What is the FSU MS Systems Engineering?
FSU’s MS Systems Engineering is a 30-credit coursework master’s with no thesis, run by the Department of Industrial and Manufacturing Engineering at the joint FAMU-FSU College of Engineering. Engineering, computer science, maths and physics graduates can apply. Fall 2027 tuition is USD 1,281.77 per credit hour, and the full 18-month plan comes to about INR 86.18 lakh.
The course is seven fixed core subjects in the systems life cycle, requirements, cost, risk, test and model-based design, plus three electives. It was built for working engineers, so the in-person classes run in the evening and the same subjects run fully online. This page is written for a Fall 2027 start on the Tallahassee campus. The department hasn’t yet said whether the GRE waiver continues past Fall 2026, and Spring 2027 class times aren’t published.
How much does the FSU MS Systems Engineering cost in rupees?
Budget about INR 86.18 lakh, or USD 90,022, for the full 18 months. FSU’s out-of-state graduate rate rises to USD 1,281.77 per credit hour from Fall 2027, so 30 credits alone come to USD 38,453. The rest is 17 months of Tallahassee living, two years of compulsory insurance, books and visa fees.
| Item | INR | Local currency | When it is due |
|---|---|---|---|
| Tuition and per-credit fees, 30 x USD 1,281.77 | INR 36.81 lakh | USD 38,453.10 | Each semester, for the credits you take |
| Facility fee 3 x USD 20, FSUCard fee 3 x USD 5 | INR 7,000 | USD 75 | Fall 2027, Spring 2028, Fall 2028 |
| Living, 17 months x USD 2,545 | INR 41.42 lakh | USD 43,265 | Monthly, August 2027 to December 2028 |
| Books and supplies, 3 x USD 690 | INR 1.98 lakh | USD 2,070 | Start of each semester |
| Health insurance, 2 x USD 2,797 | INR 5.36 lakh | USD 5,594 | Billed automatically each August |
| Application USD 30, SEVIS USD 350, visa USD 185 | INR 54,000 | USD 565 | Before you fly |
| Total, full programme | INR 86.18 lakh | USD 90,022.10 | 18 months, three semesters |
The law sets a USD 250 visa integrity fee at visa issue, but we couldn't confirm on 24 September 2026 that it's being collected, so it's not in the total. FSU's 2026 I-20 table asks graduate students to show USD 49,944 (about INR 47.81 lakh) for the first year; that's proof of funds, and the money stays yours. Converted at INR 95.7310 per USD, the FBIL reference rate for 23 September 2026 shown by the RBI. The USD 250 visa integrity fee and flights are excluded.
The department’s own table estimates USD 38,341.20 for ten courses at the 2026-27 rate of USD 1,278.04. Our tuition line is USD 111.90 higher because FSU’s trustees approved local fee rises for Fall 2027, which add USD 3.73 per credit. The same table shows FAMU’s non-resident rate at USD 1,110.09 per credit; FAMU is a separate university with its own admission, so that figure doesn’t apply to an FSU offer.
The 18-month plan assumes three enrolled semesters, Fall 2027, Spring 2028 and Fall 2028, and no summer enrolment. The department runs only online graduate courses in summer, and a continuing F-1 student isn’t required to enrol then. Living is charged for every month you’re in Tallahassee, summer included, at FSU’s 2026-27 off-campus figure of USD 22,906 for nine months.
Insurance is FSU’s Aetna plan, which every F-1 student is enrolled in from 2026-27 with no waiver. We’ve charged two annual premiums because the stay crosses two policy years. FSU’s matrix also lists a Fall-only premium of USD 1,065, so the second-year bill may come in lower if you finish in December.
No scholarship on the department’s pages covers an on-campus student. The USD 404.85 per credit scholarship on the department’s page is for distance-learning students only, and FSU reserves out-of-state waivers for graduate assistants and fellows.
Can an Indian engineering graduate get into the FSU MS Systems Engineering?
