What is the MS Civil Engineering at FSU?
FSU’s MS Civil Engineering is a 30 credit hour research master’s run by the FAMU-FSU College of Engineering in Tallahassee, and it’s thesis only. Tuition for Fall 2027 entrants is USD 1,281.77 per credit hour at the out-of-state rate Indian students pay. Over four semesters and 22 months, tuition, living, insurance and visa costs come to about INR 99.05 lakh.
The same department also runs a course-only Master of Engineering, 30 credit hours that a full-time student can finish in two or three semesters, and the bulletin treats both as one master’s programme. You choose the route on the application, so this page covers both and costs the MS. It’s written for the Fall 2027 intake. The department hasn’t restated its GRE waiver for that term, and FSU hasn’t yet published a Fall 2027 I-20 funding table.
How much does the FSU MS Civil Engineering cost an Indian student?
Plan about INR 99.05 lakh, or USD 103,462, for the whole MS. That’s 30 credit hours of tuition at the Fall 2027 rate of USD 1,281.77, 22 months of living in Tallahassee, two years of compulsory insurance and the visa costs. A single year’s tuition, the figure many listing sites quote, is under a quarter of it.
| Item | INR | Local currency | When it is due |
|---|---|---|---|
| Tuition, 30 credit hours at USD 1,281.77 | INR 36.81 lakh | USD 38,453.10 | Each semester, on registration |
| Facility and FSUCard fees, 4 semesters at USD 25 | INR 10,000 | USD 100 | Each semester |
| Living, 22 months at USD 2,545 | INR 53.60 lakh | USD 55,990 | Monthly, August 2027 to May 2029 |
| Books and supplies, 4 semesters at USD 690 | INR 2.64 lakh | USD 2,760 | Start of each semester |
| Health insurance, 2 years at USD 2,797 | INR 5.36 lakh | USD 5,594 | Billed each year, no waiver |
| Application USD 30, SEVIS USD 350, visa USD 185 | INR 54,000 | USD 565 | Before you travel |
| Full MS, 22 months | INR 99.05 lakh | USD 103,462.10 | Fall 2027 to Spring 2029 |
US law sets a USD 250 visa integrity fee at visa issue, but we couldn't confirm it was being collected on 24 September 2026, so it isn't in the total. FSU's 2026 I-20 table asks you to show USD 49,944 for the first year; that's money you prove you have, not an extra cost. Converted at INR 95.7310 per USD, the FBIL reference rate for 23 September 2026 shown on rbi.org.in. Flights, deposits and the visa integrity fee are left out.
The living line uses FSU’s own 2026-27 off-campus graduate budget of USD 22,906 for a nine-month year, which works out to USD 2,545 a month, and applies it from August 2027 to May 2029, summers included. Spring 2029 ends on 4 May 2029 on FSU’s extended calendar, so May counts. A student who shares a flat will spend less, but this is the university’s figure, not ours.
The M.Eng. costs less because it’s shorter, not because it’s cheaper per credit. It’s the same 30 credit hours, so tuition is identical, but two semesters from August 2027 to May 2028 bring living down to 10 months. That route totals USD 68,695.10, about INR 65.76 lakh. The handbook warns that some specialties need a third semester because of how often courses run, which adds about four months of living and one more semester of fees.
Funding is thin and it differs by route. The CEE handbook says the non-thesis M.Eng. is intended to be self-funded, with assistantships and tuition waivers not available. For the MS, the handbook describes a limited number of teaching and research assistantships on a competitive basis, and your advisor has to apply for you to enter the teaching pool. The college’s funding page adds that assistantship money is typically reserved for PhD students.
An assistantship waiver, if you get one, covers tuition but not fees or insurance, and FSU’s 15 January deadline is the one that counts for assistantship consideration. The 2028-29 year will also carry a second small fee rise that FSU’s regulation notice has already set out, so treat the tuition line as a floor rather than a ceiling.
Can an Indian civil engineering graduate get into the FSU MS?
