. A professionalisation contract is paid work combined with formal training. Refugee or stateless status and some family situations can also change the rule. These are status exceptions, not scholarship substitutions.

When should you apply for France scholarships for 2027?

The 2027 scholarship calendar should start in August or September 2026. It needs the live programme and award pages, plus the first admission, selection or nomination date for the chosen programme. Every 2026 reference date needs replacement when the matching 2027 call appears.

For Eiffel, the 2026 public call closed on 8 January 2026 and accepted only institution submissions. That date is reference information because it does not reveal a school’s 2027 preselection date. EDHEC’s current process asks Master’s candidates to accept their programme seat before preselection begins. The school’s new preselection date belongs in the calendar when it is published.