Yes, with a bachelor’s in engineering, computer science, maths or physics and a 3.0 upper-division GPA on FSU’s 4.0 scale. The department reads the transcript for statistics, calculus or linear algebra, operations research and programming, and a missing subject becomes a prerequisite you take at FSU before your degree plan counts.
| Requirement | Published rule | What you do |
|---|---|---|
| Degree subject | Engineering, computer science, mathematics, physics or related | Check your degree title first |
| Three-year degree (India) (India) | No published rule; degree must be comparable to a US bachelor's | Get the evaluation before paying the fee |
| Grade (India) (India) | 3.0 on 4.0, upper-division work only | Use the evaluator's figure, not a CGPA converter |
| Prerequisite subjects | Statistics, calculus III or linear algebra, operations research, programming | Map each to a subject on your marksheets |
| Credential evaluation (India) (India) | Course-by-course, from a NACES member | Order it first |
| GRE | Waived through Fall 2026; handbook lists 151 Q, 146 V | Ask the department about Fall 2027 |
| English (India) (India) | IELTS 6.5, TOEFL iBT 80, PTE 55, Duolingo 120 | Book IELTS or TOEFL |
| Recommendations | Three letters on letterhead | Tell referees about letterhead |
| Statement of purpose | Reasons for the degree and career | Name a systems role |
| Proof of funds (India) | USD 49,944, 2026 I-20 table | Bank letters under six months old |
| In-person load | 9 credits a semester, 6 in person | Plan sections with the department |
The department doesn’t publish backlog rules, a minimum work-experience figure or an interview. Its bulletin says decisions by the departmental graduate committee are final, and a prerequisite gap is listed in the admit letter rather than turned into a rejection.
Aerospace, mechanical, electrical, industrial and production engineers match the course best. A computer science graduate fits the rules but usually owes operations research. A civil engineer may owe both operations research and statistics.
The degree subject check comes first because it’s the one you can’t fix later. The department lists engineering, computer science, mathematics and physics, and leaves anything else to the Director of Graduate Studies. A BCom or BBA graduate has no published route in, whatever the marks.
Your statement of purpose goes to a department that trains working engineers, so write about the systems you’ve worked on or studied and the role you want next. A generic essay about loving engineering reads badly next to applicants from aerospace and defence jobs.
The in-person load matters from the first week. FSU’s Center for Global Engagement says an F-1 graduate student needs at least 9 credits each Fall and Spring, with 6 of them in person, and the final term can’t be fully online. Because every MSSE subject also runs as an online section, you have to pick the in-person ones deliberately each semester.
English scores go straight from the test board to FSU and are valid for two years. TOEFL changed its scale on 21 January 2026, and FSU’s minimum is 80 on the old scale or 4.0 on the new one. An English-medium Indian degree doesn’t exempt you, because FSU waives the test only for degrees from the US or listed English-speaking countries.
Seven rules that decide an Indian MSSE file
Don't treat the GRE waiver as settled for Fall 2027
The programme page says“GRE scores have been waived through Fall 2026!”FAMU-FSU MSSE admission requirements
The department’s 2026-27 handbook, revised in July 2026, still says MSSE admission follows the industrial engineering rules except that the GRE minimums are 151 quant and 146 verbal. FSU’s 2026-27 bulletin sets no university-wide GRE rule for master’s. Nobody has said which line applies to Fall 2027, so email the department before you decide to skip the test.A non-industrial-engineering degree brings prerequisites, and they cost time
The handbook says“Students who do not have a bachelor’s degree in industrial engineering are required to complete the following prerequisite courses before undertaking graduate study”IME Graduate Student Handbook 2026-2027
The list is statistics, calculus III or linear algebra, operations research and a programming course. Each needs a B, they don’t count toward the 30 credits, and your degree plan can’t be filed until they’re done. Your admit letter names the ones you owe. A mechanical or electrical BTech with probability and statistics, numerical methods and a C or MATLAB course has subjects to put forward as equivalents. You ask the Director of Graduate Studies to waive them, with syllabus copies, and the department decides.Confirm which campus your I-20 names before you accept
The department’s info sheet says“The program is offered in-person in Panama City, Florida or 100% online.”FAMU-FSU MSSE info sheet, revised August 2024
The Graduate School lists a separate Tallahassee campus route, and FSU’s Fall 2026 class list shows the core subjects meeting in Tallahassee College of Engineering rooms from 4:30 to 7 pm, at the same moment as the Panama City sections taught by the same faculty. Spring 2027 sections have no times or rooms yet. Get the campus and the in-person sections for your first two semesters confirmed in writing, because housing, living cost and your I-20 all follow the campus. The 3.0 is an upper-division GPA, and the evaluator works it out
FSU doesn’t publish an Indian percentage or CGPA cut-off. It counts only upper-division work, from the term in which you attempted your 60th credit to the end of the degree, which for a four-year BTech is roughly your last two to three years. The evaluator converts each subject grade, so a weak first year matters less and a weak final year matters more. Ask the evaluator for the upper-division GPA before you apply.
A three-year degree is decided by the evaluation, not by us
Neither the department nor the Graduate School says whether a three-year Indian BSc counts as comparable to a US bachelor’s. The course-by-course evaluation decides it. Get that evaluation first, and only then pay the USD 30 application fee. A four-year BE or BTech is the safe case, and a three-year degree followed by a completed Indian master’s fits FSU’s graduate-degree route.