Yes, if you hold a civil engineering degree, a 3.0 GPA over the upper-division years and IELTS 6.5 or its equivalent. The department’s admission page waives the GRE for engineering master’s applicants. The harder questions are whether a non-civil or three-year degree counts, and neither FSU nor the department answers those in writing.
| Requirement | Published rule | What you do |
|---|---|---|
| Bachelor's subject (India) | The department accepts civil, environmental or a closely related engineering or science degree. The bulletin says international students must hold a BS in civil engineering | Apply with a civil or environmental degree, or get the department's answer in writing first |
| Degree length (India) | A degree comparable to a US bachelor's; no FSU rule on three-year degrees | Order the course-by-course evaluation before paying the application fee |
| Grade average (India) | 3.0 on a 4.0 scale on all work after your 60th credit hour | Ask the evaluator to calculate the upper-division GPA |
| Catch-up courses (India) | 0 to 22 hours of articulation courses for a non-civil degree, through provisional admission | Don't rely on this route, FSU bars international students from provisional admission |
| Transcript evaluation (India) | Official course-by-course evaluation from a NACES member | Use The Evaluation Company, formerly SpanTran, or another NACES evaluator |
| Backlogs (India) | No FSU or department rule is published | Declare every attempt, the evaluation shows them anyway |
| GRE | Waived for engineering master's applicants; department wording runs through Fall 2026 | Check the department page again in January 2027 |
| English (India) | IELTS 6.5, TOEFL iBT 4.0 on the new scale, PTE 55 or Duolingo 125 | Send scores direct from the test agency, they last two years |
| Letters | Three signed letters on letterhead for the MS, two for the M.Eng. | Ask referees in October, not December |
| Route form | MS needs a Research Area of Interest Form naming faculty; M.Eng. needs a supplemental form | Read two CEE professors' recent papers before you name them |
| I-20 funds (India) | USD 49,944 for the first year on FSU's 2026 table | Keep bank letters signed and dated within six months |
The department and the bulletin disagree on the one rule that decides most Indian files. The department’s page and handbook accept a closely related engineering or science degree and fix any gaps with catch-up courses. The college bulletin’s graduate chapter says an international applicant must hold a BS in civil engineering. We treat the stricter bulletin line as the safe reading until the department tells you otherwise in writing.
The GRE position is favourable but not settled for Fall 2027. The bulletin’s graduate chapter says the GRE has been waived for all master’s applicants, and the department page says the same while adding that the waiver runs through Fall 2026. FSU’s 2026-27 General Bulletin says there’s no university-wide test requirement for master’s programmes from Spring 2026 onward, and it leaves departments free to set one.
English minimums follow FSU’s university floor, and the department has not set a higher bar. India isn’t on FSU’s exempt-country list, so an English-medium BTech doesn’t waive the test. The college’s own general page still lists Duolingo 120 for FAMU only, while the CEE page lists 125 for FSU, so confirm Duolingo with the department before you book it.
The route form is the part most Indian applicants rush. MS applicants fill a Research Area of Interest Form that names up to two areas and the faculty they’d like to work with, and three referees have to write on official letterhead. M.Eng. applicants fill a separate supplemental form and need two letters. Naming a professor whose work you’ve actually read is what separates an MS file from an M.Eng. file, because the MS needs an advisor who’ll take you by the end of your first semester.
Six rules that reject Indian civil engineering files
Apply with a civil degree, or get the department's yes in writing
The college bulletin’s graduate chapter is blunt.“International students must have a Bachelor of Science (BS) degree in civil engineering from a recognized academic institution”FAMU-FSU College of Engineering Bulletin
The department’s page is looser and allows a closely related degree. If you hold a BE or BTech in civil engineering you’re fine under both. If your degree is in mechanical, environmental science or construction management, email the CEE graduate coordinator and keep the reply.Don't count on catch-up courses if you're not a civil graduate
The CEE handbook says a non-civil graduate who otherwise qualifies “will be granted provisional admission and must successfully complete articulation courses”, up to 22 hours of them. FSU’s graduate admission rules say “International students cannot be admitted into the provisional category.” Put the two together and the usual door for a mechanical or chemical BTech is shut for an F-1 applicant. Those articulation courses also sit outside the 30 hours, so even if you got in, you’d pay for them on top.
Treat a three-year BSc as unproven, and a four-year BTech as the safe case
No FSU page says whether a three-year Indian bachelor’s counts. FSU asks for a degree comparable to a US bachelor’s and lets the NACES course-by-course evaluation decide. A three-year BSc also meets the bulletin’s civil BS rule badly, since Indian civil engineering is taught as a four-year BE or BTech. Get the evaluation done before you pay the USD 30 application fee, not after.
Clear 3.0 on your last two years, not on your overall CGPA
FSU counts the GPA from the term in which you attempted your 60th credit hour to the end of the degree. For a four-year BTech that’s roughly the last two years, which helps if your early semesters were weak and hurts if your final year slipped. FSU publishes no percentage or CGPA conversion of its own, so ask your evaluator to calculate the upper-division GPA and apply only once you know it’s 3.0 or above.
