How much should an Indian student budget for France?
France has an ordinary public-university fee and a higher fee that can apply to some new non-EU students. The three cases below use the same current process charges and twelve-month period. Each total includes twelve months of living expenses, current public Master’s tuition, the current CVEC, the India EEF fee, the reduced student visa fee and student VLS-TS validation. It excludes the variable VFS charge, airfare and refundable rent deposit. It also excludes bank and remittance margins, which are the exchange-rate spread or transfer fee added by the provider to the reference conversion. A private school can move the total far above all three cases.
A two-year Master’s can bring a second tuition invoice and another year of rent, food, transport, insurance and CVEC. A gap year may also add service or administrative charges. What are France’s current public tuition fees?
For 2026/27, the French Ministry’s fee schedule sets an ordinary registration fee and a higher differentiated fee for some new non-EU students. These figures cover national qualifications, such as the bachelor-level Licence, Master or doctorate issued under state rules. They don’t automatically cover qualifications created and priced by an institution, private schools or continuing education.

A university may exempt some students from the higher fee. The 2026 reform limits the share covered by these university decisions to 30% in 2026/27, 25% in 2027/28 and 20% from 2028/29. The 25% figure is an institution-wide ceiling for 2027/28, not a 25% discount or a promise to each applicant.
For a public national Master’s, use EUR 3,950 until the admission letter, fee notice or exemption decision confirms EUR 255 or another lower amount. The current gap is EUR 3,695, about INR 4.06 lakh at the dated rate. A university’s 2026 decision does not establish what it will charge a new student in September 2027.
A statutory exemption comes directly from a national rule rather than a university’s choice. A qualifying exchange or mobility arrangement is one common case. A French-government scholarship can create a separate government exemption for an eligible public national degree. The Contribution de vie étudiante et de campus, or CVEC, is a separate campus-services contribution collected before administrative enrolment. The current Etudiant.gouv page gives EUR 105 for 2026/27, about INR 11,532. After payment or exemption, the portal issues an attestation, which is the proof the institution checks at registration.

How much can a named French business programme charge?
A private or school-specific programme can charge tens of lakhs more than a national public Master’s. MiM means Master in Management, while MBA means Master of Business Administration. In the HEC row, M1 is the first year of the Master’s and M2 is the second. The exact intake, duration, service fees, application charge, deposit and refund terms belong in the comparison. The rows don’t all measure the same period. Some show one academic year, while others show the full programme. Schools also differ on whether compulsory services sit inside the tuition figure. Convert each offer to a full-programme amount, then list application charges, services and deposits separately. The official programme fee page and your cohort’s offer or enrolment contract are where any permitted later-year increase should be stated. A deposit deducted from tuition changes payment timing but not the final price. An application charge remains extra even if admission is denied.

A student choosing among a national Master’s, Master in Management and MBA in France must compare total tuition across the full programme, not one year’s advertised charge. Application fees and deposits also determine how much money is due before a scholarship or education loan is released.
What are monthly living expenses in France for an international student?
Monthly living expenses vary mainly with rent, housing type and city. Ile-de-France means Paris and the surrounding region. CROUS is the publicly supported student-services network that runs lower-cost residences, but a room isn’t guaranteed. Campus France’s official bands help with early planning, while an actual budget needs a current property listing and city transport tariff.

Dated official planning bands, not guaranteed 2027 prices
The EUR 900 outside-Paris plan is an Nbyula planning assumption, not an official national standard. The EUR 1,500 Paris plan follows HEC Paris’s published 2025 living-cost orientation. For either case, add the listing’s rent, building charges, electricity, internet and water to groceries, transport, insurance and personal spending. A cheaper room farther from campus can reduce rent but raise both commuting cost and travel time.
Moving from EUR 900 to EUR 1,500 a month adds EUR 7,200, about INR 7.91 lakh, over twelve months even when tuition is unchanged.
Under Service Public’s deposit rule, the ceiling is one month’s rent excluding charges for an unfurnished main residence and two months for a furnished one. This refundable amount is needed at move-in but is not spending unless the landlord retains some of it under the tenancy terms. Can a new Indian student count on CAF housing aid?
No. CAF, the French family-benefits agency, administers personal housing aid. From 1 July 2026, a newly arriving Indian student whose only French status is student normally needs a qualifying French social-criteria scholarship to access this aid, unless another exception in law applies. This means a means-tested award under the French higher-education system, not a general merit or international scholarship.