Apply by 15 January, not 1 July
The department publishes three dates. Its admissions page says international applicants are“highly encouraged to apply by January 15 for the fall semester. May 15 is the deadline for international students living outside the United States to apply for an I-20 for the fall semester.”FAMU-FSU IME graduate admissions
Its application page gives 1 March for Fall. FSU Panama City’s page still shows 1 July, the university’s final date, which is far too late for an August visa. Plan to 15 January 2027.Take IELTS or TOEFL, not Duolingo
The programme page accepts Duolingo 120, FSU’s 2026-27 bulletin says 125, and the Graduate School’s international page doesn’t list Duolingo at all. IELTS 6.5 or TOEFL iBT 80 is accepted on every FSU page, so it’s the score that can’t be questioned later.
How do you apply to the FSU MS Systems Engineering for Fall 2027?
There are four hand-overs, and two sit outside FSU, the credential evaluator and the test board. Work backwards from 15 January 2027, the department’s recommended date for international applicants, which is also the cut-off for funding consideration. The evaluation is the slow step, because your Indian university has to post sealed transcripts.
You apply through FSU's graduate portal, the NACES evaluator and the test board send their reports directly, the department reviews, and after admission FSU's Center for Global Engagement issues the I-20 once your funds are proven.
| Start by | Task | Takes | Why this date |
|---|---|---|---|
| 10 Sep 2026 | Match marksheets to the prerequisites | 75 days | Find statistics, calculus, operations research and programming on your transcript, and collect syllabus copies for any you'll ask to waive. |
| 09 Nov 2026 | Take IELTS or TOEFL | 60 days | Booking, test and score delivery to FSU (institution code 5219 for TOEFL). Estimated, not published. |
| 24 Nov 2026 | Course-by-course NACES evaluation | 45 days | Your university sends sealed transcripts to the evaluator, which then reports to FSU. Observed timing, since Indian universities often take weeks to dispatch. |
| 09 Dec 2026 | Three letters on letterhead | 30 days | Referees upload through the FSU portal. |
| 18 Dec 2026 | Statement of purpose | 21 days | Name the systems role you want and the core subjects that lead there. |
| 08 Jan 2027 | Submit the FSU graduate application | 7 days | Pay the USD 30 fee, which FSU can't waive, and choose the Tallahassee campus route. |
The allowances are Nbyula planning estimates, not processing times published by Florida State University.
The owners, in order, are your Indian university for sealed transcripts, the evaluator for the course-by-course report, the test board for scores, your three referees, the department for the decision, and the Center for Global Engagement for the I-20. FSU won’t review a file until the evaluation arrives.
Admission is for one term only. If a visa delay stops you joining in August 2027, you reapply for a later term rather than deferring.
Choose the Tallahassee campus route on the application and say so in your statement. The Graduate School lists Tallahassee and Panama City as separate routes, and your campus decides where you live and attend class for 18 months.
Fund the I-20 early. FSU wants bank letters on letterhead, signed by a manager and dated within six months, and if family money gets you the I-20 you must stay on family funding for that period.
The department’s I-20 request cut-off for applicants outside the US is 15 May 2027. Missing it moves you to Spring 2028 at the earliest, and FSU hadn’t published times or rooms for Spring 2027 in-person classes on 24 September 2026.
What jobs and work rights follow the FSU MS Systems Engineering?
FSU publishes no placement rate or salary for this programme. The degree carries CIP code 14.2701, which is on the US STEM list, so a graduate can work up to three years on OPT and its STEM extension. The nearest national wage figure is BLS’s median for industrial engineers.
| Measure | Figure | Basis |
|---|---|---|
| Programme placement rate | Not published | Checked the programme page, department handbook, FSU bulletin and FSU Panama City page on 24 September 2026 |
| Degrees awarded, 2024-25 | 39 | FSU Fact Book, all modes and both campuses combined |
| Industrial engineers, US median pay | USD 102,440 | BLS, May 2025; national occupation figure, not an FSU outcome |
| Industrial engineer jobs, growth | 12% | BLS projection for 2025 to 2035 |
| Post-study work | 12 + 24 months | OPT plus STEM OPT, since 14.2701 is on the DHS STEM list dated 22 July 2024 |
| H-1B master's cap | 20,000 extra | Places reserved for US master's holders; weighted by wage level since the FY 2027 lottery |
| Employers FSU names | US defence sites | Graduate quotes from Naval Surface Warfare Center Panama City and Eglin Air Force Base; FSU-level testimonials, not a recruiter list |
Only the FSU rows describe this programme. The BLS rows describe a US occupation, and the testimonial employers show who the course was built for.
