CVEC France: Fee, Exemptions and Attestation

CVEC in France is a registration-stage student contribution, separate from tuition and the student visa. An Indian student’s nationality doesn’t decide the result. Whether the programme is initial or continuing education, and whether France recognises your exemption, decide it. You will fall into one of three groups. You pay and download an attestation, the certificate your institution checks at registration, you are exempt from payment but still download that certificate, or you are outside the CVEC process and do neither.

The official amount is EUR 105 for the 2026/27 academic year, about INR 11,563 using EUR 1 = INR 110.1228 from the European Central Bank rate for 10 August 2026. France has not published the 2027/28 amount on the official pages checked on 11 August 2026. For a 2027 France study plan, these are reference figures until the live campaign publishes the amount for that registration year.

What is CVEC in France and how much is it for 2026/27?

CVEC stands for Contribution de vie étudiante et de campus. It helps fund student reception, social support, health and prevention, culture, sport and student initiatives. The official Etudiant.gouv explanation gives EUR 105 as the amount for 2026/27, while Article L841-5 of the Education Code provides for annual inflation indexation.

This means the EUR 105 figure belongs to one academic year. It isn’t a published 2027/28 fee. CVEC is also not included automatically in your university tuition, differentiated non-EU fee, Campus France India payment, visa fee or post-arrival residence validation. A complete France study budget keeps those charges on separate lines.

A tuition waiver therefore does not settle your CVEC result. Likewise, paying CVEC does not pay any part of tuition. If you are comparing public and private universities in France, identify the programme’s training category rather than assuming that institution ownership changes the CVEC rule.

Does an Indian student have to pay CVEC?

Usually, a full-degree student in initial higher education pays CVEC unless a recognised exemption applies. Indian nationality alone creates neither a payment rule nor an exemption. Start with the programme’s legal training status, then apply the student’s recognised exemption category.

The table separates procedure from payment. Paying and exempt students are both in the CVEC system, so each finishes with an attestation. A student outside scope has no CVEC procedure for that registration. Calling all three outcomes an exemption would lead the last group to request a document it doesn’t need.

The distinction also changes what the registration office can ask for. A paying student can provide the number printed on the paid attestation. An exempt student provides the corresponding number from the exempt attestation. Someone outside scope instead relies on the programme and enrolment record that establishes why CVEC does not apply. These are three different evidence trails, even though every student is trying to complete the same administrative registration.

Consider two students joining the same engineering school. One enters a regular initial-training master’s and has no recognised exemption, so the 2026/27 result would be EUR 105 plus a paid attestation. The other enters under a professionalisation contract classified as continuing education, so the current guidance places that registration outside scope. The school name is the same, but the training status changes the result.

Initial training can exist in public or private higher education. It also includes an apprenticeship contract under the current Etudiant.gouv registration guide. If a course or contract uses an unclear label, ask the registration office whether the exact enrolment is formation initiale or formation continue before paying.

Which students are outside the CVEC process?

Students in the listed outside-scope categories do not pay CVEC and do not obtain an exemption attestation. The government’s list of exclusions identifies the programme or registration arrangement, not international status by itself.

A classe préparatoire aux grandes écoles, or CPGE, is an important exception to the simple institution-type test. A CPGE is a selective preparatory course often taught in a secondary school, but the official CVEC special-case guidance says its university registration still requires the procedure. By contrast, a BTS or DMA registration in a secondary institution is listed outside scope. The university record, rather than classroom location, controls the CPGE result.

A full-degree Indian student is not an exchange student merely because they travelled from India. The exchange case is tied to the mobility arrangement and the absence of French institutional registration fees. A fee-paying semester registered directly with the French institution can produce a different answer.

Apprenticeship and professionalisation are also different. An apprenticeship belongs to initial training and is normally in scope, while a professionalisation contract belongs to continuing education and is outside scope under the current guidance. The contract title on your offer or enrolment record matters more than the general word alternance.

Students considering a doctorate should distinguish an ordinary PhD enrolment in France from HDR. HDR is a later qualification for experienced researchers and is the case specifically named outside CVEC scope.

Who is exempt from CVEC but still needs an attestation?

An exempt student remains inside the CVEC procedure. The payment becomes EUR 0, but the student still obtains and presents an attestation before administrative registration. The live portal states this directly.

CROUS is France’s regional student services network, formally the Centres régionaux des œuvres universitaires et scolaires. Under the current guidance, recognised exemption categories include qualifying CROUS social scholarships, named regional health or social study scholarships, French-government scholarships and specified protected statuses.

The word scholarship is not enough. The current government explainer distinguishes French-government awards from foreign-government and private awards. If you are comparing France scholarships, keep the CVEC classification beside the award’s separate tuition and living-cost benefits.

Charpak and Eiffel are French-government scholarship routes, but the practical evidence is your final award notice and the portal result. A pending application is not exemption evidence, and an institution’s tuition waiver does not automatically become a CVEC exemption.

When should you complete CVEC and download the attestation?

Complete CVEC after the programme and training status are sufficiently clear, but before your institution completes administrative registration. Current guidance advises students to act close to effective registration. That timing reduces avoidable refund work if the final course turns out to be outside scope.

For 2026/27, the official CVEC portal accepts online card payment and says another person’s bank card can be used. It also lists cash payment through the approved FDJ Nirio network without a management fee. These methods can change between campaigns, so an Indian student should use the live payment options rather than an older screenshot or an unofficial service.

You normally pay only once in an academic year. The 2026/27 registration guidance says the contribution is due at the first registration, so a second programme registration in the same year should use that year’s existing attestation rather than a second payment. The institution can verify the attestation number.

CVEC comes after the application route, not before every admission application. The Campus France India sequence manages the relevant Études en France file, while the France student visa process handles the later immigration file. Neither process charge replaces the CVEC attestation required at university registration.

How do you request a CVEC refund?

A refund may be available if you paid and later became officially recognised as exempt, or if you paid for a registration that was outside scope. The route depends on the reason. Some CROUS scholarship refunds can be automatic after recognition, while other qualifying cases use the official refund module and supporting evidence.

The 1 September 2026 to 31 May 2027 window belongs only to 2026/27. It is not a published 2027/28 refund calendar. The live portal shows whether your case is automatic or needs a request, which evidence is required and whether the campaign remains open.

Save the submission confirmation and the bank details used in the request. A possible refund is not permission to pay before resolving an obvious scope question. If the registration office can confirm continuing education or a qualifying exchange before payment, use that answer first.

A refund corrects a payment record after the facts change or become recognised. It does not change the attestation that was valid when registration occurred. This is why the payment receipt, original attestation, later status evidence and refund confirmation belong in one folder. Together they explain the full sequence if the university or bank later asks about the transaction.

What should a 2027 student verify before registration?

A 2027 student should prepare the decision now but wait for the official 2027/28 campaign to supply the amount and dates. The current rule structure is useful for planning. EUR 105, the present portal opening and the 2026/27 refund calendar are reference information, not promises for the next academic year.

The amount may change because the law provides for inflation indexation. Put a pending CVEC line in the budget, then replace it with the official figure rather than inflating EUR 105 yourself. The exact fee should come from the national portal, while the administrative registration deadline should come from your institution.

If your outcome is paying, keep enough money for the current campaign amount and save the attestation. If it is exempt, complete the portal step anyway and save the exempt attestation. If it is outside scope, retain the institution’s programme-status evidence so you can answer a registration query without creating an unnecessary CVEC record.