In English, CAF says that access to personal housing aid changed for some non-EU students from 1 July 2026. Exceptions can cover students in qualifying paid work or an apprenticeship, as well as refugees and stateless people. A Charpak, Eiffel, Erasmus or university merit award does not by itself meet the social-criteria scholarship condition.
Use no housing-aid reduction in the base budget until CAF confirms eligibility and the amount. Even an eligible student may need to pay the first rent and deposit before the application is decided or the first payment arrives.
Which application and visa costs sit outside tuition?
An Indian student has several separate process costs, and EUR 50 is only the reduced consular visa fee. Études en France, or EEF, is the application platform used by Campus France India. EEF file validation means Campus France has reviewed the submission and opened the official payment step. It is neither university admission nor visa approval. The university decides admission, while the French consular authority decides the visa. The Campus France India process, VFS appointment service and post-arrival VLS-TS validation each create a different cost line.

For applications deposited from 1 August 2026, France-Visas gives EUR 877.50 as the monthly resource minimum. The legal rule ties the amount to 47% of the gross monthly SMIC, France’s statutory minimum wage, so check the live figure again on the filing date.

In English, the decree requires monthly resources of at least 47% of the gross monthly minimum wage. Twelve months at EUR 877.50 equals EUR 10,530, about INR 11.56 lakh. This is money to prove and live on, not another fee. If the budget already contains twelve months of living expenses, adding EUR 10,530 would count the same purpose twice. Use whichever is higher, the living plan or the visa floor.

How do you calculate your first-year France budget?
Make two calculations. The first is expected spending during year one. The second is a move-in reserve for money needed upfront, including refundable amounts and costs already present in the yearly total.

Replace the tuition and CVEC lines when France publishes the 2027/28 schedule. Your bank’s rate and remittance margin will also make the rupee payment different from the ECB reference conversion.
Move-in reserve = refundable cash + already-budgeted first-month spending + extra one-off arrival costs
The three parts have different treatment. Refundable cash is the security deposit. Already-budgeted spending is the first month’s rent, food and transport, which already sit inside the twelve-month living total and must not be added again. Extra one-off costs include airfare, the VFS service charge and temporary housing when these are absent from the first-year formula. Add those once. For a furnished home at EUR 600 monthly rent excluding charges, the legal deposit ceiling can be EUR 1,200. Keep that refundable EUR 1,200 in the move-in reserve rather than expected spending.
How can scholarships, work and student savings change the budget?
Scholarships can reduce the budget only after the award states what it covers. Some awards pay a stipend, some help with tuition, and some cover travel or insurance. Keep competitive funding at zero while comparing offers, then replace the relevant line when a written result arrives.
The application routes also differ. The general France scholarship options, India’s Charpak schemes and the institution-nominated Eiffel Excellence Scholarship do not support one common assumption about tuition or monthly cash.
Future earnings should also remain zero in the pre-arrival funding plan. The France student visa conditions currently allow up to 964 salaried hours in the residence-title year. This is the annual quota period that begins when the VLS-TS is validated or the residence card is issued. France-Visas says part-time work is supplementary income and cannot cover all expenses. A job cannot replace the resource evidence required before arrival.
Since 4 May 2026, Etudiant.gouv says the EUR 1 CROUS meal is available to all students with an active Izly account or card, rather than only to social-criteria scholarship holders. Izly is the campus payment account used in CROUS restaurants. The price covers one eligible meal, not a full day’s food.