Boeing’s Digital Systems Engineering office picked the college as one of six US universities for a two-year pilot that brings Boeing guest lecturers, adjunct staff and course material into the MSSE. That’s a curriculum link. FSU doesn’t say Boeing hires from it.
The USD 100,000 H-1B payment doesn’t apply when an employer files a change of status for you inside the US and it’s granted, and a court order has stopped its collection since June 2026. DHS says it will collect if that order is lifted. A separate proposal from August 2026 would add a USD 103,265 fee to every cap-subject H-1B petition, and it’s not law yet.
The two employers FSU quotes are US defence establishments. Read each employer’s citizenship and clearance rules before you count a defence job as your route after this degree.
Where does Florida State University rank?
Ranking is context, not an admission rule, and it tells you little about an evening coursework master's. Neither QS nor THE publishes a systems engineering table covering FSU that we could verify, so the three rows below are FSU's overall positions from the 2026 editions of each table.
| Publisher | Position | Table and year |
|---|---|---|
| US News | #51 (tie) | Best Colleges 2026, National Universities |
| QS | #549 | World University Rankings 2026 |
| THE | 301 to 350 | World University Rankings 2026 |
Who should apply to the FSU MS Systems Engineering, and who shouldn't?
It fits an engineer who wants a coursework route into systems roles and can pay about INR 86 lakh without a scholarship. It doesn't fit anyone counting on a thesis, a funded assistantship or a one-year finish, and the reasons for each are in the table below.
| Verdict | Your background | Why |
|---|---|---|
| Strong fit | BTech in mechanical, aerospace, electrical or industrial engineering with statistics and a programming course | Meets the degree list, likely owes few or no prerequisites, and the core builds directly on that base. |
| Strong fit | Engineer with 2 to 4 years in design, testing or integration work | The subjects on requirements, test and evaluation, and cost estimation are written for people who have already worked on real systems. |
| Needs evidence | Computer science or maths graduate without operations research | Eligible by degree, but expect to owe operations research before the degree plan can be filed. |
| Needs evidence | Three-year BSc in physics or maths | Only the course-by-course evaluation can say if the degree is comparable, so get it before applying. |
| Do not shortlist | Wants a research thesis or a funded assistantship | The MSSE has no thesis, and FSU says departmental funding is very limited and goes to assistants and fellows. |
| Do not shortlist | Needs to finish within 12 months | The department's own minimum is 18 months, and its summer graduate courses are online only. |
If research is the goal, the department’s thesis MS in Industrial Engineering is the closer match within FSU. If the draw is management rather than systems design, compare the MSIE with the Engineering Management specialisation, which is also course-based.
The honest filter is money and pace. The department publishes no assistantship for MSSE students, the classes run 4:30 to 7 pm, and the cohort is mostly employed US engineers. If you want a daytime campus cohort of international students, a research lab or a stipend, this is the wrong course, however well it matches your subject.
What do you study in the FSU MS Systems Engineering?
Seven core subjects of 3 credits each and three 3-credit electives, 30 credits in all, with no thesis or project. The electives come from approved areas and can be taken in other engineering departments with the director’s approval, so your entry background shapes which ones you can realistically take.
| Code | Component | Credit hours | Where it sits |
|---|---|---|---|
| ESI 5510 | Fundamentals of Systems Engineering | 3 | |
| EIN 5356C | Cost Estimating for Engineering Economic Analysis | 3 | |
| ESI 5353 | Engineering Risk Analysis and Decision Making with Uncertainty | 3 | |
| ESI 5512 | System Requirements Analysis and Knowledge Management | 3 | |
| ESI 5001 | Systems Test and Evaluation | 3 | |
| ESI 5000 | Design Considerations for Systems Engineering | 3 | |
| ESI 5536 | Model Based Systems Engineering and Simulation | 3 | |
| Three technical electives | 9 | From approved areas, see below | |
| Total | 30 |
The note “Core” applies to 7 components in this table.
- Elective areas include model-based systems engineering, human factors, data analytics and optimisation, autonomous, maritime, aerospace, power and transportation systems, and engineering management
- Keep a 3.0 GPA at all times to stay in the programme and graduate
- Directed independent study counts only under the handbook's stated conditions, and at most 6 transfer credits are accepted
The FSU bulletin names ESI 5554 Systems Engineering Principles for Aerospace and ESI 5590 Human Factors for Systems Engineering as MSSE electives. The Fall 2026 class list also ran ESI 5631 Artificial Intelligence and EIN 5182 Engineering Management in the same evening slots.