Don't read the GRE waiver as permanent
The department’s page says the waiver has been “waived (and extended) for all engineering master’s applicants through Fall 2026”. Fall 2027 isn’t named. The handbook and the bulletin say it’s waived without a date, and the undergraduate chapter on the same bulletin page still describes an acceptable GRE score as a requirement. If you already have a decent GRE score, send it; if you don’t, check the page again in January before you skip it.
Aim at 15 January, because 1 July is too late for a visa
The deadlines table shows 1 July as the final Fall date for the MS and M.Eng. That date is for applicants already in the US. The same page says applicants living outside the US are “highly encouraged to apply by January 15” and that 15 May is the deadline to apply for an I-20. The handbook adds that 15 January is the priority date for assistantships, which matters only for the MS.
How do you apply to the FSU MS Civil Engineering for Fall 2027?
There are five hand-overs, and three of them sit outside FSU. The evaluator, the test agency and your referees all have to finish before FSU will review the file. Work backwards from 15 January 2027, the date the department wants applicants living outside the US to meet.
You apply once, through FSU's graduate application, and choose the MS or the M.Eng. on it. The evaluator sends the course-by-course report, the test agency sends the English score, your referees upload letters, the CEE department decides, and after admission FSU's Center for Global Engagement issues the I-20 that takes you to the US consulate.
| Start by | Task | Takes | Why this date |
|---|---|---|---|
| 18 Nov 2026 | Collect sealed transcripts | 21 days | Indian universities often take weeks to issue official marksheets and the degree certificate. |
| 24 Nov 2026 | Sit IELTS or TOEFL | 45 days | Booking, the test and the score reaching FSU direct from the agency. Observed, not published. |
| 09 Dec 2026 | Course-by-course evaluation | 30 days | FSU won't review an international file until the NACES evaluation arrives. |
| 09 Dec 2026 | Three letters on letterhead | 30 days | Signed letters, two if you apply for the M.Eng. |
| 11 Dec 2026 | Pick two CEE professors | 14 days | The MS form asks which faculty you want to work with. |
| 25 Dec 2026 | Statement of purpose and CV | 14 days | Name the concentration and the research you want to do. |
| 08 Jan 2027 | Submit and pay USD 30 | 7 days | The file counts only when every document is on file and the fee is paid. |
The allowances are Nbyula planning estimates, not processing times published by Florida State University.
The college is shared by FAMU and FSU. The department says you only need to apply through one university and that the coursework is the same either way, but the diploma comes from the one you applied through, and so do the fees and the I-20. Everything on this page assumes the FSU route.
Admission is term specific. If a visa delay stops you joining in August, FSU’s Graduate School says you’ll need to reapply for a later term rather than defer, and the department doesn’t normally admit master’s students in summer.
The evaluation is the step that runs late. FSU asks for an official course-by-course report from a NACES member and says it can’t review an application with unofficial international transcripts, so a missing marksheet from your university stalls the whole file. Order sealed transcripts in October, send them to the evaluator as soon as they arrive, and submit the FSU form alongside so the file is complete the day the report lands.
What jobs and work rights follow an FSU civil engineering master's?
FSU publishes no placement rate, salary or employer list for this master’s, so we don’t show one. What we can show is the US occupation data and the visa rules. Civil engineers earned a median USD 100,840 in May 2025, and the degree’s CIP code qualifies for the 24-month STEM OPT extension.
| Measure | Figure | Basis |
|---|---|---|
| Programme placement rate | Not published | Not on the department pages, the CEE handbook or the college funding page, checked 24 September 2026. |
| US civil engineer median pay | USD 100,840 | BLS, May 2025, all US civil engineers. The lowest 10% earned under USD 68,240. Not an FSU figure. |
| US job growth | 6%, 2025 to 2035 | BLS projects about 22,700 openings a year across the US. |
| Work after study | 12 + 24 months | OPT, then the STEM extension. CIP 14.0801 is on the DHS STEM list dated 22 July 2024, and FSU lists both the MS and M.Eng. |
| H-1B master's cap | 20,000 extra | US master's holders get a separate 20,000 places, and selection is now weighted by wage level. |
| Cohort size | 37 degrees | FSU Fact Book, civil engineering master's degrees awarded in 2024-25, all students. |
The pay and growth figures describe the US occupation, not FSU graduates. FSU publishes no programme-level outcome data.
The missing programme placement rate isn’t an oversight on this page. We checked the department’s programme and admission pages, the CEE handbook and the college funding page, and none of them gives an employment rate, a salary or a list of employers for master’s graduates. The US civil engineer median pay in the table is a national figure for the whole occupation, so read it as the market you’d enter, not as a promise about FSU graduates.
BLS lists a bachelor’s degree as the entry-level education for civil engineers and says graduate study, a PE licence and experience help people move into supervisory roles. Government employers pay the most in its industry table, with federal government at USD 117,790 and local government at USD 113,640. Many of those roles are harder for a non-citizen to get, which is worth knowing before you picture the top of the range.
The department warns that students whose bachelor’s isn’t ABET or EAC accredited should check a state’s rules before planning on a US PE licence. Most Indian BE and BTech programmes aren’t ABET accredited, so the licence path in the US may need extra steps or experience that a US graduate wouldn’t face.
The USD 100,000 H-1B payment applies to petitions for people outside the US, and USCIS says it doesn’t apply to a granted change of status inside the US. A court order stopped its collection in June 2026, but DHS says it still plans to collect if the order is lifted, and a separate proposed fee of USD 103,265 would cover all cap-subject petitions if it’s finalised.
Where does FSU rank, and is civil engineering ranked separately?
Rankings are context here, not an admission rule. We couldn't find a QS or Times Higher Education civil engineering subject position for FSU, so only the overall places appear below. For a civil graduate choosing between offers, the advisor and the funding usually decide more than either number.
Who should apply to the FSU MS Civil Engineering, and who shouldn't?
The clearest match is a civil BE or BTech graduate who wants a thesis and can fund two years without relying on an assistantship. A non-civil engineering graduate is the profile this programme most often turns away, because the catch-up route needs provisional admission.
| Verdict | Your background | Why |
|---|---|---|
| Strong fit | Civil BE or BTech, 3.0 or above on the last two years, keen on research | Meets the bulletin and the department rules, and the MS thesis is built for a later PhD or a research-heavy job. |
| Strong fit | Civil graduate with 1 to 3 years of site or design work, family-funded | The M.Eng. finishes in one academic year and starts OPT sooner, at about INR 65.76 lakh instead of INR 99.05 lakh. |
| Needs evidence | Three-year BSc, even with a later diploma | No FSU rule either way. The evaluation decides, and the bulletin's civil BS line counts against you. |
| Needs evidence | Needs an assistantship to afford the MS | Possible only through a faculty advisor, and the college says master's money is rare. Apply by 15 January and write to professors first. |
| Do not shortlist | Mechanical, chemical or other non-civil BTech | The bulletin wants a civil BS from internationals, and the catch-up route runs through provisional admission, which FSU bars for F-1 students. |
| Do not shortlist | Wants the online M.Eng. on a student visa | The 100% online version doesn't lead to an F-1 I-20. Only the Tallahassee campus route does. |
MS or M.Eng., the two routes inside this programme
| Programme | Best for | Main limit |
|---|---|---|
| MS, thesis, 30 hours | Research, a PhD later, or a chance at an assistantship | About two years and one journal-ready paper before you can defend |
| M.Eng., course only, 30 hours | A working engineer who wants the degree and OPT fast | Self-funded, and some specialties need a third semester |
The two routes differ in more than the thesis. The MS splits its courses into 12 to 15 hours in your depth area, 6 to 9 in supplementary electives, 3 in advanced maths or statistics and 6 in thesis research. The M.Eng. asks for 15 in the depth area, 12 in supplementary electives, which may include business, law or planning, and 3 in maths. MS students need at least 18 letter-graded hours and M.Eng. students at least 21.
The MS also front-loads commitments. You pick a major professor and a three-member committee by the end of your first semester, finish research ethics training in that semester, and file a plan of study early in the second. That suits someone who arrives knowing what they want to research. It doesn’t suit someone who wants a year to look around.
Which courses can you take in the FSU civil engineering master's?
The department lists its graduate courses by area, nearly all at 3 credit hours, and you build a 30-hour plan from them with your advisor. There’s no fixed core. What’s fixed is the split between your depth area, electives, maths and, for the MS, 6 thesis hours.

- M.Eng.: 15 hours depth, 12 electives, 3 maths, statistics or computation
- Only 5000 and 6000 level courses count, and no grade below C
- At most 6 transfer hours with a B or better
The department warns that classes with too few students can be cancelled, and the handbook says some M.Eng. specialties need a third semester because courses aren’t offered every term. Structural and transportation carry the longest lists. If you want water resources or geotechnical, ask which courses run in Fall 2027 and Spring 2028 before you pick the one-year route.
Catch-up courses for non-civil graduates aren’t in this table and don’t count toward the 30 hours. FSU stopped accepting undergraduate courses toward the graduate degree from Fall 2019, so any 4000-level course you take is extra time and extra tuition.