Passing ESI 5510 counts toward INCOSE’s academic equivalency, and the full core is recognised as equivalent to the knowledge exam for INCOSE’s ASEP and CSEP certificates.
Should you shortlist the FSU MS Systems Engineering?
Shortlist it if you’re an engineer who wants a coursework master’s in systems engineering, and only if your transcript already shows statistics, calculus and some operations research. FSU’s department asks non-industrial-engineering graduates to clear listed prerequisite courses first, and that decides how long your degree really takes.
What you get is a short, structured degree. There's no thesis to manage, no project to find, and the core is recognised as equivalent to the knowledge exam for INCOSE's two entry certificates. What you give up is research depth and funding. A course-based master's rarely comes with an assistantship, and FSU says departmental funding is very limited.
Three things are genuinely hard here. The classes were designed for working professionals, so they meet in the evening and share faculty with FSU Panama City, and the department's own info sheet names only Panama City as the in-person site. The GRE waiver on the programme page is dated to Fall 2026, while the department handbook still lists GRE minimums of 151 quant and 146 verbal. And the graduates FSU quotes work at US defence sites, which tells you who the course was built around, not where an Indian F-1 graduate will land.
- The FSU MS Systems Engineering is 30 credits of coursework, seven core subjects and three electives, with no thesis.
- The full 18-month plan costs about INR 86.18 lakh (USD 90,022) at USD 1,281.77 per credit and INR 95.7310 per USD.
- Entry needs a 3.0 upper-division GPA and a degree in engineering, computer science, maths or physics.
- Graduates without an industrial engineering degree owe up to four prerequisite subjects, each passed at grade B.
- Apply by 15 January 2027; the I-20 request cut-off for Fall 2027 is 15 May 2027.
- CIP 14.2701 is on the DHS STEM list, so OPT can run 12 months plus a 24-month STEM extension.
Frequently asked questions
What is the total cost of MS Systems Engineering at FSU for Indian students?
About INR 86.18 lakh, or USD 90,022, for an 18-month Fall 2027 start. That covers 30 credits at USD 1,281.77 per credit, semester fees, 17 months of Tallahassee living at FSU's estimate, two years of compulsory insurance, books, the application fee, SEVIS and the visa fee, converted at INR 95.7310 per USD.
Is GRE required for FSU MS Systems Engineering in Fall 2027?
It's unclear. The programme page says the GRE is waived through Fall 2026, while the department's 2026-27 handbook still lists minimums of 151 quant and 146 verbal. FSU has no university-wide GRE rule for master's. Ask the department in writing before deciding to skip the test for Fall 2027.
Can a mechanical or electrical BTech apply to FSU systems engineering?
Yes. The degree list covers engineering, computer science, mathematics and physics. Graduates without an industrial engineering degree must show statistics, calculus III or linear algebra, operations research and programming, or take those subjects at FSU with a B grade before their degree plan can be filed.
What GPA do Indian students need for FSU MS Systems Engineering?
FSU asks for 3.0 on a 4.0 scale across upper-division work, counted from the term of your 60th credit. It publishes no percentage or CGPA equivalent. A NACES evaluator converts each subject grade, and FSU suggests The Evaluation Company, formerly SpanTran, because it calculates the upper-division GPA for you.
What is the deadline for FSU MS Systems Engineering Fall 2027?
Aim for 15 January 2027, the department's recommended date for international applicants and the cut-off for funding consideration. The department's application page gives 1 March, and 15 May is the last date to request an I-20 from outside the US. The university's 1 July date is too late for a visa.
Is FSU MS Systems Engineering taught in Tallahassee or Panama City?
Both, plus online. The Graduate School lists a Tallahassee campus route, and Fall 2026 core classes met in Tallahassee engineering rooms from 4:30 to 7 pm. The department's info sheet names only Panama City for in-person study, so confirm your campus and in-person sections before accepting an offer.
Is FSU MS Systems Engineering a STEM course for OPT?
Yes. FSU lists Systems Engineering master's under CIP code 14.2701, and that code is on the DHS STEM Designated Degree Program List updated 22 July 2024. A graduate can apply for 12 months of OPT and then a 24-month STEM extension.
Does FSU give scholarships for MS Systems Engineering?
Not to an on-campus Indian student in any published form. The department's USD 404.85 per credit scholarship covers distance-learning students only. FSU reserves out-of-state tuition waivers for graduate assistants and fellows, and calls departmental funding very limited, so plan to pay the full amount.