Should you shortlist the FSU MS Civil Engineering?
Shortlist it if you hold a four-year BE or BTech in civil engineering with a 3.0 upper-division GPA and you want a thesis, and only then. The binding check is the degree itself, because the college bulletin asks international applicants for a Bachelor of Science in civil engineering, a stricter line than the department’s own page draws.
The tradeoff is between the two routes. The MS gives you a thesis, a faculty advisor and a shot at a research assistantship, and it takes about two years. The M.Eng. drops the thesis and can finish in one academic year, which saves roughly INR 33 lakh, mostly in living costs, but the department says it's self-funded. Both carry the same STEM CIP code, so the OPT and STEM extension rights after graduation are the same.
Three things are genuinely hard here. The money is the first, at about INR 99 lakh for the MS with no funding promised, and the M.Eng. is stated to have no assistantships or tuition waivers at all. The second is the degree rule. A mechanical or other non-civil BTech would normally be let in provisionally to take catch-up courses, and FSU doesn't allow provisional admission for international students, so that applicant should look elsewhere. And the MS won't let you defend until you've written one journal-ready paper, which turns a two-year plan into a research commitment from the first semester.
- The full thesis MS costs about INR 99.05 lakh, or USD 103,462.10, over 22 months from August 2027 at INR 95.7310 per USD.
- The course-only M.Eng. uses the same 30 credit hours but can finish in two semesters, for about INR 65.76 lakh, and the department says it's self-funded.
- The college bulletin says international applicants need a BS in civil engineering, and FSU doesn't admit international students provisionally.
- Applicants living outside the US should apply by 15 January 2027; the I-20 cut-off is 15 May 2027 and the 1 July date is for applicants already in the US.
- The MS thesis defense can't be scheduled until you've written one journal-ready manuscript, on top of 6 thesis hours.
- Both routes carry CIP 14.0801, which is on the DHS STEM list, so graduates can use 12 months of OPT plus a 24-month STEM extension.
Frequently asked questions
What is the total cost of MS Civil Engineering at FSU for Indian students?
About INR 99.05 lakh, or USD 103,462.10, for the thesis MS. That covers 30 credit hours at the Fall 2027 rate of USD 1,281.77, 22 months of living at FSU's USD 2,545 monthly estimate, two years of compulsory insurance, books, fees and visa costs, converted at INR 95.7310 per USD on 23 September 2026.
Is GRE required for MS Civil Engineering at Florida State University?
No, not on current wording. The civil engineering department and the college bulletin both say the GRE is waived for engineering master's applicants. The department's page says the waiver runs through Fall 2026 and doesn't name Fall 2027, so check it again in January 2027 before you decide against sending a score.
Can a mechanical engineering graduate apply for the FSU civil engineering master's?
It's risky. The college bulletin asks international applicants for a BS in civil engineering. The department admits non-civil graduates provisionally with up to 22 hours of catch-up courses, but FSU says international students can't be admitted provisionally. Get a written answer from the CEE graduate coordinator before paying the application fee.
What is the deadline for Fall 2027 for international students?
The department asks applicants living outside the US to apply by 15 January 2027, which is also the priority date for assistantships. The deadline to apply for an I-20 is 15 May 2027. The 1 July final date shown on the same page is too late for an Indian applicant who still needs a US visa.
What is the difference between the MS and the M.Eng. in civil engineering at FSU?
Both need 30 credit hours. The MS includes 6 thesis hours, a faculty committee, an oral defense and one journal-ready manuscript, and takes about two years. The M.Eng. is course only, can finish in two or three semesters, and the department says it's self-funded with no assistantships or tuition waivers.
Do FSU civil engineering master's students get assistantships?
Rarely. The M.Eng. is self-funded. For the MS, the department has a limited number of teaching and research assistantships on a competitive basis, and your advisor must apply for you. The college says assistantships are typically reserved for PhD students. Apply by 15 January 2027 to be considered.
Does a three-year Indian BSc qualify for FSU MS Civil Engineering?
FSU hasn't said either way. It asks for a degree comparable to a US bachelor's, judged through a NACES course-by-course evaluation, and the college bulletin wants a BS in civil engineering from international applicants. A four-year BE or BTech in civil engineering is the safe case. Get the evaluation before applying.
Is FSU MS Civil Engineering STEM designated for OPT?
Yes. FSU lists both the civil engineering MS and the M.Eng. under CIP code 14.0801, and that code is on the DHS STEM Designated Degree Program List dated 22 July 2024. Graduates can apply for 12 months of OPT and then a 24-month STEM extension if the employer meets the conditions.
